Telkom Indonesia, Tbk RegionalDivision V East Java Telecommunication Regional Office In WestSurabaya In Weaving Industry In The Village Of Wedani, CermeSubdistrict – Gresik Regency East Java”. Public Administration, Dr.Soetomo University Surabaya.The Partnership and Community Development Program (PKBL) is aprogram to improve the ability of small businesses to become resilientand independent through the use of funds from the profits of state-ownedenterprises (BUMN). The obligation for BUMN is stated in the Ministerof State-Owned Enterprises Regulation Number 05 / MBU / 2007 whereBUMN are required to set aside 2% of their net profit for PKBL. Thisstudy wants to describe how the implementation of PKBL PT. TelkomIndonesia, Tbk Regional Division V East Java Regional Office ofTelecommunications (Kandatel) West Surabaya in Weaving GloveIndustry in Wedani Village, Cerme District, Gresik Regency, East Java.The methodology of this research is qualitative descriptive. The analysisof this study using the Merille S. Grindle policy implementation modelincludes process factors, achievement of policy objectives, publicsupport, resources, communication, implementer programs andcompliance-responsibility. The loan process runs smoothly because thefostered partners can fulfill the specified requirements but in the processof repayment the installments are not running smoothly. PKBL hassucceeded in achieving its stated goals despite its success varies amongthe fostered partners. Public support is shown by the number of fosteredpartners applying for capital loans with consideration of low interest,flexible requirements and there are various programs to help themsucceed in achieving their business goals. Resources from PT. Telkomhas worked optimally because it has carried out socialization, assistance,monitoring and guidance so that a maximum of 100 million loans aresufficiently absorbed by the trained partners with a variety of loans.Communication has been carried out continuously to obtain measures ofachievement of results and levels of satisfaction. The implementation program continues to be carried out quite a lot, not only soft loanassistance, but also followed by online marketing techniques, training onwebsite marketing for woven sarong products, and facilitatingparticipation in home industry product craft exhibitions, management ofwoven glove cooperatives in Wedani village, and internet networkinstallation. . Abstract

This study examines the level of dependence (flypaper effect) and theeffect of regional transfer funds, in this case the General AllocationFund (DAU), Special Allocation Funds (DAK) and Regional OriginalIncome (PAD) for Regional Expenditures. While the location of thestudy was conducted in nine cities and 29 districts in the East Javaregion of the 2010-2017 series.Based on the t test (partial) the regional transfer funds consisting of theGeneral Allocation Fund (DAU), Special Allocation Fund (DAK) andRegional Original Revenue (PAD) have a positive and significant effecton regional expenditure (Regional Expenditure). This means that theexistence of DAU, DAK and PAD in each city and district contributesto the ability to increase regional spending,However, in the analysis of the dependence of the budget from 38districts and cities, only four cities / districts did not show symptoms ofthe fly paper effect, namely Malang City, Surabaya City, TulungagungCity and Jember. While 34 cities / regencies show symptoms ofbudgetary dependence from central transfer funds or symptoms offlypaper effects. This symptom of the flypaper effect is caused by theaccumulation of regional budget in 34 cities and districts, thecomposition of the contribution of PAD is lower than DAU and DAK.Suggestions from researchers for 34 cities / regencies in East Java tooptimize development transfer fund assistance in accordance with LawNo. 33/2004 in order to improve financial capacity and regionalindependence in development spending. Abstract

the performance of Population and Civil Registration Agency ofKaranganyar needs continuously carried out and improved to realizebetter implementation of population administration.The research purposewas described performance Population and Civil Registration Agency ofKaranganyar Regency in population administration services.Performanceis a multidimensional construct, the measurement also varies dependingon the complexity of the factors that build up the performance. Theperformance assessment indicator was used performance assessmentindicator from Agus Dwiyanto (2006: 50-51) consist of productivity,service quality, responsiveness, responsibility, and accountability.This isqualitative descriptive research.The research was carried out inPopulation and Civil Registration Agancy of Karanganyar.The data wereused primary and secondary data.Data collection techniques were usedinterviews, observation, and documentation.The research informants areheads of fields and staff of the Population and Civil Registration Agencyof Karanaganyar and the people who use products/services.Data analysistechnique was used Miles and Huberman’s active model. The validitydata testing was used triangulation techniques.Based on the researchresults, it can be concluded that 1) the productivity of the issuance ofpopulation documents reaches 87%;2) The Population and CivilRegistration Agency of Karanganyar Regency has provided threecounters to serve the issuance of population administrations;3)Responsiveness in the issuance of population documents was evidencedby the responsive in receiving input and complaints from the public;4)Responsibility in the population administration services was indicated bythe fulfillment of regulations on the issuance of populationadministration;and 5) Accountability in population administration wasindicated periodic accountability report to the administrative publicofficials.Key words: productivity, service quality, responsiveness, responsibility,accountability

Abstract

The purpose of this study is to describe a performance Integrated povertyreduction Service Unit (UPTPK) in the repair of the House is not Livablein Sragen.Type of this research is a descriptive qualitative research. Theresesrch colleced of data using interviews and documentation. Thevalidity of the data using a data triangulation in which researchers usemultiple data sources to collect the same data. Data analysis techniquesusing interactive analysis. Based on the results of the research on theperformance of the policy of home repairs are not feasible based on theregulations of Regent Sragen number 11 Year 2017 About Guidelines thegranting of social assistance Expenditures shows that organizationalperformance UPTPK Sragen is already optimal. It appears from theproductivity performance of UPTPK Sragen district in homeimprovement is not Livable (RTLH) can be said to have succeeded. Thisis apparent from the presence of targets that have been set byperformance UPTPK Sragen district that already can be achieved to themaximum, that is, the number of home is not livable as much 61,729units have done the repair as much of the 60,716 units or reach 98.36%.UPTPK responsiveness Sragen district in home improvement is notLivable (RTLH) can already be said either. Quality of service UPTPKSragen district in home improvement is not Livable (RTLH) can alreadybe said either. Accountability UPTPK Sragen district in homeimprovement is not Livable (RTLH) can be said to be quite good. Incarrying out its work, the obstacles experienced by UPTPK divided intothree things, namely, infrastructure, budget, and human resources (HR).In terms of facilities and infrastructure are still limited. In terms ofbudget, a budget that is related to the limited number of budgets for eachhelp only Rp 7.5 million. Abstract

The study purposes were examined (1) the effect of competence,motivation, and work environment on performance of urban villageofficers in Karanganyar Sub District of Karanganyar Regency; (2) theeffect of motivation on the performance urban village officers inKaranganyar Sub District of Karanganyar Regency; (3) the effect ofcompetence on performance of urban village officers in Karanganyar SubDistrict of Karanganyar Regency; and (4) the effect of work environmenton performance of urban village officers in Karanganyar Sub District ofKaranganyar Regency. This study was used descriptive research withquantitative approach. This research objects are urban village officer inKaranganyar Sub-district, Karanganyar Regency. The samplingtechnique was used random sampling. The study data were used primaryand secondary data. Data collection techniques were used questionnaires,observations, and documentation. Hypothesis testing was used t test andF test. The study results were shown that: (1) Work motivation,competence, and work environment simultaneously influences to theperformance of urban village officers in Karanganyar Sub District ofKaranganyar Regency; (2) Motivation is influences to the performance ofurban village officers in Karanganyar Sub District of KaranganyarRegency; (3) Competence is influence to the performance of urbanvillage officers in Karanganyar Sub District of Karanganyar Regency;and (4) Working environment is influence to the performance of urbanvillage officers in Karanganyar Sub District of Karanganyar Regency.Keywords: motivation, competence, work environment, performance

Abstract

Village funds allocation policy, is a form of government policy in orderto support the autonomy of the village in the financial field that iscurrently implemented using Law Number 6 year 2014, which causesfunds transfer to the Government The village is increasing with the aimthat the village government can be more independent of organizing publicservices to the community and access to the welfare distribution of thevillage community for the better. The implementation of ADD policy inJetiskarangpung village of Kalijambe District has been running from2015 until now which is expected to improve the development,empowerment and economimi of society. This research aims to know andanalyze and evaluate the policy of village fund allocation in villagedevelopment in Jetiskarangpung village, Kalijambe District, Sragen hasfulfilled the effectiveness, efficiency, adequacy, alignment ,responsiveness and accuracy. This research uses qualitative descriptivemethods. Primary data sources are village heads, village devices andpublic figures, while secondary data are documents relating to theresearch variables. The data collection techniques used are interviews anddocumentation. Data analysis techniques use qualitative analysisconsisting of data reduction processes, data presentation, and datawithdrawal stages and data verification.The results showed that: (1) The Village Fund allocation policy inJetiskarangpung Sub-district of Kalijambe district of Sragen wasimplemented in accordance with the results of the Village developmentdeliberation, which is taken from the results of all public inputs, and isbased on Regulations, which need to be continued for the next yearperiod. Village Fund allocation policy in Jetiskarangpung village hasfulfilled the criteria of effectiveness, efficiency, adequacy, grading,responsiveness and accuracy. Abstract

The purpose of this study is to determine the strategy of Boyolali DistrictElection Commission in increasing the level of disability participation inBoyolali District. The type of research used in this study is qualitativedescriptive. Boyolali District election Commission conducted research.The data used is primary data and secondary data. Data collectiontechniques incloud interviews, observations, and documentation. Dataanalysis techniques using the Intractive model Miles and Huberman. Abstract

The performance of the apparatus determines the quality of the servicesprovided. This study aims to describe the influence of leadership andmotivation on the performance of apparatus in Mojolaban sub-district,Sukoharjo Regency. The research method used to achieve the researchobjectives is a quantitative approach. Sampling in this study uses censusresearch, in this case the Apparatus of Mojolaban District numbered 34people, and 14 Village Heads. The total number of samples used is 48Apparatus. The results showed that leadership, motivation andperformance of the apparatus in Mojolaban Subdistrict, SukoharjoRegency were good. The results also show that leadership and motivationhave a positive effect on performance. leadership and motivation together(simultaneous) have a positive and significant effect on the performanceof the apparatus in Mojolaban Subdistrict, Sukoharjo Regency. thecontribution or influence given by the leadership and motivation variableson the performance of the apparatus in Mojolaban Subdistrict, SukoharjoRegency is 48.7% while the remaining 51.3% is influenced by otherfactors not examinedKeywords: Leadership, Motivation, Performance
