Abstract

The National Health Insurance Scheme in Sigi indicate the existence of problems in the process of implementation. Among the problems is the lack of health personnel and facilities in direct health care unit, which resulted in the process of service to participants of the National Health Insurance does not seem optimal. By looking at the phenomena, the authors conducted this research is intended to analyze the implementation of the National Health Insurance Program policies in the county. The location of this research include Sigi District Health Office, Torabelo hospitals, and health centers Biromaru. The theory used is the theory of public policy implementation of Van Metter and Van Horn. The research method uses a qualitative approach, as well as the selection of techniques used informants propusive sampling technique. The informants is 7(seven) people. Techniques in data collection are observation, interviews and documents. The results showed that the implementation of the program the National Health Insurance at the District Health Office Sigi has not yet overall effective, due to the availability of several types of resources are needed to support the implementation of the program is not adequate, as the lack of human resources is still not ideal for workload and responsibility that must be completed, the capacity of health care facilities and infrastructure available no longer in accordance with the number of visits of participants to be served. The consequences of an impact on the service process are not optimal for the participants of the National Health Insurance.

Abstract

The objectivities of this research are: 1) to determine the influence of guidance and supervision on apparatus performance in The Inspectorate Office of Palu, 2) to determine the influence of guidance on apparatus perfoemance in The Inspectorate Office of Palu, 3) to determine the influence of supervision on apparatus performance in The Inspectorate Office of Palu. This research means to verify the relationship between variables and it involbes 36 respondents who selected through census sampling technique. The results show that : 1) guidance and supervision have significant influence on apparatus perfermonce in The Inspectorate Office of Palu, 2) guidance has significant influence on apparatus performance in The Inspectorate Office of Palu, 3) supervision has significant influence on apparatus performance in The Inspectorate Office of Palu.

Abstract

This research aimed todetermine and analyze the effectiveness of Policy Implementation on Population and Family PlanningProgram related to physical health developmentto Elderly in Al Kautsar Institution Palu of Central Sulawesi Province.The main theory of policy implementation that is used as a reference is Edward III’s theory, which includes; (1) communication, (2) resources, (3) disposition, (4) bureaucratic structure. The research method uses descriptive qualitative approach. This research sites located at the Regional Office for Population and Family Planning Agency and Al Kautsar Institution Palu, informant as much as 9 people were chosen by usingpurposively. Data collection was done by interviewing, observation, and documentation. Data analyzed byusinginteractive model of Miles and Huberman. Based on the research result that the implementation of Population and Family Planning program (Study of Physicals Health Development to Elderly) at Al Kautsar Intitution,Palu City when viewed from the aspects of  (1) communication, (2) resources, (3) the disposition, and (4) bureaucratic structure, the indicates that was ineffective, because there are still aspects that have not been adequate, that isresources aspect, both human resources still need to be added and further enhanced, so that the implementer be optimized to run the program in order to achieve policy implementation. Furthermore, budget and facilities resources are also still very deficient, so it needs to be improved, so as implementer can optimize and more effectively in implementingof policy without trammels and limitations.

Abstract

This research aims to explore and analyze simultaneous and partial impacts of emotional quotient, work environment, and work culture on employee performance in Bina Marga Agency of Central Sulawesi. It involves 136 employees as respondennts and applies multiple linear regressions with explanatory method of analysis. The results highlight that emotional quotient, work environment, and work culture simultaneously and partially have significant influence on employees’ performance in Bina Marga Agency of Centra Sulawesi

Abstract

This study aimed to analyze the quality of service (Tangibles Reliability, Responsiveness, Assurance and Empathy) patients at the health center BPJS Biromaru Sigi. This type of research is to use Approach Method Qualitative Research aimed at providing a general overview of the ministry of Health BPJS Askes card holders in PHC Biromaru Sigi. Determination of informants in a qualitative study based on existing characteristics, therefore, the informant was an employee who provides services in primary health and community participants Biromatu BPJS Askes card holder, determination technique informant done purposively. The findings of the research showed that overall health service users in this patient BPJS cardholder Biromaru Askes in the health center can be said that the service provided is good but not fully in accordance with the expectations of society BPJS participants Askes card holder. Still need to make improvements such as a doctor who is still too late to come to the health center and the availability of drugs that are sometimes needed no medication in the health center. Good service at health centers and the lack of distance between communities and health workers so that they utilize health services at the health center Biromaru.

Abstract

This research is aimed to determine and analyze: 1) the result of internal control and completion of follow-up losses on financial performance of The Local Governmental Work Units in Poso Regency; 2) the significant effect of internal control and completion of follow-up losses on financial performance of The Local Governmental Work Units in Poso Regency; 3) the significant effect of internal control on financial performance of The Local Governmental Work Units in Poso Regency; 4) the significant effect of follow-up losses completion on financial performance of The Local Governmental Work Units in Poso Regency. Statistical test by using multiple linear regressions with SPSS program 17.0 shows that: a) the result of internal control and completion of follow-up losses have significant effect on financial performance of The Local Governmental Work Units in Poso Regency; b) internal control has significant effect on financial performance of The Local Governmental Work Units in Poso Regency; c) follow-up losses completion has negative significant on financial performance of The Local Governmental Work Units in Poso Regency.

Abstract

The problem behind this research was that the community had less participation in the discussion for development Planning in Kelurahan Silae. This resulted in not achieving the main purpose of this program. This research aimed at investigating the participation, attitudes and views of the villagers in the discussion for village development planning in Kelurahan Silae, the sub-district of Ulujadi, the City of Palu. The research used C. Ericcson’s Participation Theory (Slamet, 1993:89) in wich participation is divided into three roles: planning, implementation, and control. This research used qualitative method and employed purposive sampling technique with five employed. The methods used for collection data wereobservation, interview, and documentation. It is found that community participation in the discussion for development planning in Kelurahan Silae, the Sub-district of Ulujadi, the City of Palu did not run well. The villager’s attitudes and view reflection the three roles under investigation were they apathies, did not care, and did not put trust in the local government. These problem came us because the voices of the community were not responded well by local government’s parties. The relevant parties provided less extension and information relating to the mechanism, from the initial stage to the implementation of the village community discussion and to the fundable program within the local government of Palu.

Abstract

The aim of this study is to analyze the influence of spritual quotient, work discipline, and work environment on the performance of official at the maritime and port authority of pantoloan. The research is explanative that shows the relevance of variables and involves 70 officials at the Maritime and Port Authority of Pantoloan who are selected as respondents through census technique sampling. Based on the result of multiple regression analysis tests, the study concludes that: 1) spiritual quotient, work discipline, and work environment simultaneously have positive impact on officials performance; 2) spiritual quotient partially has positive and significant impact on officials’ performance; 3) work discipline partially has positive and significant impact on officials’ performance; 4) work environment partially has positive and significant impact on officials’ performance.

Abstract

The aim of this study; (1) to determine the competence of the individual, orgnaisasi support, and management support simultaneously (synchronously) significantly affects the quality of public services in the Regional Disaster Management Agency of North Mamuju regency; (2) to determine the competence of the individual partial (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency; (3) to determine orgnaisasi partial support (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency; (4) to determine partial management support (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency. This type of research is descriptive and verification. This study population Tikke Raya subdistrict community numbering 4,039 were drawn using the formula so that the sample size of 98 respondents with proportional random sampling technique. Data collection techniques including observation, questionnaires, and documentation, and data analysis technique multiple linear regression. The results showed; (1) individual competence, orgnaisasi support, and management support simultaneously (synchronously) significantly affects the quality of public services in the Regional Disaster Management Agency of North Mamuju regency. The magnitude of these effects amounted to 89.6% at the level of the relationship between variables "very strong"; (2) Competence partially individuals (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency; (3) Support organization partially (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency; (4) The partial management support (people) have a significant effect on the quality of public services in the Regional Disaster Management Agency of North Mamuju regency.

Abstract

This study aims to: (1) To determine the household income and expenditure cultivators Goldfish in District South Dolo; (2) To determine the influence of social factors such as education, skills, experience, motivation to pursue business and system maintenance on the income of farmers in the district Goldfish South Dolo; and (3) To determine the influence of economic factors such as production costs, large pond, capital, production and the selling price to earnings Goldfish farmers in the district of South Dolo. This research is a descriptive analytic and execution of research using survey techniques. RTP 59 samples are selected by purposive sampling (intentional). Data were analyzed using Analysis of Income and Multiple Linear Regression Analysis (Multiple Regression). The results showed that: (1) The average income earned can sustain social and economic life of family farmers in the district Goldfish South Dolo Sigi; (2) Average household spending in Sub cultivators Goldfish South Dolo Sigi intended to meet the needs of non-compliance with food because food needs have been met with decent; and (3) the social and economic factors affect significantly (significantly) on the income of farmers in the district Goldfish South Dolo Sigi.
