Abstract

Universitas Slamet Riyadi.It is considered that the poverty reduction programs launched by thegovernment in the past tended not in the frame of community empowerment,but on the other hand the programs created the dpendency of the poor upon thestate and outside aids. In overcoming that problem, the government launcheswhat so called Sub District Development Program (Program PengembanganKecamatan/ PPK). It is expected that such program enable to createemployment for the poor which in turn, is able to increase the poor’s income.This research was conducted to evaluate the degree of success as well offailure, and the degree of effectiveness and efficiency of the program. Theresearch site is in Klaten Sub District, Klaten Regency. Strategy of the researchused qualitative reserch method. Purposive sampling was chosen to select theinformen. Informen in this study were Activity Management Team (TimPengelola Kegiatan), LPM, facilitators, Monitoring Team, Maintenance Team,and vocational training beneficiaries. Interview and Focus Group Discussionwere employed for collecting data. Interactive data analysis model asrecommended by Miles and Buberman was done to analyse data. To validatethe finding, triangulation technique by comparing the other data as well as theother sources was used. Research result shows that the plan, implementationand evaluation of the program are supported by either program implementer atlocal level, human resources as well as financial resource, or by the existingfacilities. Research result indicates that human resources qualitatively as well asquantitatively have been fulfilled, community awareness and communityparticipation found high. Implementation of the program found to focus forincreasing community well being, community skill, reducing unemployementlevel, and empowering community.Keyword: Evaluation, Sub District Development Program (PPK), plan, implementation,community empowerment.

Abstract

This study works on seven variable independents predicted to have influencetoward customers’s satisfaction. Seven variables mentioned are time-liness (X1),service accusation (X2), courtesy and sociability (X3), patient responsibility inhandling customers (X4), rashness in getting service (X5), hospitality (X6) andtangible (X7). Objective of this study is to analyze the influence of qualityservice toward costumers’ satisfaction level according to ISO 9001:2000standards. Research was conducted in Surakarta Samsat. In the effort ofcomptence competitiveness, every Samsat office, especially in Central JavaProvince increases quality. Standard of quality is not only a criterion to wincompetition, but it is also as a qualification in some government offices and inthe private sectors as well. This study used survey method, however, interviewand documentation data collection techniques are employed as well. Data wascollected from 150 motor cycle taxpayers. Accidental sampling technique wasapplied. Multiple regression analysis technique were manipulated. Based onregression analysis statistical technique, data show that each of sevenindependent variables has significant influence toward customers’ satisfactionpartially as well as simultaneusly. Thus, hypothesis stating that seven variablespredicted to have influence toward customers’ satisfaction are supported.Keywords: time-liness, service accusation, courtesy and sociability, patientresponsibility in handling customers, rashness in getting service, hospitalityand tangible, customers’ satisfaction.

Abstract

Poverty is a social phenomenon that is found in many societies withincountries. It is considered influenced by many factors. The aim of this study isto know the impact of poverty reduction policies undertaken by thegovernment toward the declining poverty rates and changes in the quality oflife of poor people. Research was conducted in the dwelling area at the bankof the railway at Pasar Senen, Jakarta. Result of the analysis reveals andconclude that: 1) Based on educational level of the people being studied, thepoor living along the railway mostly have low educational level and low skillthat make them only be able to engage in the informal sector works. 2) Thepoor in this region are not to live in healthy housing condition since betweenthe dwelling house and the railway is not saperated by permanent wall. 3)Based on the analysis of the policy addressing poverty reduction and theresult of identifying the suitability of the poverty reduction policy, researchresult shows that some formulated policies are not able to be implemented.This due to the some of formulated policy are not fit to the characteristics ofthe poor. 4) In implementing the program there is communication problembetween government officials with the public beneficiaries.Key words: poverty, poverty reduction policies, declining poverty rates.

Abstract

The objective of the study is to describe the implementation of the establishmentof the Village Consultative Council (Badan Permusyawaratan Desa/BPD.Research was conducted in Grogol Village, Grogol Sub-districk, SukoharjoRegency. In this study the Van Meter and Van Horn Donals’ theory isexercised. Persons selected as samples were Grogol Head Village, FormationCommittee Members, BPD Establishment of Supervisory Teammembers, Member of BPD in Grogol Village, and communityleaders. Qualitative research strategy was used as the approach of the study.Research result showed that the findings are consistent with the theory putforward by Van Meter and Van Horn Donals. Implementation of establishmentof the BPD was effective, in accord to Act No. 6 of 2006 on the VillageConsultative Council. Factors affecting the implementation of BPD among othersare misinterpretation among the committee members concerning theimplementation of the formation of BPD; some members were apathic andindifference.Keywords: Village Consultative Council, Committee Member, BPD Establishmentof Supervisory Team

Abstract

The purpose of this study was to determine how the implementation of theIndonesian Government Regulation No. 54 the year of 2005 on Debt LocalGovernment. Research site was conducted in General Hospital which is locatedin Surakarta. Government Regulation No. 54 the year of 2005 on debt localgovernment is the main legal basis for any areas that would make loans to localareas. The area is an element loan financing by local governments in carryingout the performance contained in Revenue and Expenditure (Budget). Policyimplementation, however, faces some obstacles that may occur that lead topolicy ineffectiveness. The method used in this study is a qualitative method.Data was coolected by employing interview and document study. Researchwas conducted in Unit of Surakarta Revenue Service Regional Asset WealthManagement, which enables to supply some information concerning theimplementation of regional loan policies. Framework used in this study used themodel of policy implementation proposed by George Edward III. Research resultshows that the communication, resources, disposition and bureaucraticstructure factors greatly affect debt local government policy implementation ofthe project development efforts in General Hospital of Surakarta. Other facorsaffecting are the level of understanding and different capabilities of eachindividual government officials who require uniformity in carrying out the tasksassociated to the implementation of Government Regulation No. 54 On DebtLocal Government.Keywords: debt local goverment, public policy implementation, government regulation.

Abstract

Village budget allocation is the manifestation of the village right. Such kind ofbudget is intended to grow and to develop the village based on communitydiversity, participation, indigenous otonomy, democratization, and empowerment.In such, baudget allocation is able to increase role of Local Government in servingand increasing community welfare. It is expected that left-behind areas can bedeveloped integrating into the area system developmet. Achieving suchobjectives, however, the implementation of budget allocation faces someobstructions. This study is intended to comprehend problems related to the villagebudget allocation. Research was conducted in Ilugawa Village, Ilugawa District,Mambramo Tengah Regency, Papua Province. Qualitative research method wasused in this study. Interview and documentation study were used as datacollecting method. Componential analysis technique was employed to analysisthe elements that are considered to have relational contradictory domains.Research result shows that the budget is implemented according to the existingprocedure, however, there is problem in writing report the budget responsibility. Itis needed to be assisted by the District Government level. Research result alsoshows that human resources, attitude of implementer, bureaucratic structure,bureaucratic environment, and standard as well as objective of policy impinge theimplementation of budget allocation. Other factors influencing budget allocationare village head domination in appointing the team members and thetransportation of construction materials.Key words: Village budget allocation, componential analysis technique, humanresources, attitude of implementer, bureaucratic structure, bureaucraticenvironment, standard of policy.

Abstract

Objective of this research is to know the problems relating to service ofResidence Identity Card in Sragen Sub Districk, Sragen Regency. One of themain task and function of Sub District Government level is to give service in fieldof residential affairs in general and in the field of Residence Identity Cardproduction in particular. In fact, however, people often complain due to thediscrimination by the Sub District official, unclear tariff, too bureaucratic, and lackof access to information. Such kind of service opens the opportunity of whatsocalled “red tape”. Relating to that fact, this research is interested in studyingservice given by the officials of Sub District level in the production of ResidenceIdentity Card. Imbedded case study method was used in this study.Respondents of this study were the government officials who are in charge toserve to produce Residence Identity Card, community member who appeal tohave Recidence Identity Card, and the brokers. They were selected as therespondents on the basis of purposive sampling. This research usedobservation, interview, and documentation study as the method of collectingdata. Interactive model analysis was used. To validate the data, triangulationdata and method were used. Research result shows that production ofResidence Identity Card has already worked effectively. It is shown by the factthat the production of Residence Identity Card conforms with need and desire ofthe service users. This proved by the fast and accurate service, and by theproffessional officias in charge. Some related probles of service appear,however, tecchnical and administrative problems such as turning off electricitypower, unreadiness of stock of form, limited computer, lack of administrativepersonnel obstruct service process. In general, service on production ofRecidence Identity Card is influenced by either internal or external factors.Internal factors include low reward or material incentive for the civil servants whoare in charge. External factors include the interest of service users and thenetwork of the brokers.Key words: Residence Identity Card, service, user, broker.

Abstract

This research is conducted to describe and to find some factors facilitatingand obstructing the implementation of National Program of Otonom RuralCommunity Empowerment (Program Nasional Pemberdayaan MasyarakatMandiri Perdesaan) in Tanon Sub District, Sragen regency in the year of2011. The program is intended to increase welfare and ability to find jobespecially for the poor. Fact shows, however, that the infrastructures are notmaintained by the program implementer, high amount of economic budget atthe sub district level is not made use. Theory advanced by Van Meter andVan Horn is applied in explaining the research problems. Descriptivequalitative method was used for describing in detail and depth the situationhappened in the field. Purposive sampling using snowball sampling was usedto select the respondents. Interactive analysis as suggested by Miles andHuberman was employed. To validate data, data triangulation method wasused. Based on research reslut, data show that the implementation of theprogram was run well, however, it needs more socialisation of the program,consistency of the program, and to inform the rural people more detail so thatpeople know the utilization of the program. Abstract

The objective of this research is to describe factors affecting the employeesperformance of the State Treasure Office in Surakarta. Three hypotheses areformulated. First hypothesis is that leadership factor, human resource factor,and organizational culture factor, partially influence the performance of theemployees of State Treasure Office in Surakarta. The second hypothesis is thatthe three factors influencing the performance of the employees of the Statetreasure Office are interrelated. The third hypothesis is that leadership factor,human resource factor, and organizational culture factor simultaneously affectthe performance of the performance of the employees of the State Treasure.Research was conducted in Surakarta. Amount of sixty respondents wasselected. Questionnaire and documentation data collecting techniques wereemployed. Simple as well as multiple regression and correlation are used toanalyse data. Research result shows that the first hypothesis is supported(significant at 0,000 level). The second hypothesis is also upheld (significant at0.000 level). The third hypothesis is also accepted (significant at 0.008 level).Result of data analysis suggest that there are intercorrelation between the threevariables predicted having influence the performance of the employees of theState Treasury Office.Key words: Leadership; human resource, organizational culture; performance of theemployee

Abstract

Implementation of the use control of subsidied fuel energy is based on theRegulation of Ministry of Energy and Mineral Resources Number 12 year of 2012.This research has two aims: (1) to describe the implementation of use control fuelenergy; and (2) to analyse factors affecting the obstacles the implementation ofthe use control of fuel energy in Surakarta Urban area. George C. Edward III ideawas implemented for approaching the research problems. Qualitative researchstrategy was used. Research was conducted in Surakarta Urban area. Interview,observation and library research were used to collect the data. Interctive analysismodel of data reduction, data display, and verification and conclusion drawing assuggested by Miles and Huberman is used to analyse the findings. Researchresult shows that the government has not already been well yet in controlling theuse of subsidied fuel energy. The government was still lack in socializing thepolicy. Research result also shows that the government was in a hurry insocializing their policy which impacted that the massege did not accept by the fuelenergy users clearly. It also seemed that the government was inconsistence inimplementing their policy. Unprofessional of human resources, lack of pertamaxoutlet, unclear information are factors affecting the obstacle of the implementationof the fuel energy use control. Research results also indicate that the limitationprogram of the using of fuel energy disobeyed by the government officials thatuse the official vehicles. Operators of fuel energy stations are not able toovercome this problem. Based on Energy and Mineral Resouces RegulationNumber 12 year of 2012 the its fragmentation of the bereaucracy is in charged toPertamina and fuel energy station to sell pertamax to official vehicles. BPH Migashas function as the inspector of the subsidied fuel energy using. Research resultssuggest that the quality of the sticker should be improved, sustainablesocialization must be done, and the inspection by the BPH Migas should beincreased.Key words: implementation, policy, use control, subsidied fuel energy.
