Abstract

Tourism is one of the largest foreign exchange earner sectors in Indonesia.This is shown with more development strategy of tourism promotion anddevelopment policy with the ecotourism approach that are friendly toenvironment. Government and community are the two main elements oftourism development policy. Development of mass tourism in Karimunjawabecome a major prop for the government. In terms of increasing local revenuesfor society, in the economic, social, cultural and educational. As for theenvironment, the development of mass tourism has tended to impactnegatively. Environment should get special attention, so that the level ofenvironmental damage to the ecosystem as a tourist attraction should be lower.The high possibility of damage to the ecosystem then force the goverment totake a new policy for Karimunjawa, such as, the development of mass tourismto ecotourism approach. Tourism is expected to bring the change for the benefitof the community, to give a good effect, in accordance with the existing policiesand objectives. This study is aimed to examine the effects that arise in theprocess of implementation of the tourism development policy in Karimunjawa,along with the monitoring, handling and the responsibility of the government ifwhat is happening have a negative impact. This research uses a qualitativeapproach, the method of taking data using in-depth interviews, the raw datafrom the various government agencies involved in the development of tourismin Karimunjawa, as well as the observation that done by researchers inKarimunjawa. In order to have data that more reliable and trustworthy. Resultsof the analysis showed: 1) there is an increase in local revenues in line with theincreasing number of tourists who visit the Karimunjawa. 2) Changes that haveoccurred such as people’s income and enforced many new jobs. 3) A change inpeople’s behavior ranging from children up to adolescence. The low level ofeducation or unstable personality, causing a person can easily influence byforeign cultures without having to be taught. 4) The principle of thedevelopment of mass tourism causing undeniable concern for communities tosustain tourism’s assets. It’s easy of making money instantly causing people ofreluctanting to try to develop economy creative and small business.Keywords: Impact, Tourism, Ecotourism

Abstract

Musrenbang an assessment of the most important results of theproposed program priorities of the community. Musrenbang is a forum toexpress the aspirations of the people, in the development process thatwill be implemented by the government. Musrenbang is the process ofadvancing every area ranging from rural/village, district,district/municipal, provincial and central.This study aims to determine the Musrenbang Buton 2014. This studyused a qualitative approach perspective. Qualitative research conductedin the state of nature (natural setting). The approach used is aphenomenological approach (post-positivist), which is described with theunderstanding than expected, with the working hypothesis thanpengujiann strict hypothesis, and the reciprocal relationship between theresearcher and the object of study rather than a separate observationon the part of the analyst.Implementation Musrenbang in Buton has gone through various stages,the procedures for making, Control, and Evaluation of theImplementation of the Regional Development Plan. In generalMusrenbang Buton can run well, although not in spite of obstacles andbarriers, both the organizers and of the implementation. From theorganizers, BAPPEDA as agency responsible for the implementation ofplanning forums without any significant obstacles.Musrenbang can be a strategic activity that is expected to accommodateinput of citizens in local development planning as a form of publicparticipation in the development of bottom-up to be harmonized with theactivities of the development programs of the government that is topdown. Musrenbang should be a strategic forum, however, from year toyear tends to decline in quality due to the emergence of communitysaturation.BAPPEDA as a planning agency should facilitate the establishment of afacilitator musrenbang at village / district and sub-district, preceded by atraining/ technical briefing before the circuit musrenbang implemented.In addition, the need for involvement of academics, community leaders,NGOs, and relevant stakeholders in the formulation of a preliminarydraft RKPD through public consultation into the draft RKPD as materialMusrenbang District.Keywords: Evaluation, Musrenbang, BAPPEDA

Abstract

This study belongs to survey with quantitative approach. Researchsample was the entire employee in Resource Management Irrigate theBengawan Solo Office counted 92 people what is taken by total sampling.Data collection technique used questionnaires. Meanwhile, data wasanalyzed by using multiple linear regressions analyze.Result of analyze was tcount value for the compensation variable equal to3,499 > ttable (1,988) by sinificant (p value) equal to 0,001 < 0,05. Thismatter was mean compensation have an influence on positive towardemployee performance. While tcount value for the career developmentvariable equal to 2,517 > ttable (1,988) by significant (p value) equal to0,014 < 0,05. This matter was mean career development have aninfluence on positive toward employee performance, and then tcount valuefor the work satisfaction variable equal to 3,027 > ttable (1,988) by sigificant(p value) equal to 0,003 < 0,05. This matter was mean work satisfactionhave an influence on positive toward employee performance. Result ofanalyze F test was obtained Fcount value (21,720) > Ftable (3,10) bysignificant (p value) 0,000 < 0,05. This matter was mean compensation,career development and work satisfaction by simultaneous have aninfluence on positive toward employee performance.Based on the result analyze can conclusion that compensation, careerdevelopment and work satisfaction individually and simultaneous have aninfluence on positive toward employee performance of ResourceManagement Irrigate the Bengawan Solo Office. From the conclusion canbe suggested in order to partly of office in effort improve the employeeperformance, require to consider the aspect of Employee RepairSubssidy and Employee Old Day Subsidy, for career development needmore paying attention of employee aspect and for work satisfaction, theparty of office more paying attention of work kind having the character ofto challange for all employee.Key word: Compensation, Career Development, Work Satisfaction, EmployeePerformance

Abstract

This research was intended to know the influence of leadership andmotivation toward the official performance. Reasearch was conducted atCulture and Tourism Office in Mid-South Timor Regency. Population of thisresearch were all officials working at that office. Total number of the officialwere 32. This research did not use sampling technique since all of the 32officials were observed. Questionnaire were employed as the instrument indata collection. Tests of validity and reliability of the instrument was appliedin this research. Simple as well as multiple regression analysis using SPSS16 version was manipulated to test the hypothesis. Based in research result,some conclusions can be derived: (1) there is positive influence ofleadership toward the official performance; (2) there is positive influence ofwork motivation uppon official performance; (3) there is simultaneus positiveinfluence of the leadership and of work motivation toward officialperformance. Researh result indicates that Adjusted R Square = 0,621; itmeans that the leadership and work motivation contribute simultaneously asmuch as 62,1 %. The rest, i.e. 37.9% of the official performance is influenceby variables other than the leadership and work motivation. The othervariables mentioned might be the official professionalism, carreerdevelopment, organizational culture, and others that is recommended fordoing further research in that matter.Keywords: official performance; leadership; work motivation.Pendahuluan

Abstract

This study aimed to describe the quality of public services of RecidentialIdentity Card (Kartu Tanda Penduduk - KTP) and Family Identity Card(Kartu Keluarga - KK). Research was conducted at the Sub-District Office ofGondangrejo Karanganyar Regency. In order to measure the quality ofpublic services of those two cards, theory of service standard of Mahmudiwas exercised. The method used is descriptive qualitative. Data wascollected using interview and documentation collecting techniques.Sampling method of this study was purposive sampling employing snowballand accidental samplings methods. Informants in this study were the StaffHead of KTP public service and of KK and the costumers applying to haveKTP and KK. To validate the findings, data triangulation was employed.Interactive analysis model as suggested by Miles and Huberman wasmanipulated in this research. Based on research finding, it is concluded thatthe quality of public service of KTP card and of KK card, when it ismeasured from the aspect of procedures, it was found that fhe applicantsdid not face complex and complicated procedures. They were just requiredto have a letter of introduction issued by village head and a copy of the KKcard. Interms of time-needed, the completion needs short time because theprocessing of KTP and KK cards are supported by adequate computerequipment, thus inefficient matter of time before the service process can befinished optimally. Interms of cost of public services, it is found that the costof KTP and KK are free of charge. Research result also indicated that theproduct of KTP and KK cards are found good in which almost all of KTP andKK are printed in accordance with the applicants’ identity. Viewing from theexisting facilities, applicants satisfy with the supporting facilities available inthe office in general, however, they said that they did mot satisfy withcleanliness of the toilets and parking areas. Custumors were also complaintdue to the absence of saperated area between the parking area foremployees and for the customers. Dealing with the competency of theemployees, the applicants of KTP and KK said that the employee found tobe qualified in doing their tasks and they were also responsive to thecustomers’ compalaint.Keywords: public services quality of public service, Recidential Identity Card, FamilyCard, procedure, time completion.

Abstract

This research aimed to study village autonomy related to financialmanagement in the Village of Baruta Lestari Sangia Wambulu Sub-districtButon Regency. Theories related to village autonomy as the manifestation ofgovernmental authority delegation for regulating government tasks toautonomous local goverment in the system of Unified Nation of Republic ofIdonesia were exercised. Qualitative research approach was employed.Participatory observation and unstructured interview data collectingtechniques were employed for collecting the data. Rsearch result indicatedthat (1) Baruta Lestari Village already has fullfill financial managementrelated to Village Income and Expenditure; (2) there is lack of Naturalresources in Baruta Lestari; (3) arrangement of Village Income andExpenditure was decided togatherly by Village Head, Head of House ofVillage Representative (BPD), Village Treasurer, Women Assciation forFamily Welfare (PKK), Head of Village Youth Association (Karang Taruna);Head of Local Community, Informal Community Leaders, and by TraditionalLeaders which are organized as the Institution of Village Consultation (LMD);4) implementation of village financila management was found ineffective; (5)report of financial responsibility is not timelines; and (6) budget realizationhas not already fullfilled village expenditure needs.Keyword: village autonomy; financial management; village autonomy; Village Incomeand Expenditure.

Abstract

This research aimed to provide an overview of the implementation of law no.14 of 2008 concerning the openness of public information at Resort PoliceOffice in Klaten Regency. This research also aimed to find out supporting aswell as inhibating factors that are considered to affects the implementationand the strategies to implement the defined policies. It is also expected thatbased on research result, recomendation can be formulated concerning theimplementation related to some policies implementation of Law no.14 theyear of 2008. This research exercised Van Meter Van Horn theory dealingwith the various factors affecting policy performance. However, this researchwas aimed to emphasize on studying the process of policy implementation.Case study method was employed for describing in detail and in depth thefacts happened in the research site. Purposive sampling technique wasimplemented. Interactive analysis model as suggested by Miles andHuberman was employed in this study. To validate the research finding, datatriangulation was applied. Research results shows that Resort Police Officein Klaten Regency has already implemented openness policy concerningpublic information accords to the technical operation instructions. Someimprovements related to the implementation of the policy, however, are stillneeded. The needed improvement that are suggested among others are therecruetment of the employee working in Public Relation Section, moresupporting facilities, improving facilities, increasing communication andcoordination unit.Keywords: implementation, openness, public information
