Abstract

This study is based on the phenomenon of development in Bima City and affects the physical condition of the region and not evenly of facilities distribution. So that, it is necessary to analyze the carrying capacity of urban area facilities development in Mpunda District, Bima City 2015-2035. The study aims to determine the carrying capacity of Mpunda District to provide a suitable area for the development of urban facilities. The analysis uses both qualitative and quantitative description in the Mpunda District to describe the general overview of geographic distribution facilities. The analytical method used is based on Public Works Minister Regulation No.20/PRT/M/2007 about Technical Guidelines for Physical & Environmental analysis. Analysis facility needs in planning is always based on the development trend of the population. The calculation for projecting the need facilities is based on SNI 03-1733-2004 about Procedures for Environmental Planning about Housing Design in City and Need of Environmental Facilities. The analysis results of the carrying capacity of the urban area facilities development in Mpunda District is by establishing the protected areas based on the physical condition especially for class 4 of land capability which have the lowest ability with the land cover ratio in 2035 is 0%. Controlling as the functions of the buffer zone must be done for class 3 of land capability. The development land is directed for the class 1 and class 2 as the cultivation land. There is land development, which is 20%. For the cultivation of land or land suitable for development land directed to land capability and land capability class 1 class 2. The ratio of class 1 land coverage area in 2035 has reached the maximum land cover ratio, i.e. 70%. While the ratio of class 2 land coverage area in 2035, i.e. 49% of from the 50% maximum of land cover ratio.

Abstract

Manufacturing industry is a leading sector that has potentials for promoting rapid growth in a region. The growth that relies on the industrial sector is driven by the sales of production, employment, and other multiplier effects so that many districts or cities in North Sumatra are eager to developing this sector. The types of industry that can be developed are supposed to be appropriate to the industry potentials and local resources in order to boost an optimal growth in the region. In the spatial planning (RTRW) of Binjai City 2011 - 2030, the North Binjai District designated as an industrial area. The type of industry which is planned to be developed is a high-tech industry. However, the problem is whether the type specified in the RTRW is suitable to the potentials of local resources? This paper aims to find out the suitable industry to be developed in compliance with the local potentials, especially in the North Binjai District. The analyses applied are LQ, shift share and SWOT to discover the potentials and advantages of the city in comparison to those industries endorsed in the RTRW. The results show that the industrial sector is neither the leading nor potential sector in Binjai. Meanwhile, the results of LQ and shift share analyses show that the sector with the potentials to be developed in Binjai is the construction sector, finance, and services. The similarity to the RTRW policy is only in the service sector. It shows that the service sector can be developed while the computer industry, multimedia, publishing, and printing mismatch the local potentials. However, if the government still wants to develop the industrial sector in North Binjai, there should be diversification strategies to promoting the leading sectors such as building materials and mining industries.

Abstract

The effectiveness of integrating water resources management into spatial planning (RTRW) can be achieved if there is a harmonious coordination between central government and local government. This research aims to analyze the role of and coordinating pattern of inter-sectoral institutions related to water resource planning and management in spatial planning. The research is conducted by using qualitative approach through the analysis of the role of and coordination in inter-sectoral institutions and the effectiveness of the successful integration of water resources management in spatial planning. The findings show that the integration of water resources management pattern in the spatial planning is ineffective indicated by the ineffectiveness of government institution as the policy maker and the lack of coordination between institutions regarding the content of water resource management in spatial planning. Therefore, it is necessary to make a coordination forum to accommodate the interests of water resources and spatial planning.

Abstract

The Development Region III of Grime (the indigenous Dumutru territory) in Jayapura District has a problem on indigeneous land ownership system. The development process by the local government of Dumutru territory is off target and in conflict with the structures and cultural systems in the community. The study aims to assess and to identify the rules of customary law that can be synergized with the formal legal rules. The study is conducted by the qualitative method through qualitative descriptive analysis. The analysis shows that the problems of development in the Development Region III of Grime Jayapura District are because of lack of synergy of positive and customary laws. The development process needs to refer to the formal legal regulations governing land acquisition mechanism and rules of customary law.

Abstract

Batik Pekalongan potentially has a unique characteristic developed by each entrepreneur. The relationships between entrepreneurs in order to stimulate the innovative development of batik should be examined for future development. This study aims to determine how the relationships between and information flow across the actors involved in cooperation networks to support batik cluster development in Pekalongan. The research conducts survey method with both qualitative and quantitative approaches. The data is obtained from primary and secondary data. This study aims to understand the relationships between the actors involved in the batik cluster through Social Network Analysis (SNA). The results show that the roles of actors are still not optimal and need to be improved. Disperindagkop and UMKM, Bappeda, Ministry of Industry, and FEDEP BPPT of Pekalongan City have the major role in developing batik clusters. Their contributions are measured from techniques of centrality degree, closeness centrality, and betweenness centrality in the network. The source of batik knowledge information source comes from the both the customers and the entrepreneurs of batik. The sources of batik knowledge sharing come from the consumers useful to information exchange and innovation sharing which affect to batik production process. Batik cluster consists of multi-stakeholders carrying out some shortcomings so that it is necessary to integrate the roles of actors and the innovation process and technology as a strategy for the development of innovative clusters.
