Abstract

Lampung Timur Regency is one of the regencies in the Province of Lampung, which was established in 1999, just before the implementation of the decentralization era in Indonesia. The regency has been detached from its “core district”, the Regency of Lampung Tengah. There has been an expectation that it will lead to more efficient and effective services and equal development in its region. This paper evaluates the delivery of educational services involving elementary, middle, and high schools during the decentralization era from 2000 to 2015. Using the time serial statistical data gathered from the district’s monographs and the standard set by the National Standard, this paper analyzes the availability of the services using inter-time and inter-regional comparisons and the combination of both comparisons. The result shows that during this period, the local government of Lampung Timur Regency focused on improving middle school than elementary and high school services. The case deems that transferring high school authority at the provincial level does not guarantee the effectiveness of improving high school services in the regency.

Abstract

COVID-19 from Wuhan, China, quickly spread to all countries worldwide with the adverse effects that accompany it. Each country's response should be to provide a policy package that is swift and beneficial for people, but not all countries have policies that are as expected. This paper aims to identify any planning policy indicators through a comparative study between the two countries. This paper is hoped can formulate planning policy directions that can be applied in other countries. This study took a case study from two countries, namely Indonesia and Saudi Arabia, because they have similarities and differences, such as in the socio-cultural, physical areas, and religious fields, especially in practicing worship in the holy month of Ramadan. This research method was descriptive qualitative by using a pairwise comparison analysis that compares sustainable development factors such as social, economic, and environmental contained in the planning policies issued by each country. The result was seen similarities and differences in the policies of the two countries, and it has implemented its planning policies well but is still awaited in the next stage, namely the stages of implementation and evaluation.

Abstract

COVID-19 Pandemic crises have further challenged the achievement of sustainable urban or cities development as they are now a potential threat for quick transmission of disease between humans and other urban areas due to their connectivity via rail, flights, or roads. The absence of sustainability features of smart cities such as well numbered buildings, street naming for effective contact tracing, and tracing index contact of infected persons prevents effective infection management. The COVID-19 disease has therefore brought out the need to address the emerging urban challenges been faced, drawing from the perception of the urban dwellers, especially on what and how to achieve efficient management of pandemic in the urban areas, building urban resilience, and achieving sustainable development goal (SDG) 11 target of safe, inclusive and sustainable cities. Thus, this paper aims to interrogate the urban dwellers' perception in Jakarta, Indonesia, and Lagos, Nigeria, on emerging urban issues brought out by the COVID – 19 pandemic management and how they could be managed in the future. The study utilizes a questionnaire developed in the google form and distributed using email and WhatsApp platforms to three hundred respondents, One hundred and fifty respondents in each city, picked by their expertise and official responsibility in the urban-related field. The results reveal that key urban planning issues such as weak health systems, crowd management, adherence to government orders on handwashing and sanitation, social distancing, and socio-cultural issues need to be given utmost attention. Recommendations were made in line with effecting an integrated planning policy, citizen reorientation, and the need to re-plan these cities, amongst others.

Abstract

The handling of slums is an issue that continues to be a concern until now to realize a city and settlements are livable, inclusive, safe, and sustainable. To realize this, the Government & NUSP-2 collaborated to form the KOTAKU (City Without Slums) program. Sinjai Regency, South Sulawesi. This research used descriptive qualitative methods with logic analysis approaches, including data collection, reduction, display, and verification. Data collection used observation of slums that have been handled, documentation, and interviews with key informants. The results showed that the implementation of the KOTAKU program succeeded in reducing the area of slums in some priority areas of handling. The results also showed that not all aspects are sustainable applied to handling slums through the KOTAKU program.

Abstract

The COVID-19 pandemic has had an impact on the global economy, especially for businesses. One of the business actors and sectors that are most directly affected are the MSMEs (Micro, Small, and Medium Enterprises) actors. MSMEs have a vital role in this situation because they can directly affect local villages' food systems and economic movement. One of them is the production of snacks, namely the business activity of processing raw materials (commodities) into food products up to the marketing stage. Snack SMEs are expected to adapt during a pandemic, considering that food is a crucial need quickly. The location studied in this study is Temanggung Regency as a district with high local potential and running many micro and small businesses such as snack food MSMEs in Central Java, Indonesia. This research aims to measure the readiness and adaptation so that snack MSMEs can survive. The analysis method is carried out with a market system framework approach starting from raw materials, processing, and marketing stages. The data of this study were obtained from primary data collected through interviews and questionnaires of MSME cluster actors in Temanggung District. This study indicates that the readiness of business actors with a new market system framework through the use of technology in SME snacks makes business actors survive in the era of the COVID19 pandemic.
