Abstract

This research aims at describing the effectiveness of the employees’ permormance in the field of culture, department of Education and Culture Central Sulawesi Province. This research used qualitative descriptive method. The five were collected through observation, interview and documentation. The five informans of this research were taken through sampling technique. The results show that the employees’ performance in the field of Culture at departmen of education and culture Central Sulawesi Province in not optimum. Based on the work indicator proposed by Dwiyanto, it can be concluded that the employees’ performance were influenced by : 1) productivity of the employees in the field of culture is optimum. 2) quality of services of the employess is not optimum. 3) responsivity of the employees is optimum. 4) The responsibility of the employees is optimum, and 5) The accuntability of the employees is optimum.

Abstract

The Implementation of Investment Licensing Services Policy at Integrated Licensing Service Agency, Palu has not run optimally It is caused by 4 main factors, they are communication, res Keywords: Evaluation of the National Sports System, Human Resources .Disposition, and bureaucracy structure that have not run effectively yet the implementation, supporting means like human resource is limited. This research aims at analyzing the policy of investment licensing service as resource, disposition, and bureaucracy structure. The method used in this research is qualitative with 5 informants taken by using purposive sampling technique. The data was collected by interview and documentation study and then analyzed with interactive method. This research results (1) Communication; socialization to society was still limited (2) Resource; the limited employees that comprehend service and licensing rules, the lack of self development professionally, limitation of operational service vehicles (3) Disposition; although BP2T has shown a quality of services, but it is constrained in investment sector at Regional Planning and Investment Agency (4) Bureaucracy structure; at Licensing and Service Agency of Palu City, so far has run as the procedures. It is proven by the existence of tasks rationing at each sector and based on SOP, and the responsible employees of Integrated Licensing Service Agency in carrying out public services.

Abstract

The purpose of this research is to explore and analyze the influence of transformational leadership, job satisfaction, and organizational culture on organizational citizenship behavior of officials in the office of forest consolidation region XVI, Palu. The sample of this study consists of 35 officials in the office of forest consolidation region XVI, Palu, which is selected through census sample method. The result of t-test and regression analysis indicate that variable of transformational leadership, job satisfaction, and organizational culture on organizational citizenship behavior of officials in the office of forest consolidation region XVI, Palu. Determinant test shows Adjusted R-Square value of 0.640, which means that organizational citizhenship behavior is influenced by the independent variables that are transformational leadership, job satisfaction, and organizational culture. While the remaining value is indicated by other variable that is not included in the study.

Abstract

This study aims at determiniting the performance of Donggala PHC toward Outpatient Visitors at the PHC of subdistrict Banawa of District Donggala. The type of this research used is a descriptive research. And method used inthis research is a qualitative method. There are eight respondents in this research,consisting of: Head of Donggala PHC, Head of Administration, Head of Donggala BPJS Center, chasier section, elderly poly, drugs section, and two outpatient Visitor who are visiting the Donggala PHC. The results show that the performance of Donggala PHC is not satisfaying due to the quality of outpatient visitors services especially on outpatient visitors particulary general patients, which their fee rate charge is not in accordance to regional regulations applied. Then for the National Health Insurance Card holder who have not fully understood their rights, whether it is BPJS or Askes, this is due to the lack of socialization of regional BPJS center to recidents who hold the National Health Insurance Card.

Abstract

This study aims at determining how the implementation of School Operational Assistance Program (BOS) at the Development Division of Junior High School in the Department of Education and Culture, Central Sulawesi. This research used descriptive qualitative method and the data collection techniques were through observations, interviews, and documentations. This research used purposive sampling technique and five informants were taken. The results show that the program implementation has run well. The results also show that the program implementation were affected by some aspects according to George Edward III implementation approach, they were: 1) Aspect of communication: the implementation of School Operational Assistance Program (BOS) at the Development Division of Junior High School in the Department of Education and Culture, Central Sulawesi has been good, 2) Aspect of resources has been good. 3) Aspect Disposition has been good. 4) Aspect of Bureaucratic Structure is good.

Abstract

The aim of this research is to ascertain the management of non-metallic mineral and rocks tax supervision at the office for management of regional revenue, finance and assets Palu. This is a qualitative research which emphasizing on the process and elucidating or social reality that is not examined or measured strictly from the aspect of quantity or frequency. Qualitative research is focused on social reality construction, reaction between the researcher and the sample, situational constraints which covering a research, and heavy character of a research. The focus of this research is to elucidate how social symptom is set up and clarified. The techniques of the data analysis are data reduction, data presentation, and data verification. The result of this research shows that the supervision of the management of non-metallic mineral and rocks tax in this case the taxation has been running properly, but deception still occurs in practice. It can be concluded that the supervision of taxation is less optimal. The supervision conducted by DPPKAD office Palu City toward the management of non-metallic mineral and rocks tax is basically sought to increase the income of Palu City especially from non-metallic mineral and rocks tax sector, so, by making the tax supervision effective, it is expected to improve the target achievement which has been established every fiscal year, even further improved so as the income from the tax management can contribute to the development and the progress of Palu City

Abstract

This study aims to determine and analyze the simultaneous and partial effect of work characteristic, environment, and discipline on employees’ performance in The Inspectorate Office of Central Sulawesi Province. The research type is causal descriptive and the data is analyzed by multiple linear regression. As many as 69 samples are selected by census sample method, where all population has a chance to be chosen as a sample. The results show that work characteristics, environment, and discipline affect employees’ performance in The Inspectorate Office of 0.569 or 56.90% and the remaining of 43.10% is affected by other variables that are not covered in this study. Multiple linear regression analysis indicates that work characteristics, environment, and disicipline silmutaneously have significant effects on employees’ performance in The Office of Inspectorate Central Sulawesi Province. It also shows that work characteristics, environment, and discipline partially have significant effects on employees’ performance in The Inspectorate Office of Central Sulawesi Province.

Abstract

This study aims to determine the performance of the Food Security How Donggala. This study used a qualitative approach to the informant as much as five (5) persons within the Food Security Agency Donggala. Data collected by using observation, meaning that the researchers directly observed according to a predetermined location research. Location research done purposively. The collected data were analyzed in stages based on the data information from the informant obtained through observation, interviews and documentation. The results showed that all five aspects used in measuring the performance of the Food Security Donggala in the public service, namely productivity, quality of service, responsiveness, responsibility, and accountability, There are three aspects that have not been going well, namely Productivity Aspect, Aspect and Aspect Quality of Service Accountability. Yet all three of these aspects very significant effect on the performance of the Food Security District. In the aspect of productivity is still a lot of programs and services that are not run effectively and efficiently in the implementation of the basic tasks and functions of the Food Security Donggala. For the aspects of quality of service, level of education and experience factors Food Security Agency employee Donggala still low so that affects the run basic tasks and functions. While the aspect of accountability is not going well, this is due to lack of understanding of employees who do not obey the rules set by the head.

Abstract

This study aims to determine the performance of General Affairs and Finance of the State Revenue Tadulako. The research method is qualitative research by selecting informants who can provide data according to the needs of research using Snowbaal. Data collection techniques in this study using the method: Observation (observation), interviews, and documentation. The results of the research showed that performance of General Affairs and Finance of the State Revenue Tadulako, has not gone well, because of the 5 indicators that were used in studying the problem of knife analysis research study found the facts that: 1) Productivity in non-tax revenue optimization can be said yet optimal due to non-tax revenue was only focused on the SPP funds. 2) The quality of service is already running optimally due to non-tax revenues was implemented by the University Tadulako with BLU system. 3) Responsiveness has not been optimal due to the asset management commitment Revenues Revenues Tadulako still weak, especially the aspect of control and monitoring of collaboration with the local government as Rusunawa Building for Students UNTAD. 4) The responsibility disenbabkan not yet optimal consistency setting time of receipt of non-tax revenues such as tuition payments, which often change - change, 5) Accountability is not running optimally due to frequent delays in reporting to the Ministry of Finance due to the delay of data units and existing faculty within the University Tadulako, due to the factor of human resources and inadequate infrastructure.

Abstract

The purposes of this study are: (1) analyzing the development of tourist attractions Tanjung Karang in sub district Banawa, District Donggala. The main theory of tourist attraction development that researcher adopts is the theory of organizational development of Victor H. Vroom and Philip Yelton in Gibson (2000: 241) which includes; (1) Environmental Factors (2) Internal factors. The research method used is descriptive qualitative approach. The research takes place at Tourist attraction Tanjung Karang area in dub district Banawa, district Donggala with seven informants selected purposively. Data collection was conducted using interview, observation, and documentation. Data were analyzed using the SWOT analysis model (Strength, Weakness, Oppportunity, and Threat) in Salusu (2000.350). Tourist Attractions Tanjung Karang Development as a Tourism Village is not maximal. This can be seen from the environmental factors and internal factors that have not been optimal. Both of these aspects have not been performed well as expected. Environmental factors which have been owned by tourist attraction Tanjung Karang is recognized to have weaknesses in services, it has not been able to provide adequate cottage rooms; Power installation and clean water installation are not sufficient; an inadequate number of police officer to maintain security around the tourist attraction; an inadequate information center or tour guide office and unavailability health services either health centers nor hospitals, also the sanitation is unmaintained tourist attractions area Tanjung Karang. Tourist attraction development as a tourist village is not only supported by the village and the local government, but it is also supported by the society from community leaders, youth, students, as well as merchants to contribute according to their ability and expertise. Infrastructure is already sufficient, all level of society is being serious preparing this tourist village. Support from the government and the community to develop tourism village is quite reasonable because the village Tanjung Karang meets the standards as a beautiful tourist village, safe, comfortable, natural, and has a strong attraction supported by facilities and infrastructure. Besides those supports, society supports also becomes strength in developing tourist attraction Tanjung Karang as a tourist village that is always crowded with tourists.
