Abstract

This study aims to illustrate the policy transfer process for the Conditional Cash Transfer (CCT) program in Indonesia. The research approach used in this article is qualitative, with literature review as the data collection method. In simple terms, CCT is a type of social assistance that offers cash to beneficiaries when certain conditions are met. Indonesia has implemented CCT program since 2007 through the Family Hope Program (PKH). The implementation of PKH itself cannot be separated from the efforts of the international development community, such as World Bank and the Asian Development Bank (ADB), in transferring CCT policies. This is done through the production and dissemination of various knowledge products, arrangement of international conferences, as well as the provision of financial and technical assistance. These efforts were supported by policy opportunities which arose at the domestic level, and the active participation of local actors. Therefore, policy transfer can be understood as a process which involves not only the international, but also domestic political actors, who interact and collectively facilitate the transfer and implementation of a public policy. The transfer process is influenced by several factors. In the case of Indonesia, the local political dynamics became a policy opportunity that facilitated the CCT policy transfer process.

Abstract

This study aims to analyze the effectiveness of implementing the go-digital Palembang Program for MSME actors during the COVID-19 pandemic and the supporting and inhibiting factors for program implementation. The method used in this study is a qualitative descriptive method using interview, observation and documentation techniques. The results of the study show that this program has not been effective. Analysis of the supporting factors shows that this program provides convenience for business actors in marketing their products, so that support comes from business actors who are enthusiastic about this program, but from the results of the study it was also found that inhibiting factors were obstacles in its implementation, including lack of socialization, low mastery of technology. MSME actors, program budget reductions due to the pandemic, lack of implementing human resources, and lack of enthusiasm for consumer support for the digital media website used. The Palembang Go-Digital program as an effort to develop MSMEs during the Covid-19 pandemic needs to be evaluated because existing obstacles can become obstacles to increasing MSME businesses in developing and maintaining business sustainability.

Abstract

Steps to create environmental comfort in Batu City, East Java, need to support sustainable development. This research aims to develop policy scenarios related to simulation-based Green Open Space (RTH) planning to realize Batu City's environmental sustainability. The study of stakeholder preferences for the function of green space is carried out by digging primary data from the relevant parties (stakeholders) using interviews and observations. The green open space in Batu City is decreasing due to the conversion of the RTHK function into a built area. The change in RTHK was caused by the implementation of Batu City development activities which were more inclined to infrastructure development as well as physical facilities and infrastructure. Policy analysis is carried out by conducting simulations (changes to model parameters) and then observing their behavior. Several green open space planning scenarios were carried out using the Powersim constructor software. Several scenarios are related to green open space planning in Batu City, including free scenario, moderate scenario, and sustainable scenario. Of the three scenarios, the sustainable scenario is more suitable because the increase in land ares used in the sustainable scenario is relatively controlled. There are efforts to allocate green open space on residential land, industrial land, social and social facilities land, trade and service land every year to reduce the decrease in green open space.

Abstract

This study aims to analyze and describe public perceptions of women in the local political sphere of Bulukumba Regency. This study uses a descriptive type of qualitative research. Research informants from Bulukumba Regency KPUD Members, female DPRD members from Bulukumba Regency, community leaders, beginner voters. Data were collected from the results of interviews, observations and documentation, then data analysis through data reduction, data presentation and conclusion drawing. The results of this study indicate that the public perception of women who are involved in local politics in Bulukumba Regency, some people provide support for women to be involved in politics, but on the other hand there are also those who still doubt the ability of women to be involved in the political sphere because of the patriarchal culture that is still inherent in society.

Abstract

The purpose of this study is to analyze the policy of simplifying the bureaucracy for local governments including the analysis of organizational transformation, transformation of positions and transformation of performance management. The research method used is descriptive qualitative. The results show that the implementation of bureaucratic simplification is faced with several things: (1) organizational design has not been designed to accommodate the performance of functional positions (2) functional position management is not yet professional in some coaching agencies, types of functional positions that are not yet available, competency gaps, and patterns of relationship governance. not optimal work. (3) individual performance appraisal has not been aligned with organizational performance. Strategies that must be carried out to support the effectiveness of bureaucratic simplification include: (1) adopting the professional bureaucracy model by improving the weaknesses of PP 18 of 2016. (2) developing the competence of functional officials, as well as improving the quality of functional office management, (3) Creating management policies performance that can measure individual performance appraisals in line with organizational performance, and leads to high-performing organizations.

Abstract

Complete Systematic Land Registration (PTSL) is the process of registering land for the first time, which is carried out simultaneously and includes all objects of land registration that have not been registered in an area. Through this program, the government guarantees legal certainty or rights to land owned by the community. However, the importance of land registration in Indonesia has not been followed by a good understanding by the community. Many lands in Indonesia that have not been certified are due to various factors that prevent communities from registering ownership rights to their land. This study aims to describe the implementation of the PTSL program and analyze the program related to its role in resolving land disputes in Indonesia. This study is qualitative research and used an interpretive paradigm. Data collection techniques were carried out through literature studies and focus group discussions. The results showed that PTSL is not a form of agrarian reform at the implementation level. The PTSL program still has things that have the potential to become problems in the future, including the implementation of PTSL is still fertile with the practice of extortion, potential claims on land after certification are still often occurred, and the non-functioning of the publicity and delimitation contradictory principle has resulted in many land conflicts/disputes.

Abstract

Budget execution is the critical stage in the management of public finances. One of the performance indicators of budget implementation is the quality of state expenditure payments. In this case, the accuracy of the spending unit in completing bill payments is part of the quality of state expenditure payments. Currently, there are several spending units who experience delays in completing their bill payments. This study aims to determine the factors that affect the delay in the settlement of the bill. This study uses a quantitative method with the Explanatory Factor Analysis (EFA) method to identify variables that affect the delay in bill payments for all spending units at the Jakarta V State Treasury Office in 2019-2021. The results showed that information technology, supplier behavior, state treasury services, human resource capability, and external motivation affected the delay in payment of state expenditures. The results of this study also complement previous study which found that supplier indiscipline and organizational structure are variables that affect delays in state expenditures payment. The role of organizational support in spending unit will a trigger for improving the quality of state expenditure payments in spending unit.

Abstract

The Family Hope Program (PKH) is community empowerment policy program from government. This study aims to know PKH facilitators communicate with KPM can be independent running their lives in the future. Research was conducted in several villages of Sukaraja sub-district, Seluma Regency, Bengkulu Province which get PKH mandate, research time was planned for 1 year. Data collection techniques through observation, in-depth interviews, FGD, internal seminars. Data analysis carried out by collecting data, condensing, presenting, verifying and making decisions. Based on research in the field, communication between facilitators and KPM, PKH in Sukaraja is running smoothly. P2K2 activities are carried out regularly once a month before corona virus. PKH facilitators should be patient with the various characteristics of KPM that are difficult to advise and motivate because of fact, KPM are poor people, where they are truly incapacitated both in financial and educational terms due to lack of knowledge and insight
