Abstract

Bureaucratic reform in the area of halal product legislation in Indonesia is important because Indonesia's population with a majority of Muslims (87.2%) makes the need for halal products very large. It is necessary to guarantee halal products that enter or circulate in Indonesia. Guarantee of halal products in Indonesia is regulated by the Law No. 33/2014 on Halal Product Guarantee (Halal Product Guarantee Law). The aim of this research is to analyses bureaucratic reform in the area of halal product legislation in Indonesia. By using qualitative methods, the data in this study were obtained by in-depth interviews and literature studies. This research founds that before the Halal Product Guarantee Law was passed, there were many laws and regulations that had long been used to regulate the circulation of halal products. Unfortunately, these regulations are not systemically made, overlapping, partial, and inconsistent. One of the areas of bureaucratic reform in Presidential Regulation 81/2010 on The Grand Design of the 2010-2025 Bureaucratic Reform is a reform of the bureaucracy in the area of legislation. The Halal Product Guarantee Law which was born through bureaucratic reform in the area of legislation is expected to produce regulations that are more orderly, do not overlap and conducive to regulating halal products. Keywords: halal, law, product, reform

Abstract

Green open space in Jakarta is very minimal due to the large number of construction of office buildings, shopping centers and others. The DKI Jakarta Provincial Government has a solution to the problem of the lack of green open space by building a Child Friendly Integrated Public Space (RPTRA). Basically the RPTRA in Jakarta is very well received by the community. The RPTRA is optimally utilized by the community to carry out various activities. Basically, community satisfaction is very high with the program, but currently community satisfaction has decreased due to the COVID-19 pandemic. The problems faced during the COVID-19 pandemic are the lack of management ability to provide services online and the absence of a special program from the DKI Jakarta Provincial Government. The purpose of this study is to determine whether service has an effect on community satisfaction. The method used is descriptive quantitative with data analysis using simple linear regression analysis. Data collection was carried out by distributing questionnaires. From the research results it is known that there is an effect of service on community satisfaction by 35.3% in RPTRA in the Jakarta area during the Covid-19 pandemic. The results of this study indicate that there is a positive and significant effect of service on community satisfaction. Keywords: services, rtpra, community satisfaction, covid 19 pandemic, jakarta

Abstract

Encouraging innovation in government agencies is one of the ways to meet the demands of society for quality public services, the implementation of the One Agency One Innovation program as an effort to accommodate the creative and innovative ideas of the state civil servants in Indonesia which are welcomed by local government by holding the same program at the regional level and then the winner will represent at the national level.This research was conducted to analyze the One Agency One Innovation program in Wajo Regency which aims to find out how this program can motivate innovators to improve the quality of public services through their ideas. The method used is qualitative by collecting data using literature review, observation and interviews. The results of this study indicate that the motivation of the innovators is caused by the desire for achievement, the motivation of the leader, the desire to solve problems and the implementation of science. In terms of public services, innovators are able to carry the theme of innovation based on the scope of public services based on Law Number 25 of 2009 concerning public services, including; education, teaching, employment and business, information and communication, health and social security. The theme of innovation being proposed is a sector that is currently the main focus of the government. Keywords: agency, innovation, public service

Abstract

Innovation Waste bank is the concept of dry and sorted waste collection and has management like banking, but saved not money but garbage. The purpose of this study is to find out the Effectiveness of Innovation of Waste Bank Program (Garbage Gate) in Malili City. The research method used is qualitative descriptive that describes problems related to events that appear around researchers, and the type of research used is phenomenology that is researching an event or event that occurs in the present. The data sources used are primary data sources and secondary data with informants of 7 people. Data collection techniques using interviews, observations, and documentation. Data analysis techniques used are data reduction, data collection, and conclusion drawing. The results of the research conducted show several indicators in the form of innovation products, namely with the innovation of waste bank programs can reduce the burden of janitors, the process of innovation that is in the process of hiring waste bank administrators really people who care about the environment, the quality of innovation that is in achieving the quality of innovation needs to be the role and cooperation of the community. As for the factors that affect the effectiveness of innovation of waste bank programs, namely limited facilities and prasana due to the lack of budget from the government, human resources can change the pattern of community piker in maintaining the environment. Keywords: innovation, waste bank, community participation

Abstract

This qualitative study aims to understand the identification of scientific evidence and the effect of local government policies on the prohibition of using plastic bags in shopping centers in Biak Numfor Regency. As a government, it can make regional policies to continue the sustainable development of all sectors, including developing a healthy environment free of plastic waste. To understand this effect, we have collected data from various literature and scientific studies of publications that also voice the importance of local government policies to keep the environment healthy from plastic waste. After we found the data, we analyzed it with a descriptive approach through coding, in-depth interpretation, and concluding. For our study to answer this study's questions, we pay attention to data validity and reliability principles. We follow the suggested data design. Our study found that the policy to prohibit plastic bags has resulted in maintaining the cleanliness of the residential environment where people live. However, on the other hand, there are still parties who are still disadvantaged by this policy. Thus, this result will be the initial stage of government efforts to preserve a healthy Biak Numfor Regency environment

Abstract

AbstractThis study aims to determine the context of implementing the Village Community Empowerment Program (P2MD). The type of research used is descriptive qualitative research. The data is collected through interviews with key informants in turn, direct observation at the target location of the program and official government documents such as legislation and program implementation guidelines issued by the central government and local governments. The data obtained was processed directly by connecting the themes. The results showed that the involvement of the actors involved in the implementation of the program was based on the applicable regulatory provisions related to the program established by the related institutions. On another aspect, the characteristics of the government involved range from the central government to the village government. As for the non-governmental institutions that are formally involved, there is no other than community groups that act as both the executor and target of the empowerment program. The compliance of the parties involved as implementing the community empowerment program is going well. Substantial and administrative performance achievements according to targets in planning.Keywords: Program Implementation, Village Community Empowerment

Abstract

The research was conducted with the aim to learn about the implementation of the 3 (three) agile governance principles during the Covid-19 pandemic at the West Java Provincial Government through the application of the Pikobar application. Agile governance is expected to organize governance faster in the face of various challenges and dynamic environmental conditions. Researchers used qualitative research with the study of literature. Researchers traced a variety of secondary data sources which were then processed to be described as literature studies. Researchers conducted data analysis in accordance with the theory of agile governance proposed by Luna et al, (2015). The researcher focused the research on 3 (three) principles of agile governance. The results showed that the implementation of agile governance in the West Java provincial government did not support the maximum. This application still needs to be improved Pikobar Application. Reviewing the results of an analysis of the principle of agility of governance which is expected to be one of the efforts to improve services to the community and provide convenience in relation to the future in the health sector as it is today. Keywords: agile governance, public service, pikobar aplication

Abstract

In the midst of the corona pandemic, the Investment Service and one-stop integrated services must minimize licensing service procedures, namely prioritizing the principles of e-governance and service task units as the central basis for the community in carrying out licensing services to avoid prolonged bureaucracy, but there are still problems and the community is sufficient feel that way. The purpose of this study is to examine the quality of licensing services at the Investment Service and one-stop integrated services in Ternate City. This research uses a qualitative approach with a type of case study. The data obtained through observation, interviews and documentation, as well as the analysis techniques used are the Milles and Huberman model, namely, data collection, data reduction, display data, verification, drawing conclusions. The results showed that the quality of licensing services at the Department of Investment and One-Stop Integrated Service (DPMPTSP) Ternate City was not optimal, it can be seen from the complaints of the public about the lack of innovation of officers in service implementation, transparency and accountability of services, procedures and customer satisfaction, and service facilities and infrastructure. The DPMPTSP of Ternate City should be creative or other alternatives either through the use of e-digital, providing special task units to the government in their respective regions so that the community is younger in processing permits. Keywords: optimization,  quality,  service,  licensing
