Abstract

The study intends to determine and analyze: 1) the realization of personnel expenditure budget, goods expenditure, capital expenditure and indicative budget preparation; 2) the significant impact of realization of personnel expenditure budget, goods expenditure and capital expenditure on determining indicative budget; 3) the significant impact of the realization of personnel expenditure budget on indicative budget preparation; 4) the significant impact of the realization of goods expenditure budget on indicative budget preparation; 5) the significant impact of the realization of capital expenditure budget on indicative budget preparation. The study applies multiple linear regressions analysis with SPSS 17.0. Population consists of working units in The Ministry of Religion and sample is determined by purposive sampling method. The result indicates that: 1) realization of personnel expenditure budget, goods expenditure and capital expenditure have significant impacts on indicative budget preparation; 2) personnel expenditure budget realization has significant impact on indicative budget preparation; 3) goods expenditure realization has significant impact on indicative budget preparation; 4) capital expenditure realization has significant impact on indicative budget preparation.

Abstract

The purpose of this research is determine and analyze the influence of government internal monitoring system that consists of controlling environment (X1), risk assessment (X2), controlling activities (X3), information and communication (X4), and monitoring (X5) on the effectiveness of local financial management information system (Y). Analysis tool is multiple linear regressions with ordinary least square (OLS) method. Population consists of the total government regionl working units in Sigi Regency and selected 42 units as sample. Respondents are the head of finacial and asset who in charge as financial administrator officials in 42 working units. Research instrument is questionnaire and data is analyzed with multiple linear regressions.  The conclusion draws that government internal monitoring system that consists of controlling environment, risk assessment, controlling activities, information and communications, and monitoring simultaneously and partially have positive and significant influence on the effectiveness of local financial management information system. From those variables, controlling environment does not have strong influence on the effectiveness of local financial management information system that resulted unqualified opinion from The National Finance Agency in Central Sulawesi.

Abstract

Early Childhood Education (ECD) Program is one of the educational service programs to educate the people and make them healthy physically and mentally. This is in accordance with the mandate of the 1945 Constitution which states that all citizens of the Republic of Indonesia have the rights to gain educational opportunities and accesses that are equal, full of quality, relevant, and competitive according to their interests, talents, and abilities regardless of social statuses, ethnicities, and genders in all corners of the country. Based on that, the problems to be studied were how the implementation of the ECD Program Policy at Central Sulawesi Department of Education and Culture and what factors influencing the implementation of that policy in the region of Central Sulawesi Province. The purposes of this study were to determine and analyze the process and the factors influencing the process. The uses of this study were both academical (theoretical) and practical uses.The research method used was qualitative. Data collection techniques were observation, interview, and literature research. The results showed that the implementation of the ECD Program Policy at Central Sulawesi Department of Education and Culture and some of ECD institutions was influenced by four aspects, namely communication, resources, disposition, and bureaucratic structure. The implementation of the ECD Program at Central Sulawesi Department of Education and Culture involving ECD institutions in the region of Central Sulawesi Province had not been running maximally. The communication aspect: Coordination among the implementors of the ECD Program had not been running properly and optimally, resulting in miscommunications that caused the implementation not running optimally as expected. The resources aspect was also less effective, either in terms of human resources, facilities, infrastructures, or financial resources (budget).

Abstract

The aims of this study: (1) to determine the simultaneous influence of  Central Sulawesi Broadcasting Commission’s policy implementation on the effectiveness of student media literacy at the state Senior High School 1 of Palu, (2) to determine the partial influence of Central Sulawesi Broadcasting Commission’s policy implementation on the effectiveness of student media literacy at the State Senior High School 1 of Palu. Policy implementation used the theory developed by Edward III (Riant Nugroho, 2008: 447), while the effectiveness used the theory of Steers in Jamin (1985: 45). The type on this study was quantitative research with explanatory survey approach. Population in this study was the students of the State Senior High 1 of Palu amounted to 1087 students, and drawn using random sampling to 92 students. The data collection techniques of this study were observations, questionaires, and documentation, while the techniques of data analysis was the multiple linear regression. The results showed: (1) the simultaneous influence of Central Sulawesi Broadcasting Commission’s policy implementation on the effectiveness of student media literacy at the state Senior High School 1 of Palu, with the indicators of communication, resource, disposition and bureaucratic structure, had influence number amounted to 0,505 and was at “medium” influence level, (2) the partial influence of Central Sulawesi Broadcasting Commission’s policy implementation on the effectiveness of student media literacy at the state Senior High School 1 of Palu seen from the dimension of communication was at “medium” influence level amounted to 0,436, the dimension of resources was at “medium” influence level amounted to 0,578, the dimension of disposition was at “medium” influence level amounted to 0,468, while only dimension of bureaucratic structures whose significantly influence the effectiveness of media literacy, that is a “strong” influence level amounted to 0,736.

Abstract

The research questions in the study were (1) how was the proofing of state financial loss based on Recommendation by the supreme audit agency in central sulawesi province? (2) what were the problems faced by the investigators in proofing the state financial loss based on Recommendation by the supreme audit agency in central sulawesi province? The objectives of the research were (1) to identify and analyze the state financial loss based on Recommendation by the supreme audit agency in central sulawesi province, and (2) to identify and analyze the problems faced by the investigators in proofing the state financial loss based on Recommendation by the supreme audit agency in central sulawesi province. It was juridical normative research. The results of the research showed that (1) the proofing of state financial loss was undertaken by the investigators – prosecutors, by the assistance of auditors in the development finance controller (BPKP) in central sulawesi province to calculate the state financial loss in a crime, the problems concerned wth different perceptions among the investigator, prosecutors and BPKP auditors who persisted on their own scientific principles. Based on the research findings, it is recommended that (1) BPKP auditors in central  sulawesi province be involved in the investigations as auditors in criminal cases in order that the investigators and prosecutors collect the results of the results of calculation of state financial loss more quickly, and (2) BPK auditors and BPKP auditors be exclusively positioned as professionals in their discipline to defend their auditing results, support other relevant experts in the line with the imposition of the laws in parallel with the inconsistencies against the prevailing law and state regulations.

Abstract

The research intends to identify and analyze the influence of government internal controlling system that include controlling enviroment, risk assessment, controlling activities, information and communications, and monitoring of service qualities. Primary data was collected through questionnaire and analyzed by multiple linear regressions, simultaneous and partial tests. The test result show that 1) government internal controlling system simultaneously have significant influence on service quality, 2) controlling environment has a positive but insignificant influence on service quality, 3) risk assessment has negative and insignificant influence of service quality, 4) controlling activities have positive and significant inluence of service quality, 5) information and communication have positive and significant influence of service quality, 6) monitoring has negative and insignificant inluence of service quality. The variable that has dominant influence on the service quality is information and communication.

Abstract

This study is aimed to: 1) describe the implementation of rural agribusiness development program in Sigi; 2) determine and analyze constraints in rural agribusiness development program in Sigi; 3) provide alternative solution to management policy of rural agribusiness development program. Method of study is descriptive qualitative. The key informant is a farmer supervisor and second informant is the head of BP4K of Sigi Regency. Data collecting methods include observation, interview, and documentation. Technique of data analysis uses data triangulation. The results conclude that: 1) the management of rural agribusiness development program in terms of the input side shows that the vision, missions, objectives, and distribution mechanism in Gapoktan Sigampa (Farmers’ Association) in Sigi Regency has met the rules of PEDUM PUAP, yet still not optimal in terms of management. From the output side, it shows that Gapoktan empowerment and increase in revenue is not optimal. In terms of outcome, agribusiness micro-financial institution as the target of rural agribusiness development program has not yet formed; 2) problems identified include: a) trust, in the formation of micro finance institution, b) programs not synergized, c) lack of understanding and awareness of farmers about being independent, d) lack of entrepreneurial creativity, e) the effort in managing the group is not optimal; 3) the results of rural agribusiness development program are not physically visible but based on farmers’ independency that is resulted from their empowerment; this can increase their welfare. The result cannot be seen from the economic indicators in a short time but based on the participation and self-reliance of farmers on an ongoing basis. Sustainability management in Sigampa farmer’s association covers the following: a) developing capital model in rural micro-financial program, b) strengthening organizational culture: increase awareness of empowerment, c) organizational trust: build social relationship in micro-finance institution, and d) organizational design: strategy to establish the agribusiness micro-finance institution.

Abstract

This study was to analyze the implementation of additional income policy at Central Sulawesi Board for Village Governance and Community Empowerment, why the implementation had not been effective and what the inhibiting factors. Research methods: qualitative research with descriptive method, informants amounted to 5 people and were selected based on purposive sampling. Data collection techniques: interview, observation, and documentation. The results of the study showed that the implementation of the additional income policy had not been run well, for three of the four dimensions that were examined had not run well, namely: first, communication especially socialization aspect had not been maximized, second, quantity of human resources was not adequate, as well as funding, facilities, and infrastructures had less supports for the implementation of the policy. Third, dispositions and attitudes including honesty, democrative nature, and commitment had been run by the implementors, but not maximized so that the implementation was not yet effective. While however, the bureaucratic structure, namely duties and functions, had been clear so there is no fragmentation and flexibility. The inhibiting factors were limited funding, resources, facilities, and infrastructures in the implementation.

Abstract

The purpose of this study are: 1) to determine and analyze the effect of promotion mix on repurchase intention at The Planet Cellular Palu; 2) to determine and analyze the effect of service quality on store image; 3)  to determine and analyze the effect of service quality on repurchase intention at The Planet Cellyular Palu; 4) determine and analyze the effect of store image on repurchase intention at The Planet Cellular Palu. the sample of this study consist of 220 people who are selected by using accidental sampling technique. The study use Structural Equation Modeling (SEM)  to test the hypothesis. The result shows that: 1) promotion mix has positive and significant effect on repurchase intention at The Planet Cellular Palu 2) service quality has positive and significant store image; 3) service quality has positive and significant effect on repurchase intention at The Planet Cellular Palu; 4) storeimage has positive and significant effect on repurchase intention at The Planet Cellular Palu.

Abstract

The research was to identify and analyze the satisfaction of rights of underage rapists in criminal justice system and legal protection to the rights of underage rapists in criminal justice system. It was a juridical and normative research adopting legal and conceptual approaches. The legal materials and sources referred to primary laws and secondary laws. The legal materials were collected through library studies. The legal materials were analyzed descriptively and concluded deductively. Referring to the results of the analysis, it generated two conclusions. (1) It was preferable to satisfy the rights of underage rapists by settling the case out of courts to set them free from criminal sanctions. Unfortunately, a punishment that longer than an imprisonment may lead ignorance to their rights. (2) The government failed to give legal protection to the rights of underage rapists as it failed to set them free from punitive sanctions. A punitive sanction is no longer effective punishment. It is preferable to affect upbringing for them.
