Abstract

This research was intended to analyze on the characteristics of a poor household. The number of respondents in this research was 68 respondents who consisted of the poor households. The  what their characteristics were. To analyze data, the researcher used a descriptive analysis with the concentration on understanding from the researched community. This research made an effort to implement a poor community based approach in the urban area including understanding problems, and characteristics with the method of the poor community based participants. The result of this research indicated that the characteristics of the poor household included: their job was subject to changing the season and dependent on consumer’s need and want, a tendency to deviate from a law, the old and housewives and were involved to make a living, spending an inappropriate income, their survival dependend on the other people; their children were uneducated; they had not got a house and rented the house for a long time; and they could merely utilize the limited social failities.

Abstract

There had been some changes of poverty preventation strategy for the government of the New Order. In the development process, the change of the strategy from economy growth method to the implementation of “Presidential Decree of Underdeveloped Territorial Program (IDT) “actually emphasized on the increased attention to the poor. It was proved that the combination of various programs could decrease the poverty rate both quantitatively and significantly. However, because the pattern of the top-down and the feature of the charity remained to dominate on the overall strategy, the poor could not have develop significantly independent. Thus, poverty preventation strategy in the future must emphasize on the development of the poor’s creativity, initiative, and capability based on the mobilization of the local resources, so it can make the poor develop and grow independently. In such a way, ontinual development will reasonably run. A change of strategy needs the reshuffle of political structure to democracy.

Abstract

One of the efforts to preserve the sources of vegetarian, soil, and water is to rehabilitate the land and soil conservation. The aim of this rehabilitation is increasing and maintaining the produtivity of the land, so it can be preserved and used optimally. Therefore, it is necessary to a  develop a variety of good soil conservation, such as vegetative method and civil engineering. To find an appropriate technology, so it is necessary to develop some alternatives of soil conservation technique that are mainly implemented at dry land with its slope of more than 15% in the upstream area of discharge. One of the most suitable soil conservation technique today is Alley Cropping. Based on the research (trial and error) in some areas, Alley Cropping could really provide a positive result in terms of erotion controlling and running off and maintain the land productivity. In addition, the technique is more easly operated and spends a cheaper cost than making a bench terrace.

Abstract

In planning a spatial order in a territory , it is necessary to take acount of three aspects of natural resources, human resources, and living environment. Based on the reality, so it is necessary  to think of two sides: potential human resources and environment and human resources. One of the resources that is absolutely needed by creatures is water. Concerning the spatial order, the water is greatly needed in a variety of life. As the other resources, the reserve of the water also get limited. Because of its limitation, it is necessary to control the potential water sources in a territory before determining a design of good spatial order. It means that in planning the spatial order must be based on the rule and regulation of preserving its resource.
