Abstract

This study aims to identify and analyze the management of public transport levy. This research uses qualitative descriptive, in the opinion of Huntington and Nelson (2004: 16-19), consists of political participation in electoral activities, the activities of the lobby, in the activities of the organization, in a search for connection activity, and the activity of violence. Based on the analysis concludes that low women's political participation in electoral activities, the activities of the lobby, in the activities of the organization, in a search for connection activity, and the activity of violence. Generally candidates (candidates) female Democrats in the 2014 election, is the candidate imposed simply to qualify for a quota of 30% in order to follow the elections. Democratic party leaders felt difficulty finding female candidates, including as a member of the board. All requirements as female candidates prepared by party officials to campaign activities. It made the women candidates of the Democratic party Parigi Moutong district did not follow her activities to facilitate obtaining a majority vote, unless one candidate with the most votes but did not win a seat, because he is a social activist than as early childhood teachers.

Abstract

This research aims at describing the application of work culture of the employees at the representative office of civil statistic and family planning, central Sulawesi. This research used descriptive qualitative method. The data were collected through observation, interview, and documentation. The seven informans were collected through purposive sample.The results showed that the application of work culture of the employees were still not optimal or low.Based on the indicator of work culture proposed by Robbin, the results showed that the application of work culture value of the employee at the representative office population board and family planning, central Sulawesi are influenced by some aspects, such as: 1) honesty, 2) perseverance, 3) creativity, 4) discipline, 5) responsibility. It can be concluded that the application of work culture of the employee are still not optimal or low based on those five indicators.

Abstract

This study aims to identify and analyze the planning of development programs in aquaculture ponds in the Department of Fisheries Keluatan and North Mamuju regency. This type of research uses descriptive qualitative approach, measuring the program planning based on the opinions Glen in Adi (2004: 81) include: responsive planning aspects, aspects of community involvement and collaboration aspects. The collection of data through observation, interview, and documentation, analyzed through the stages of data reduction, data display, and conclusion. The study concluded that, not paying attention responsive planning as activity planning program activities developing aquaculture (sea and land) that are based on the formulation of the problems faced by farmers/ fishermen, not pay attention to the planning community involvement in the preparation of action plan development programs in aquaculture (sea and land) by actively involving the farmers/ fishermen. Preparation of program development of aquaculture is not maximized increase incomes for the welfare and independence, because it does not involve the target communities, and not pay attention to the planning of collaboration in the preparation of action plan development program aquaculture (sea and land) on the basis of cooperation between intansi-related technical stakeholders (community organizations, community groups and farmers / fishermen). A form of collaboration which is inter-related SKPD, face many obstacles due to the head SKPD still think that the problem domain of fisheries development is the responsibility of the Department of Marine and Fisheries, and no association with other officials.

Abstract

This study aims at determining the performance of organization in the service of e-ID at the Sub-district Office of Sindue Tombusabora, Donggala. This research uses qualitative methods. The informants of this study are the apparatus and the the people in Sindue Tombusabora Sub-district, Donggala, the research data used in this study are primary and secondary data through observations and interviews towards The informants of this study are the apparatus and the the people in Sindue Tombusabora Sub-district, this research uses the theory of Agus Dwiyanto which consists of five aspects: Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability. The organization performance in the service of e-ID based on the results of this research related to apparatus service is not good and still far from the expectations of society. The results of the study reveal that the performance of the apparatus is not good yet it is closely related to productivity, quality of service, responsiveness in providing the service is still very low. While the responsibility and accountability describe poor performance towards the Public Service.

Abstract

The purpose of this study was to determine the service quality Electronic Identity Card at the Office of Population and Civil Registration Palu. This research is classified as descriptive research. With a qualitative approach. This research was held at the Office of Population and Civil Registration Palu. The theory is used to measure the quality of service is a theory proposed by Tjiptono (1995: 14), dimensional quality of service includes Courtesy and hospitality, Responsibility, Convenience, Comfort, and Completeness Facility. This type of data consists of primary data and secondary data. Retrieval and Data Collection is done through observation, interview and documentation. Data analysis was carried out by means of data collection, data presentation and inference. These results indicate that the quality of service indicators Courtesy and hospitality in Service and Ease indicators already showed a good condition. While indicators of responsibility, comfort, and indicators Complete facilities need to be improved or that are in unsatisfactory condition.

Abstract

This research aims to explore and analyze simultaneous and partial impacts of workload, wor environment, and motivation on employee performance in Bina Marga Agency of Centra Sulawesi. It involves 99 employees as respondentsand applies multiple linear regressions analysis with descriptive approach. The results indicate that workload, work environment, and motivation simultaneously and partially have significant influence on employees’ performance in Bina marga Agency of Central Sulawesi.

Abstract

Objective to analyze motivation office worker Community Empowerment Board and Village Government of North Mamuju regency. This type of research is qualitative. The method used is the collection of the data include: interviews, direct observation, and Documentation. Based on the research results Analysis Motivation Employees At Community Empowerment Board and Village Government Mamuju Utara The better, because in view of the employees are already motivated to work properly serve the public because the existence of a desire to meet their needs achievers to gain recognition both from employers or fellow colleagues and daeri inside peagawai itself. Similarly, the indicators The need to actualize themselves, some employees are motivated to work and gain knowledge to get a job promotion higher reversed his service as a public servant, but for the majority of employees need to be social not a motivation to improve performance, as well as the need for physiology and the need for security , has been running well because so long cooperative relationship has been harmonized to achieve tujauan along with an increase in quality of public services.

Abstract

This study aimed to describe the Quality of Service Fund Disbursement Order in Treasury Sector Financial Management Revenue and Asset Sigi. The research method used was qualitative .. To get more in-depth information in this study determined the informant with Porpusive Sampling technique and who became informants in this study is the Head of Treasury, Treasury Employees in the Field, and the service user. Sources of data in this study are primary data and secondary data. Data Collection Techniques done by observation, interview and documentation. Analysis of the data in this study is the reduction Data, Data Presentation, Withdrawal Conclusions and Verification, Eligibility Checking Data. The results of this study describes the Quality of Service Fund Disbursement Order in Sector Treasury Management Revenue Finance and Asset Blood Sigi Regency, based on research results have not been implemented to the fullest. This is evidenced by five indicators used as a benchmark in the study focused only two studies were met and that the indicator responsiveness (responsiviness) and indicators of empathy (empathy). Meanwhile, other indicators such as Tangibles (physical evidence) is not maximized, Reliability (reliability) have not materialized, and Assurance (guarantees and certainty) is not adequate.

Abstract

This study aims to determine or find out now far implementation of Community Empowerment Program Policy Implementation in the Village of South Lolu District of South Palu Palu City. The method used in this research is a type of qualitative descriptive method. Determination of informants with purposive sampling technique type of data is primary data and secondary data, the technique of collecting data through observation/observation interviews/interviews, documentation and triaangulasi Based on the research that the implementation of the Program for Community Empowerment in South Lolu village of Palu, has not been fully implemented properly and not in accordance with Palu Major Regulation Number 27 Year 2013 on Guidelines for the Implementation of the Regional Program for Community Empowerment if it is associated with the theory of Van meters and Van Horn that of 6 variables that influence a policy implementation is communication between the relevant parties (stakeholders) in implematation policy experience ineffectiveness and Resources financially inadequate, Disposition program implementers and Structure Bureaucracy implementing becoming more important in application of Palu City Mayor Regulation No. 27 of 2013, which in accordance with the procedures, strategies, principles and approach to the implementation of programs and activities.
