Abstract

Small and medium enterprises in Indonesia gave big contributions to create job opportunities for community and increased Gross Domestic Product. Unfortunately, the current SMEs did not get any respect from the government. This is evidenced by many problems that happened with SMEs in Indonesia. Agency Statistic Center conducted survey in 2009 and 2010 and identified causes of the problems are availability of raw materials, financial problem, marketing, fuel or energy, transportation, skills, payment and many others. Formulation of the problems is how to design indicators of innovation that can be used to make policy strategies to solve the problems. The objective of research is to recommend some innovation indicators for spare part in Padang and use the indicators to make innovation policies. Method to determine the ability innovation of spare parts industries is Quality Function Deployment (QFD). The first stage is identify consumer needs. Consumer needs obtained from literatures and interviewed of stakeholders. Then, calculated based on customer importance ratings to obtain critical and non critical indicators. Indicators will be presented into the House of Quality (HOQ). The results of HOQ are determined some strategies by using SWOT analysis. This research result obtained 25 innovation indicators of technology that is divided into three aspects such as technology aspects, design and product quality aspects. Strategy formulation from SWOT analysis result some strategies with 4 categories and among of them are SO strategy (4 strategies), WO strategy (5 strategies), ST strategy (4 strategies), and WT strategy (3 strategies). Besides that, strategy architecture will present strategy implementation for 10 years and completed with some people that have participation to make this strategy implementation successful.Keywords: Indicator, small industries, innovation, strategy, production technology

Abstract

As economic development and current technology, there tends to SMEs have been reversed there is some effort to close down due to lack of existing orders in the business. Therefore, the government made efforts to assist existing SMEs to be able to survive in the face of global crisis is happening right now. These efforts may include providing small loans and may include training services in accordance with its business. One of the materials provided in the training is about entrepreneurship so that SMEs are expected to compete with similar companies. The low ability entrepreneur pointed out as one of the reasons SMEs are not able to compete with large companies, such as SI (Small Industry) Spare Parts in the city of Padang. The failure to penetrate IK Parts of competition to supply spare parts in the PT. Semen Padang because of its low ability entrepreneur is owned by SI. With no indicator of entrepreneur ability, there are some problems for governments about policies that will be taken for judge the SI. Therefore, the entrepreneur ability should be decided to helps government in decisions making of policies, so that SI can be competing with larger companies. The method that been used in this study is the Quality Function Deployment (QFD) and the recommendations for policies that can be used by the government by using SWOT analysis. QFD is used to identify consumer needs and its association with the characteristic techniques provided by the government, so that the final results are the critical competencies that should be developed first. The linkage between the needs of consumers with technical characteristics reflected in the House of Quality (HOQ). While the results of the SWOT analysis are four types of strategies which can be used later by using the strategy outlined in the strategy implementation architecture for 10 years. This research resulted in 25 indicators of entrepreneurial competencies that include Human Resources (HR), financial, and research and development which consist of eight aspects. The resulting formulation of strategies using SWOT analysis generates SO Strategies (5 strategies), WO Strategies (7 strategies), ST Strategies (7 strategies), and WT Strategies (5 strategies). The design of the implementation of the strategy is planned for 10 years which is reflected in the architecture of the strategy and its implementation strategies.Keywords: small industries, indicators, competences, entrepreneur, strategies

Abstract

This paper discusses supply and distribution Bahan Bakar Minyak (BBM) system at PERTAMINA Padang to look a performancy system that disturbance of distribution like replacement Automatic Circuit Breaker (ACB). The replacement of ACB processes about 12 hours and causes the distributing activity of BBM to Stasiun Pengisian Bahan Bakar Umum (SPBU) has to be stopped. It makes impact toward the work ability of supplying and distributing system. Therefore, a planning model which is able to see the impact of ACB replacement toward system behavior of supplying and distributing is needed. Purpose of the modelling is to study the behavioral effects of variable in supply and distribution system using causal loop diagram and stock flow diagram. Result of this diagram has built simulation model to analyze performance system. Verification testing done by the method of checking the level and flow and testing of the coding. Validation of the model while the testing is done by operational graphics and the variability parameter sensitivity analysis. The model was designed and carried out the design of simulated scenarios to determine a strategy for decision-makers to look at the performance of BBM supply and distribution system. Abstract

This study discusses about information systems of CPO supply chain management in PTPN 6 Ophir. PTPN 6 management still use the conventional system (archival documents) in running their business. This information is not yet integrated with the map of plantation, so it will allow errors and inaccuracies in the planning, management and maintenance of oil palm plantations. Otherwise, the output from the production and processing of FFB to CPO and Palm Kernel also has not been well managed. So this would have difficulties in data storage on the the plantation and harvest information and to make decision for the FFB receiving division and distribution of CPO and Palm Kernel. Therefore needed a system that can control the activities in the oil palm plantation and processing by utilizing information technology system that integrates mapping and data information in a software that will facilitate decision making for planning and maintenance.The stages of the study consist of preliminary study, the selection method of problem solving, designing model system, database and software design and verification and validation of the model system. The study used primary data and secondary data. The primary data includes interviews about the company's business processes and the mechanisms of oil production. Secondary data includes administrative forms such as SPB, form the collection of FFB, weight measurement form and daily report sheet of factory. Model systems in the information system design used Object Oriented Analysis and Design method. This method will considers and designing systems with focusing the objects associated with the system. Verification results of the design has been done by using the method of Computerized Model Verification. This method to see whether the information system has been designed to run properly with the conceptual model of the system. Validation has been done by using Operational Validity. Validity Operational techniques used Black Box Test Method or directly test by the person that understand the issues in study.The results was Information System Software Design of CPO Supply Chain Management at PTPN 6 already integrates all data and information on the plantation, processing and marketing of CPO and palm kernel oil in a web-based application with support for spatial data processing in online mapping format. The system model can be seen through the business process diagram, use case diagram, class diagram and entity relationship diagram.Keywords: Information System,Supply Chain Management, Crude Palm Oil, GIS
