Abstract

This study aims to identify and analyze; (1) the effect of policy implementation of teacher certification simultaneously on the performance of high school teachers in Donggala; (2) the effect of policy implementation of teacher certification partially on the performance of a high school teacher in Kabupatenh Donggala. The theory used in the variable policy implementation certification (X) is the theory of George Edward III who explains that there are four (4) dimensions in policies teacher certification, these dimensions are (1) communication, (2) resources, (3) disposition, and (4) a bureaucratic structure. While the variable performance of teachers (Y) using the theory of TR Mitchell stating that there are five (5) dimensions to measure teacher performance, namely (1) the quality of work, (2) timeliness, (3) initiatives, (4) ability and (5) communication. Data were analyzed using multiple linear regression. The results showed; (1) the magnitude of the effect of policy implementation of teacher certification simultaneously on the performance of high school teachers in Donggala simultaneously (together) is determined by the communication, resources, disposition and bureaucratic structure. Great influence policy implementation certification of teachers on teacher performance is 63.2% with the level of relations between the implement teacher certification policies with teacher performance is "strong" means that if the policy increases, aka meningkatkankinerja teacher; (2) the effect of policy implementation of teacher certification simultaneously on the performance of high school teachers in Donggala is partially determined by the communication, resources, disposition and bureaucratic structure. The results of statistical analysis showed that description; (1) the policy variable dimensions disposition teacher certification obtained the highest cumulative percentage, while the dimensions of the bureaucratic structure obtain the lowest cumulative percentage; (2) on teacher performance variable dimensions of quality of work obtaining the highest cumulative percentage, while the dimensions of timeliness obtain the lowest cumulative percentage.

Abstract

This research aims to find out motivation of participation, to know whether there is influence of motivation and how much influence of motivation to employee performance at maritime affairs and fishery area of central sulawesi province. the data were collected through observation method based on circumstance in the field and interviewe with respondents. Respondents in this research amounted to 114 people who came from various levels of rank. This research was conducted at the Department of marine and Fisheries Region of Central Sulawesi Province. The research method is quantitative analysis, the data obtained based on the questonnaire answer and then analyzed by the technique of multiple linear regression statistic, T test and F test. From the results of the research found that motivation has a significant positive effect on employee performance. Motivation with indicators includes communication, recognition, delegated authority and mutual concern together has positive and significant influence on employee performance on Department of Marine and Fisheries Region of Central Sulawesi Province. Simultaneously, the amount of contribution provided by the motivation variable and discipline on the employee performance based on calculation result was 65.2 percent.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi Kebijakan Pemanfaatan Ruang Kecamatan Banawa Kabupaten Donggala, berdasarkan Peraturan Daerah Nomor 1 Tahun 2012 tentang Rencana Tata Ruang Wilayah Kabupaten Donggala. Informan dalam penelitian ini adalah terdiri dari pihak-pihak yang dianggap terkait dengan penyusunan kebijakan Pemanfaatan Ruang Kecamatan Banawa sebanyak 5 orang, yang dipilih melalui teknik Purposive Sampling. Metode analisis dalam penelitian ini menggunakan model George C. Edward III yang mengemukakan implementasi kebijakan dipengaruhi oleh 4 (empat) variabel, yaitu: Komunikasi, Disposisi atau Sikap, Sumber Daya, dan Struktur Birokrasi. Hasil penelitian membuktikan bahwa dalam implementasi Kebijakan Pemanfaatan Ruang Kecamatan Banawa, meskipun kebijakan tentang RTRW ditetapkan melalui perencanaan yang baik agar dapat dijadikan pedoman sebagai penentu arah politik kebijakan yang akan dilakukan pemerintah, namun tidak bisa hanya sebatas itu. Lemahnya komunikasi yang terjalin, kurangnya sumberdaya yang tersedia, disposisi atau sikap yang belum mampu menguatkan tindakan implementor, dan struktur birokrasi yang masih membutuhkan koordinasi menyebabkan implementasi kebijakan pemanfaatan ruang di Kecamatan Banawa belum berhasil dan belum mampu menyelesaikan permasalahan tata ruang di Kecamatan Banawa. Berdasarkan hasil penelitian tersebut peneliti menyarankan untuk segera melakukan sosialisasi kembali Peraturan Daerah tentang RTRW kepada seluruh stakeholders terkait, koordinasi yang lebih kuat harus dibangun kembali disertai dengan pengawasan yang lebih ketat, sebab kebijakan dibentuk karena dibutuhkan oleh masyarakat. Oleh karena itu, pihak yang bertanggung jawab harus berupaya melaksanakannya meskipun itu dianggap sulit.

Abstract

The purpose of this study was to determine the State Civil Administrative Work Motivation in the Faculty of Social and Political Sciences, University Tadulako. The theory used as a reference is the motivation theory of Frederick Herzberg, This study was descriptive with qualitative approach gained from in-depth interviews. The location of research at the Faculty of Social and Political Sciences. The informants as much as 7 (seven) employees with data sources include primary data and secondary data and data collection through interviews, observation, and documentation. Data analysis using descriptive data analysis model with a qualitative approach. The results showed that the motivation of employees, already well into the implementation of excellent service although there are some that have not been maximized, but the employees are motivated to work to serve the community in accordance with their respective duties because of a desire to provide services to the maximum in accordance expressed Herzberg is a motivator consists of achievement, recognition, work, responsibility and progress while the success factor is the relationship between superiors, engineering supervision, administrative policies, salary/wages and personal life. However, they still lack the motivation of some employees to earn achievements.

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan penyusunan Anggaran Pendapatan dan Belanja Daerah Kabupaten Mamuju Utara. Jenis penelitian ini kualitatif. Informan penelitian terdiri dari Kepala Badan Perencanaan Pembanguan Daerah, Asisten Bidang Pembangunan dan Perekonomian, Kepala Bidang Akuntansi dan Pelaporan, Kepala Seksi Perundang-Undangan, dan Kepala Sub Bidang Anggaran  yang ditentukan secara purposive. Pengumpulan data menggunakan pengamatan, wawancara, dan dokumentasi, sedangkan analisis data menggunakan reduksi data, display data, dan mengambil kesimpulan. Hasil penelitian menunjukkan implementasi kebijakan penyusunan Aanggaran Pendapatan dan Belanja Daerah di Kabupaten Mamuju belum berjalan maksimal, meskipun komunikasi sudah jelas dan konsisten, sumberdaya yang memiliki kemampuan dan didukung oleh anggaran, sikap pelaksana yang memiliki kesadaran untuk menjalankan kebijakan dengan baik dan adanya respon ke arah penerimaan kebijakan, namun terjadi kendala pada struktur birokrasi, di mana struktur birokrasi belum berjalan maksimal karena masih terjadi keterlambatan dalam penetapan Aanggaran Pendapatan dan Belanja Daerah, meskipun sudah dijalankan berdasarkan panduan pelaksanaan seperti Peranturan Menteri Dalam Negeri, namun keterlambatan Aanggaran Pendapatan dan Belanja Daerah juga masih terjadi seperti tahun-tahun sebelumnya.

Abstract

The study aims to analyze simultaneous and partial influence coaching and work environment on officers’ performance in The Department of Education, Youth, and Sport Tojo Una-Una. Respondents consist of 41 officers in The Department of Education, Youth, and Sport Tojo Una-Una. Tool of analysis is multiple linear regressions. The results indicate that both simultaneously and partially, coaching and work environment have insignificant influence on officers’ performance in The Department of Education, Youth, and Sport Tojo Una-Una.

Abstract

This study was aims to determine the Implementation of Grants Management Policy which has been conducted by the Financial Agency and Regional Asset of Central Sulawesi Province, the informants in this study were 5 people, it consist of two Finance Agency and Regional Asset employees of Central Sulawesi Province, one councilors of Central Sulawesi and two grantees. The researcher was determinate the informants by using purposive sampling. The data were collected by using observation, interview and documentation technique. The data were analyzed by descriptive qualitative. This research shows that the implementation of the Grants Management Policy which includes Communications, Resources, disposition/attitude and bureaucratic structures were not effective yet. This study also suggested to improve the effectiveness of the implementation of grants management policy by improving the ability, the knowledge and the professionalism of the personnel resources in understanding and implementing the government policies, especially for the grants management policies, provide the technical guidance related to the management of grants to personnel resources in order to improve the competence and professionalism in order to do all of the government’s programs and policies related to the grants management policy and Standard Operating Procedure (SOP) on grant Management which has been assigned into a decision and can be used as a standard in grants management.

Abstract

This reasearch aims to find how the Health quality services at inpantien of Tambu Public Health Center Districts Balaesang Of Donggala Regency. This was qualitatif research and the informants were determined troungh purposiv. The data type was primary and secondary, analysis of data used from  interactive model of Miles and Huberman. Theory used was from  Zeithml, Parasuraman and Berry to measure the Health quality services at inpantien of Tambu Public Health Center Districts. The results showed that the Health quality services at inpantien of Tambu Public Health Centeroverall not good enough because the process of the services provided are still some problems related to the quality of service as well as build uncomfortable and madicine are still lacked the next problems was about less rigorous of Puskesmas Tambu officer and abuat officer  discipline. But basically, the health center of Tambu do everything possible to provide the best service in accordance with the quality standards of health care.

Abstract

This study aimed to determine the partial and simultaneous influence of service quality on library user satisfaction level at the Library Technical Implementation Unit of Tadulako University. The type of this study was explanatory research based on survey approach. This study was carried out at the Library Technical Implementation Unit of Tadulako University. The variables studied were the independent variable of service quality with its five dimensions, namely tangible, reliability, responsivenes, assurance dan empathy; and the dependent variable of user satisfaction level. The samples of this study amounted to 125 respondents of 14.285 population members with random sampling method. The analysis method used was descriptive verificative method using multiple linear regression analysis.The results showed that the dimensions of tangible, reliability, responsiveness, assurance, and empathy simultaneously had significant influence on library user satisfaction level, with the value of Fcount was 33.990at sig. 0.000; the five dimensions had been influencing each other and together contributed library user satisfaction level with different influence levels. Partially, all the dimensions had influence on user satisfaction level with their own relation level cathegories, respectively the dimension of assurance had “strong” relation level, the dimensions of tangible and responsivenes had “middle” relation level, and the dimensions of reliability and empathy had “very low” relation level. Therefore, the amount of service quality influence on library user satisfaction level was determined by the dimensions of tangible, reliability, responsivenes, assurance, andempathy. Meanwhile, the value of R = 0,767meant that the model shaped in this study explained that the contribution of tangible, realibility, responsevenes, assurance, and empathy’s influence on satisfaction level of library users when using Tadulako University Library amounted to 76.70% and the rest 23.30% was owned by other variables outside this study. Based on the results, it was advised that in the effort of service quality improvement, the Library needs to notice the dimensions of reliability (x2) and empathy (x5). To other researchers interested in the other factors relating to libary user satisfaction level, there is still 23.30% of other variables.

Abstract

This study aims to identify and analyze the Civil Resource Development State Apparatus Empowerment At the agency office and village authorities, through a qualitative descriptive approach on the basis of opinion (Armstrong, 2006: 535), comprising: Pendidika, Training and Development. Based on the research and discussion hasi concluded that: Education, Human Resource development in terms of education has not run optimally it is because civil servants sispil that exist in the community Empowerment Board office and village government, because terkendalan costs, in terms of leadership is very supportive. Training has been going up because training is conducted under the provisions in force and every employee is entitled to participate for the sake of self-development and needs of office and duties. Development, also has been running with a maximum stay of willingness iut employees only for education and training. The development has not been implemented to the fullest because many employees who have work ability, work performance and an adequate education can notaccommodated for positions.
