Abstract

This research aims to find out how the process of sanction given to civil servants in regional government of Sigi Regency, to find out abstacle in giving law it is empirical. The research setting was at Sigi Regency. The data used was primary and secondary data. The data were collected through interview and library study covering books, regulations, papers, previous studies, documents, etc. the data were analyzated qualitatively. The research result indicates that the smoothness of governance implementation and national depen on the perfectness of civil servants. Discipline in one of perfectness elements of being a civil servant. However, there are still many civil servants breaking rules. In the effort of increasing civil servants disciplinary, government has issued a policy namely government regulation no. 53 of 2010 concerning Civil Servants Disciplinary. Based on that, this research investigated how the process of sanction given to civil servants in regional government of Sigi Regency, to find out abstacle in giving sanction of discipline for civil servants. It was abtained that sanction giving in Sigi Government based on government regulation no. 53 of 2010, the sanction covering : (a) Light discipline sanction, (b) average discipline sanction, (c) Heavy discipline sanction, and those sanction are conducted by authorizated officer.

Abstract

Accountability and transparency are two of the fundamental problems government accountabilities. The communities have not got clear information concerning the policies taken by the govrnment. Therefore, through transparent government, the communities are supposed to be well exposed to the policies to be taken by government. The government is supposed to stress on the accountability aspects in governmental bureaucratic reformation. In addition, government tranparency will certainly encourage the communities to address feedback to policies taken by the government. The thesis studied about how to adopt accountability and rtansparency in governmental affairs to create clean local governments and the constraints to adoption of accountability and transparency in clean local government. It was a normative legal research. It conseptualizet and reviewed laws as norms, rules and principles or dogmas adopted for discussing the fundamentals question addressed based on legal materials due to the characteristics of the law. It was concludec that the government accountability of Poso Regency was adopted on law Number: 32 Year 2004 about Local Government and State Regulation Number: 3 Year 2007 about Reporting by Local Government to National Government. At present the information about Local Government Reporting to Communities refers to Law Number: 23 Year 2014 about Local Government.

Abstract

This study aims to determine the extent of implementation of the Village Fund allocation policy in District Marawola Sigi using Theory of Edward III, namely Communications, Disposition, Bureaucratic Structure and Resources. This study used a qualitative approach. Location research and key informants conducted purposive. data were analyzed in stages based on the data information from the informant obtained through observation, interviews and documentation.The results showed that the Village Fund Allocation Policy Implementation in District Marawola Sigi running less effective. This is seen in the Dimensions of Communication where aspects of policy dissemination Village Fund Allocation In District Marawola Sigi less implemented by the Village. Inadequate Resources dimensional fine views of human resources and infrastructure. Dimensions disposition in this case managers and community commitment in the implementation of the Village Fund Allocation going well, because the proposal is not based on people's needs. Bureaucratic structures seen on the dimensions of the mechanism of managing the implementation of a whole series of stages of the management of the Village Fund Allocation going well, because the preparation of development programs financed by the Village Fund Allocation prepared by the sub-district instead of the village.

Abstract

The objectives of the study are to find out and to analyze the evaluation of integrated waste management policy at Department of Hygiene and Horticulture of Palu City. The type of the study is qualitative research by taking purposively the implementer informant and target policy of Palu. Technique of data collection consisted of observation, interview and documentation. While technique of data analysis are data reduction, display data and taking conclution and verification. The result of study showed that the evaluation of integrated waste management policy has been implemented but not maximized yet because there were problems in the evaluation criteria such as effectiveness, efficiency and adequacy. Effectiveness has not been achieved due to lack of support and awareness in waste management. Efficiency has not been achieved because of the behavior and awareness of the environment is still low. Besides the operational time for waste disposal has not been fully obeyed. Whereas the criteria of adequacy has not been able to solve the problem in hygiene and environmental health because of garbage dump such as TPS, TPST pose a foul odor in the area. So, indirectly affect the hygiene and public health.

Abstract

This study aimed to describe the impact of the entry of PT.Donggi-Senoro LNG (DSLNG) against the living conditions of the people in the District Kintom, and analyze the influence of income, education, occupation, and number of dependents of the consumption expenditure of the poor in the District Kintom.Type of survey research, using cross section data obtained from interviews directly to the respondents using a questionnaire regarding the characteristics of the respondents.Sampling purposive sampling technique, so as to obtain the key respondents by 99 people.This study uses qualitative analysis to decipher the impact of the entry of PT.Donggi-Senoro LNG (DSLNG) on the living conditions of society, using multiple linear regression to see the influence of income, education, occupation, and number of dependents of the consumption expenditure of the poor in the District Kintom. Tools used to manage the data of this study was SPSS-21.Results of the study found that the impact of the entry of PT.Donggi - Senoro LNG (DSLNG), against the District Kintom people's living conditions, among others: the increase in income, employment, improving public education, and disruption of social processes.Medium for statistical analysis of the consumption of poor households shows that the coefficient of determination (R) for, 757 which means that the variation of independent variables RTM District of Kintom consumption by 75.70%.Significance Simultaneous detection (Test Statistic F) and obtained the F-table at 2.47 (α: 5%, and df: 99-4 = 95) while the statistical F/F-count of 31.462 and F-statistic probability value 0,000.Medium for Detection of Individual Parameter Significance (Test Statistics T) obtained t-table value of 1.661.Based on the t-table value with the assumption of the t-statistics/t count\u003e t-table, the independent variables were significant to the variable household consumption is variable income (t-test = 5.328), and the number of dependents (t-test = 3824).Based on the research results suggested to PT.DSLNG to be more structured in implementing CSR, and for the Government of the District Kintom need to create policies that can improve / increase the income of poor households are not able to meet the basic consumption needs in order to prosper and be able to meet their basic needs.And also suggested that the Government of the District Kintom more proactive in controlling the implementation of CSR given PT.DSLNG to society, so that more people benefit from CSR.

Abstract

This research aimed to know the  to determine the Performance Analysis Management of Village Fund Allocation at Sub-Ditrict of Vatunonju Sigi Regency. This aimed used a qualitative approach to the informant as much as five (5) persons within the Performance Analysis Management of Village Fund Allocation at Sub-Ditrict of Vatunonju Sigi Regency. This research result showed that the Performance Analysis Management of Village Fund Allocation at Sub-Ditrict of Vatunonju Sigi Regency had not yet run well as from 5 (five) dimention investigated, 3 (three) dimensions did not work well such as dimension of produktivity, service quality and accountability but two was only that worked well enough i.e responsiveness and responsibility.

Abstract

This study aimed to analyze the process of implementation of the policy of procurement of goods and services e-procurement  of Human Settlements, Public Housing Within Land Use Agency of Central Sulawesi province with reference to the theory of Implementation and George Edwards III, particularly four factors: (1) communication, (2 ) Resources, (3) Dispotition and (4) Structure of Bureaucracy. The research method used is qualitative method. Selection of informants as many as five people and were selected based on purposive sampling. The instrument is the researcher's own research and data collection through interviews, documentation and field observations. The results showed that in general the policy implementation process of procurement of goods and services e-procurement  of Human Settlements, Public Housing Within Land Use Agency of Central Sulawesi Province have not found any indication of transparency. This is evident from the implementation of the process of procurement of goods and services. There are four (4) factors that support and hinder the implementation of the procurement of goods and services e-procurement of Human Settlements, Public Housing Within Land Use Agency of Central Sulawesi Province that is a factor of resources, communication, bureaucratic structure and other factors. Therefore, to cope with the indication of the required supervision of all parties so that it can run better without any suspicion.

Abstract

The purpose of this study is to investigate and provide a clear description of the implementation of the Family Hope Program in South Palu Sub-district. This research also aims at determining the factors that affect the program implementation. The type of this research is qualitative with descriptive approach. The research question is how the implementation of Family Hope Program in South Palu district. The informants were taken by using purposive sampling technique carefully so that they are relevant to the research structures, in which the sample was chosen according to the specific characteristics and particular characteristics, as many as 14 people. The data analysis is done through data reduction, data presentation and conclusion. The theory used is sourced from George C. Edwards III to determine the factors that influence implementation including communications, resources, executive attitudes (disposition) and bureaucratic structure. The results of this research indicate that the implementation variables (communication, resources, executive attitudes and bureaucratic structure) affect the implementation of the Family Hope Program in South Palu district either partially or simultaneously. There are other factors which affect the implementation of the Program, they are: the role of the companions and operators, coordination among institutions / agencies as well as budget / funding operational support. The research results show that the implementation of the program was implemented well although there were some obstacles due to weak coordination among institutions at the institutional level of Palu and among institutions / agencies in Central Sulawesi province to the central government but in general the Program in Palu Sub-district still runs dynamically and specifically the essence of the implementation namely the provision of health and education services to RTSM / KSM PKH participants carried out well and gone in a good manner.

Abstract

This research aimed at analyzing the regional secretariat’s performance in public service at the regional secretariat, Donggala Regency. This research used qualitative method focused in some aspects: productivity, service quality, responsivity, responsibility, and accountability. The data were collected through observation, interview, and documentation. The informans were the societies and the employees at the regional secretariat, Donggala Regency. The results show that the organization’s performance in relation to its duties and functions was good. Related to the productivity development implementation in regency level, it always fights for what is proposed and determined the priorities. The spontaneity aspect in solving the problem and serving the societies was low and it needs a lot of attention from the leaders in the Donggala secretariat. Responsivity aspect was good, the needs of the societies have been fulfilled through the stimulants that motivate the societies to fulfil their needs. Responsibilitas aspect was good. It can be seen from the level of knowledge of the employees toward the legislation. The implementation of the accountability aspect was not good, because  the regional secretariat just delivered and reported the document to providers of policy which leads to less transparency.

Abstract

The reseach was to identify the steps taken by a Budget User/Proxy of Budget User, causing state financial loss and subject to legal prosecutions under the prevailing corruption law and to recognize the accountabilities of the Budget  User/Proxy of Budget User in case of state financial loss. It was a juriducal and normative reasearch adopting law and conceptual approaches. The legal materials were collected trough library research and prescriptively analyzed as well as deductively concluded. With reference to the the results of the research, it was concluded that the steps taken by a Budget User/Proxy of Budget User is concluded to have caused the financial loss when there was a manupilation of authorities to manage the state finance by both in order to illegally earn profits personally and/or for other parties or entities. In the perspectives of civil law, administration law and criminal law, it is provided that a Budget User is also accountable for the steps taken by a Proxy of Budget User in case the later causes state financial loss.
