Abstract

The Lifestyle have a major impact on the purchase and consumption of consumerbehaviour of consumers. From time to time an individual’s lifestyle and particular groupof people will move dynamically. However, lifestyle is rapidly changing, so that at acertain time is relatively permanent lifestyle. The existence of Traditional markets inurban areas from time to time further increasingly threatened by rampant construction ofModern Markets. As we know the impact of the existence of Modern Market to retailbusiness managed by cooperative, Traditional Market small and medium enterprise anddraw up a concept on the empowerment of retail business applied by cooperative,Traditional Market small and medium enterprise. The main problem of this study is (1)the position of Traditional Market and Modern Market seen from institutional aspectand the existing regulation, (2) the impact of the existence of Modern Market to retailbusiness managed by cooperative, Traditional market small and medium enterprise seenin aspect of business volume, selling price, worker number and factors affectingconsumer behaviour in determining to shopping and (3) the concept to empower retailbusiness applied by cooperative, Traditional Market small and medium enterprisesimpact to business volume of Traditional Market. Between before and after theexistence of Modern is quite different, in which the business volume of TraditionalMarket was higher before the existence of Modern Market, while variable of sellingprice and worker number is just a slight difference. Abstract

The purpose of this study is to provide an overview of the implementation of the VillageFund Allocation in District Airmadidi North Minahasa Regency, as well as contributingfactors and obstacles affecting the implementation and the strategy that should be donewithin the framework of the successful implementation of the policy but it also willprovide recommendations to the local government in the management of AllocationVillage fund. The method used in this research is qualitative descriptive method, wherethe main instrument in the study is the researchers themselves. Sources of data used isthe source of primary data and secondary data relating to the circumstances of empiricalimplementation of the Policy. The results showed that the implementation of the policyof the Village Fund Allocation (ADD) in the district of Minahasa UtaraberjalanAirmadidi quite smoothly. However, if it is linked to the achievement of objectives, theimplementation of the Village Fund Allocation (ADD) in the District of North MinahasaRegency Airmadidi not optimal. Some of the factors that affect the implementation ofthe Village Fund Allocation (ADD) in District Airmadidi North Minahasa Regency iscommunication, resource capabilities, attitudes executor, bureaucratic structure, and thesize and environmental policy objectives. Abstract

Study of village goverment relationship with village conference department in avillage regulation construction in Konang Village, Subdistrict Glagah, LamonganRegency. The relationship between village goverment with village conferencedepartment in a Konang village regulation construction based on each duty, rightauthority, and obligation legally as work partners. This study is conducted toknow the mechanism of village regulation construction in Konang village, therelation between village conference department with Konang village goverment inan arrangement of village regulation and a result of village regulation at 2015 thathave been arranged and assigned by the village conference department in thepartnership with village goverment. Based on the result of the study, themechanism of regulation arrangement in Konang village is devided intopreparation step that includes of planning and preparation, and process thatincludes of formulation step, discussion, and arrangement technique, and assignedstep, invitation, and dissemination. The village conference department with theKonang Headman have good relationship. It happen because the villageconference department and Konang village govertment have carried out their eachduty and right authority in the village regulation arrangement.The villageregulation that have been constructed and assigned by the village conferencedepartment with Konang village goverment have been run well.Key words : relationship, village goverment, village conference department, andvillage regulation.

Abstract

Indigenous village as a community organization in Bali has its own character which isdifferent than other organizations. Organization customary village has a goal: jagadhitasarwa sami Hita (Prosperous Spiritual Material), and sukerta Prahyangan governance,governance sukerta Palemahan Pawongan and sukreta governance. Organizationcustomary village has a position that is very important and strategic in dealing withvarious problems of development. The research problems, a. How can organizationalculture indigenous villages were able to maintain the existence of indigenous villagesunder construction in the traditional village and Gerana Badung Seseh? b. How can theeffectiveness of customary village organizations in development in indigenous villagesand indigenous villages Gerana Seseh Badung? c. How the existence of the traditionalvillage and village customs Seseh Gerana under construction in Badung? Penelianqualitative research method used. Results pelitian, organizational culture, organizationaleffectiveness, and the existence of customary village organizations and indigenousvillages Gerana Seseh almost no difference. But because of geographical differencesthat indigenous villages Seseh is located in the southern area (beach) which is the areaof tourism, while the indigenous villages Gerana located in the northern area(mountains) is still an agricultural area so that the indigenous villages Seseh andindigenous villages Gerana there is little difference namely: (1) the traditional villageSeseh: organizational culture is strong, the effectiveness of optimal organization, theleadership, the village board custom, fully held by the younger generation, the processof democratization, rationalization goes well, the activities of traditional village entirelyhandled together with impeccable manners (residents) indigenous villages. (2) Thetraditional village Gerana: strong organizational culture, optimal organizationaleffectiveness, leadership, traditional village board, has not yet held by the youngergeneration. Abstract

Transportation services by sea transportation modes required a lot of things that support theimplementation of transportation activities. Another contributing factor between the shipfor transporting cargo or goods that will be used as a production tool for industrialcompanies. On the ship berthing activities and documentation of ship operations, arerequired to complete the insert and dismantling with time as soon as possible. The purposeof this study is to analyze the process of ship berthing service reform Administrativedandokumen goods in the Port of Tanjung Perak Surabaya in order to achieve an increasein the volume of entry and exit of goods. To model ship berthing services and documentitems in the Administrative Port of Tanjung Perak Surabaya. The survey results revealedthat the reform process ship berthing services and goods at administrative documents Portof Tanjung Perak Surabaya, can be done by way of one-stop services (one stop services),supported by facilities and infrastructure to support the smooth running of the service.Model ship berthing services and goods at administrative documents Port of Tanjung Perakbased on the ten principles of service based on the minister's decision No. 63 of 2004related on the principle of service. Abstract

One form of health care facilities to the public organized by the government is a publichealth center. HCF is central to the development of public health in fostering publicparticipation also provides a comprehensive and integrated services to the public. PHChas the authority and responsibility for the maintenance of public health in the workingarea. Health services provided puskesmas is comprehensive health services whichinclude services: curative (treatment), prevention (prevention), promotion (healthimprovement) and rehabilitative (health recovery). The service is addressed to allresidents, not differentiates the sexes and ages, from conception in the womb until theage cap. The formulation of the problem in this research, How to influence the planning,coordination, human resource development and performance assessment ofmanagement performance PHC?, Among the variables of planning, coordination,human resource development and performance assessment Which dominant influenceon the performance of the health center management? Abstract

Credible administration will depend on the extent to which the government's ability toprovide quality public services to the community. Public service is not just a matter ofpolitical policy, and provision of facilities - public facilities, but concerns the services -services provided to the public. With such conditions, we can see how important theposition and role of government bureaucracy or the state apparatus in implementingnational development, among other public services. This study sought to look at theability of the government bureaucracy as a public organization in providing services tothe public. This study attempts to reveal how big a factor - micro organizational factorsis motivation and capability of personnel, especially human resources of the servicequality and Building Tax. Dgunakan method is a quantitative method. Results of theanalysis and findings of the research is that the motivation variable pelyanan have aninfluence on the quality of land and building tax that must be implemented. Abstract

Providing education and training of civil servants is always based on a system which isa series of 3 (three) stages, namely 1) determination of educational and training needs;2) the education and training; and 3) evaluation of post education and training. Theineffectiveness of the implementation of policy determination of the needs of educationand technical training as well as functional is affected by 4 (four) factors: a lack ofeffective communication, inadequate resources, disposition or necessary tendency of theparties concerned still needs to be improved and the bureaucratic structure of Board ofEducation and Training East Java Province who have not specified the task ofidentifying the needs of education and training into staff duties. Based on the results ofthe study as stated, so that the implementation of policy determination of the needs ofeducation and technical training as well as functional can achieve maximum resultscompared with the current, then the determination of need for education and trainingwould need to be addressed more effectively based on needs analysis and anyorganization providing education and technical and functional training should be basedon educational needs and appropriate training. Model analysis of the correspondingneed at the moment is T-NAT that can be tested and adapted to conditions of Board ofEducation and Training of East Java province at this time.Keywords: Policy Analysis, Education and Training of Civil Servants

Abstract

Suramadu bridge has been in operation for three years, but until now have not been ableto boost economic development and Madura. Precisely the community with therealization Suramadu they complained because he was broke by big capital. While theywere able to sell at huge profits claimed to be new business opportunities for theirlongest bridge. In fact, the bridge was deliberately created to generate economicopportunities of the Madurese. Formulation Research, a. Is the satisfaction of the peoplein the social, economic, cultural and religious jointly met after the realization of thelongest bridge? b. Is the satisfaction of the people in the social, economic, cultural andreligious partially fulfilled after the realization of the longest bridge? c. Among thesatisfaction of the people in the social, economic, cultural and religious, which is themost dominant post-realization Suramadu? This study uses quantitative methods.Results of testing the coefficient of determination R2 = .835 (83.5%), meaning that allof these variables together can explain the variation of the dependent variable aroundthe longest Public Satisfaction in Bangkalan (Y), amounting to 83.5%. Fourindependent variables have a strong relationship with the dependent variable, this isindicated by the R value of .914a approaches 1.
