Abstract

Plaosan distric is one of the Magetan regency where its economic activities supported by agricultural activities. The leading agricultural sector is horticulture. But there are problems that indicate the agricultural sector is not maximized in the improvement of the local economy in the Plaosan district. BPS note’s shown the District Plaosan among 18 (eighteen) districts in Magetan has the number of poor people (pre-prosperous) the second largest after the Panekan District, and there is an increasing trend of poor people from 2008 till 2011 with an average of 1.5% per year. This study aims to determine the regional development of agriculture-based on horticultural subsector in Plaosan district using quantitative descriptive with three analysis. First, analysis of the characteristics and potential of the area. Second, the analysis of the factors driving and inhibiting. Third, analysis of the effect of horticultural farming activities for improving the welfare of farmers and their contribution in the development of the region in Plaosan district. The results of this study are as follows: First, the availability of agricultural land, labor, still very potential to be developed. Second, agricultural activities have not yet had significant impact on the welfare of farmers which shown by indicators of Farmers Exchange / NTP average in Plaosan district is 100.96. This figure is far from the average exchange rate of the national horticultural farmers agricultural sector that is equal to 109.34. Third, the most influential factor affecting the results of the exchange rate of farmers is the availability of local materials and equipment, which still have not been fulfilled. Horticulture sector in the Plaosan district can be developed as the driving force of the economic society as well as being the leading sectors that encourage development in the Plaosan. Therefore, we need an effort to increase the exchange rate of farmers and horticulture performance optimization through: (1) improvement of upstream agricultural sub-sector, in this case related to the provision of seeds, fertilizers, and drugs. (2) Improvement of support subsector associated to generating activities and providing necessary services such as marketing, irrigation, transportation, research development, extension and consultancy.

However, it is not denied, accessibility making the Bogor Regency as one of the development center urban settlement and other economic activities. There are two Nature Conservation Area and seven Watershed, the greatest area is Cisadane Watershed, rich biodiversity, daily needs, but susceptible of land use change, especially high population area. The purpose study is to find out land use change and its influence factors on sub-district located in Cisadane Watershed, Bogor Regency. This study used mixed methodes research with series/multiply research, the first is spatial approach and quantitative analysis and the second is qualitative approach. Based on the discussion and findings research, the expansion development settlement in the suburban areas and productive lands convertion (Rustiadi et.al, 2003) happens in Cisadane watershed, urban activities have an impact transformation land use, agricultural into housing/settlement land was truly indeed. It had been occured before the provision of wetland agricultural area. Economic-social factors trigger developers the function of agricultural into housing with value added, no exception resident with the right ownership. Another factor is institutional factors, lack of commitment service from government to presence infrastructure and sustainability irrigation flow. The application of space utilization control has been conducted by sub- district and district officials through supervision and control accordance with the provisions of RTRW/IMB regulation, but this has offset by socialization to the public so a lot of society and officials government have yet know and understand the rules, so tendency land use change is quite high.

Abstract

Tembalang area is planned as location for education, especially for high level education. This function becomes a pull factor for the population to occupy the land which leads to the increase of needs for supporting space. The increase of space requirement for the development of settlement, trade, and service area bring an impact to the land price rising in Tembalang. This research aims to find out the correlation between the settlement development with the land price evolution. The method used is quantitative with the support of spatial analysis. The correlation of settlement development and land price evolution is observed with the score of 0,45 as Pearson Correlation. The correlation is represented mostly in lower land price which directly give effect to the price rising. The largest land expansion for settlement is in radius 1-2 Km which reaches 204% in 2012. Whilst, the land price itself experiences very high increase, especially in the area situated close with UNDIP such as Bulusan Village where the price rising hits 800% from 2002 to 2012.
