Abstract

This article aims to elaborate on whether the openness of spatial data by the government has an implication for the formulation of government policies. The case was taken in two provinces, namely the East Java provincial and the Special Capital Region (DKI) Jakarta. The case study method was conducted by referring to a database of documents, journals, news and books relating to the spatial data visualization and provincial government policies. ArcGis application is also used as one method of presenting data. As a result of the elaboration by using the concept of models open government data (OGD) and spatial policy-making, this article discovers facts that models of OGD in East Java are at the four-stage which is data integration between government and social data. However, DKI Jakarta shows the stage of OGD models is in integration government data stage. Both provincial showed that the policy-formulation for Covid-19 are not based on spatial data. Therefore, it can be assumed policy for handling Covid-19 is not effective. Both of provinces shows continually increasing cases of Covid-19 positive patients. These two provinces are predicated as the highest level of Covid-19 cases in Indonesia. From a practical point of view, Indonesia needs to implementing spatial data-based policies to break the Covid-19 chain, as this kind of policy orientation has been successfully implemented by Taiwan which has been successful tackling Covid-19.

Abstract

Pembangunan infrastruktur Jalan Tol Padang-Pekanbaru sedang gencar dilakukan. Permasalahan pembangunan bermula pada proses pengadaan lahan yang lambat dimana proses negosiasi tidak berjalan lancar. Penelitian ini bertujuan untuk mengetahui faktor penyebab negosiasi antara pemerintah dan warga setempat dalam pembangunan ruas jalan tol Padang-Sicincin tidak berjalan lancar serta mencari solusi agar dapat memaksimalkan sumber daya yang ada. Hasil dari penelitian ini yaitu terdapat beberapa alternatif kebijakan; studi kelayakan terhadap alternatif; rekomendasi kebijakan dalam 3 jangka waktu yaitu 5 program rekomendasi jangka pendek dengan jangka waktu 1 hari hingga 6 bulan, 5 program rekomendasi jangka menengah dengan jangka waktu 5 tahun, dan 5 program rekomendasi jangka panjang dengan jangka waktu 20 tahun; uji alternatif; dan pemberian saran kepada pihak terkait. Penelitian ini menggunakan metode kualitatif dengan sumber data yaitu data sekunder. Teknik pengumpulan data yang penulis gunakan adalah Studi Kepustakaan. Analisa data yang digunakan dalam penelitian ini yaitu analisis deskriptif.

Abstract

Pandemi berkepanjangan selama dua tahun terakhir telah memaksa pemerintah indonesia untuk lebih berdaya di bidang pangan. Hal ini dikarenakan pembatasan mobilitas berpengaruh pada supply chain bahan pangan. Untuk mewujudkan ketahanan pangan bukanlah perkara yang mudah, salah satu masalah yang harus dihadapi adalah keterbatasan lahan khususnya di area perkotaan. Solusi yang dapat diambil adalah dengan melalukan urban farming. Kampung Sayur Bausasran merupakan daerah di Yogyakarta yang berhasil melakukan pemberdayaan masyarakat untuk menerapkan urban farming. Keuntungan dari pemberdayaan ini adalah menciptakan ruang terbuka hijau di area perkotaan, menumbuhkan ketahanan pangan, serta menciptakan kampung wisata di tengah kota yang mampu meningkatkan perekonomian masyarakat. Penelitian ini menggunakan teori pemberdayaan komunitas dalam melaksanakan urban farming untuk mendeskripsikan mengenai metode serta pembagian peran yang dilakukan dalam pemberdayaan masyarakat di Kampung Bausasran Yogyakarta. Pengumpulan data dilakukan melalui wawancara, observasi serta studi literatur mengenai pelaksanaan pemberdayaan. Hasil yang didapatkan adalah  (1) urban farming memaksimalkan fungsi lahan pekarangan, dinding, ruang terbuka hijau, dinding jalan dan gang sebagai media penanaman sayuran, (2) aktor yang berperan penting dalam pemberdayaan urban farming adalah pemerintah, NGO, masyarakat, petani, perusahaan, donor, aktifis, relawan, akademisi, (3) faktor yang mendukung keberhasilan urban farming adalah dukungan sosial, institusional, ekonomi, ekologi, spasial, kondisi alam. Kata Kunci: Pemberdayaan Masyarakat, Urban Farming, Pandemi

Abstract

The implementation of the Regional Head General Election amid the COVID-19 Pandemic has become a challenge for regional election organizers, namely the General Election Commission, one of which is in the City of Medan. Starting from the change in the timing of the Pilkada, to the obligation to ensure a smooth democratic party by implementing health protocols, presents several challenges, especially in the implementation of the Medan City Election. In this study, the author will conduct a descriptive qualitative research type to conduct in-depth research related to the implementation of regional head elections in Medan City. The results of this study found that the implementation of PKPU policy no. 6 of 2020 at the Medan City KPU has been good with few findings, namely in the aspect of resources, the implementation of PKPU No. 6 of 2020 had experienced problems due to an increase in the budget forfulfilmentlment of health protocols that had not been previly planned. In addition, the KPU an actor is the main actor who has a significant role in the implementation of the Pilkada in Medan City. In terms of adjustments made in the 2020 Medan City election, it is related to the limitation of the number of people and the imposition of sanctions for candidate pairs if they present a crowd at each stage of the Pilkada. Keyword: Handling of the COVID-19 Pandemic, Evaluation of Public Policy Implementation, DKI Jakarta Province

Abstract

The purpose of this research is to determine how effectively the DKI Jakarta Province's COVID-19 pandemic management plans have been implemented. Although the government of DKI Jakarta Province has implemented a number of strategies to combat the COVID-19 pandemic, they are unable to halt the virus's spread. This study employs literature research techniques. This research intends to incorporate pertinent literature and data in order to produce a comprehensive article; consequently, literature research is utilized in this article. This study shows that the efforts and policies of the DKI Jakarta Province government have not stopped the spread of COVID-19 in DKI Jakarta Province. Policies and handling efforts are still being thwarted by large-scale social restrictions imposed by the government, community dissatisfaction with health standards, and ineffective coordination between the federal and local governments.
