Abstract

Tulisan bertujuan untuk memberi pemahaman kepada pemerintah agar dalam membangun orang Papua haruslah menggunakan pendekatan budaya dari pada menggunakan pendekatan keamanan yang tidak akan menyelesaikan masalah sosialnya. Orang Papua terdiri dari 254 suku bangsa yang mendiami 4 zona ekologis, yaitu : (1) zona rawa, pantai dan sepanjang aliran sungai; (2) zona dataran tinggi; (3) zona kaki gunung dan lembah-lembah kecil; dan (4) zona dataran rendah, pesisir dan kepulauan. Orang Papua tersebar mendiami 4 zona tersbut, sehingga untuk membangun mereka tidak bisa menyamaratakan mereka karena karekteristikan budaya mereka berbeda sesuai dengan zona yang mereka diami. Dikemukakan pula beberapa kasus pembangunan yang gagal akibat dari pembangunan yang sifatnya top down sehingga bertentangan dengan karakteristik budaya mereka yang telah dibangun sejak nenek moyang mereka. Melalui tulisan ini, pendekatan budaya disarankan harus digunakan sebagai media pembangunan paling penting untuk suatu perubahan. Kata Kunci : Pendekatan Budaya, Orang Papua

Abstract

The meaning of The Phsycological test in this paper is a set of test instruments to measure various aspects of phsycological usual, suchas intelligence, interest, personality, and so the others have been treated so that it has sufficient validity and rehabilitation or quite high and usually already in standarsize. From the phsycological test mean, we can see the two are important, namely the validity and rehabilitation. The meaning of validity is statue or correspondence between the measurement results with what you want in the measure, while rehabilitationis constancy in the measurement.

Abstract

Introduction : Citizens Charter indicates the rights and services available to the public, service procedures, forms available services and community obligations that must be met (Haque, 2005). Objective : This paper seeks to examine the prospects and challenges of implementation of Citizens Charter as a public service innovation in Jayapura subdistrict health center. Method of approach : the scope of this paper started in 2000 until today, especially with regard to the implementation of public service experience of the health sector and implementation of Citizens Charter in Indonesia and based on secondary sources of information, and using a combination of descriptive and analytical methods. Study Results : This paper shows that despite the bureaucratic reform, especially public services have stepped into the right direction, the impact has so far been less than expected. Despite some reforms and improvements they have made in the provision of services, the public continues to suffer from bureaucratic inefficiency, corruption and a host of other problems, so it shows the gap between the rhetoric and reality of public management reform in Indonesia. It is expected to be the opportunities and challenges for scholars interested in public management (Citizens Charter)-either in academics or policy makers, especially in the implementation in Jayapura . Conclusions : Implementation of the Citizens Charter will efficiently and effectively if attention to some factors : campaigns and dissemination of all stakeholders should be designed and carried out innovative, effective and sustainable to obtain a change of attitude and cultural wisdom ; involve staff in each formulation and implementation ; must have a mechanism structured on monitoringand evaluation, and preferably through an independent agent. Abstract

The processes of buildings and environments arrangement consist of development activities that are technical planning and construction, utilization, conservation, buildings and the environment demolition. Heritage area / building can be defined as the area that has connection with the past life more than 50 years, which may be buildings, settlements or other public facilities that are used collectively. The development progresses that have occurred over two decades ago are often implemented only based on economic considerations and the function of the area. The tendency is to ignore the considerations of tradition and history. The change of social and culture values happen as a global phenomenon which tend to emphasize the value of the economic benefit / financial. Revitalization undertaken by the Ministry of Public Works through the PIU Building Planning and Environment (PBL) in the Papua Traditional Settlement Region in Kampung Waisaput Distric Wamena, Jayawijaya, Papua in 2009, is an attempt to change the place to be used for a more appropriate function. The meaning of appropriate function here is the uses that do not require drastic changes, or just bring minimal impact. How the revitalization impact on the Dani socio-cultural systems will be assessed using Malinowskis theory of functionalism to understand the function of culture to human needs. And the use of the theory of traditional houses is to illustrate how the traditional house shape in one region and culture can be different. If the revitalization can increase the social and cultural value of the occupants, then what steps that need to be considered that are applicable in other activities to improve the quality of development in the traditional societies live. Therefore, this study seeks to give an idea, what the impact of government programs (in this case the traditional neighborhood revitalization by the Ministry of Public Works) to change the culture of the Dani system from the perspective of functionalism and traditional houses theory are. The study of traditional settlements equipped with description and view from architectureal theory as a foundation for the theory of residential areas revitalization in architectural research.
