Abstract

Abstrak : Jalan I Gusti Ngurah Rai merupakan jalan Arteri Primer sebagai jaringan penghubung pusat-pusat aktivitas yang bersifat vital di daerah Bali Selatan, dimana pada sepanjang ruas Jalan mulai dari Persimpangan Jl. I Gusti Ngurah Rai – Jl. Perum Taman Griya  sampai Persimpangan Jl. I Gusti Ngurah Rai – Jl. Siligita sering terjadi masalah tundaan perjalanan lalu lintas. Hal tersebut mempengaruhi nilai waktu dan biaya operasional kendaraan ( BOK) yang berdampak terhadap biaya perjalanan. Penelitian ini akan menganalisis kinerja ruas jalan I Gusti Ngurah Rai dan biaya perjalanan akibat tundaan lalu lintas yang terjadi pada ruas jalan tersebut. Penelitian ini dilakukan selama 12 jam pada pukul 07.00-17.00. Analisis kinerja ruas jalan menggunakan Peraturan Manual Kapasitas Jalan Indonesia (MKJI). Pada analisis biaya perjalanan terdiri dari nilai waktu kendaraan yang dihitung berdasarkan data PDRB (Produk Domestik Regional Bruto) Provinsi Bali dimana menunjukan nilai pendapatan perkapita per satu orang penduduk dan biaya operasianal kendaraan untuk kendaraan ringan dan kendaraan berat menggunakan metoda PCI (Pasific Consultan Internasional ) dan untuk sepeda motor menggunakan  metoda yang digunakan oleh DLLAJ Provinsi Bali Konsultan PTS 1999. Kinerja ruas jalan I Gusti Ngurah Rai pada segmen 1 dan segmen 2 menghasilkan tingkat pelayanan C dimana arus stabil, kecepatan mulai dibatasi oleh kondisi arus lalu lintas, pengemudi dibatasi untuk memilih kecepatan. Besarnya BOK untuk ruas jalan tersebut yaitu sebesar  Rp 53.340,70 per hari atau Rp 14.081.945,40 per tahun.Abstract : Way I Gusti Ngurah Rai is a primary artery connecting the centers of the network activity that is vital in the area of ??South Bali, where in all the segments starting from the Cross Roads Jl. I Gusti Ngurah Rai - Jl. Perum Griya to Crossroads Park Jl. I Gusti Ngurah Rai - Jl. Siligita common problem of traffic delays. It affects the value of time and vehicle operating cost (VOC), which have an impact on travel costs. The primary data obtained through the survey for 12 hours at 7:00 a.m. to 5:00 p.m.. Analysis of the performance road use regulations Jalan Indonesia Manual Capacity (MKJI). In the analysis of the travel expenses consist of the time value of vehicles is calculated based on the data GRDP (Gross Regional Domestic Product) of Bali which show the value of per capita income and the cost of a person resident operasianal vehicles for light vehicles and heavy vehicles using the method of PCI (Pacific Consultants International) and for motorcycles using the method used by the Bali Provincial Consultant DLLAJ PTS 1999. Performance of the street I Gusti Ngurah Rai in segment 1 and segment 2 produced a level of service C where the flow is stable, the speed began to be restricted by traffic conditions, the driver is restricted to select the speed. The VOC for road sections I Gusti Ngurah Rai is Rp 53,340.70 per day or $ 14,081,945.40 per year.

Abstract

Abstrak : Sistem manajemen mutu merupakan suatu standar sistem, bukan standar produk, dimana dalam penggunaan standar sistem pelaksanaan pekerjaan yang akan dilaksanakan direncanakan dengan sistematis. Dalam upaya mengetahui wujud aplikasinya dilapangan, maka dilakukan penelitian mengenai implementasi  sistem manajemen mutu ISO 9001:2008 pada proyek Alaya Resort Ubud, dimana PT.Tunas Jaya Sanur  sebagai kontraktor dan PT. Ratio Construction sebagai Pengawas proyek.  Tujuan dari penelitian ini adalah untuk mengetahui tingkat implementasi standar sistem manajemen mutu ISO 9001:2008 dan kendala dalam implementasi pada proyek pembangunan Alaya Resort Ubud. Untuk mengetahui tingkat implementasi standar mutu ISO 9001:2008 maka dilakukan observasi dan wawancara menggunakan kuisioner dengan 126 pertanyaan. Penilaian tingkat implementasi  standar mutu ISO 9001:2008 ini didapat dengan metode skor audit dan skala pengukuran variabel menggunakan skala likert. Hasil analisa tingkat implementasi standar mutu ISO 9001:2008 adalah “Sangat Baik” dengan persentasenya sebesar 88,57%  (80%-100%) dan kendala dalam implementasi  ISO 9001:2008 adalah adanya beberapa kegiatan di proyek yang tidak didokumentasikan serta kurangnya konsistensi para staff melaksanakan  prosedur operasi sistem manajemen mutu sehingga implementasi  ISO 9001:2008 belum mencapai 100%.Abstract : The Quality Management System is a system standard, non-standard products, where the use of a standard system implementation of the work to be carried out systematically planned. In an effort to determine the form of the application field, then conducted research on the implementation of the quality management system ISO 9001:2008 in the project Alaya Resort Ubud. The PT.Tunas Jaya as contractor and PT. Ratio Construction as project supervisor. To determine the level of implementation of the ISO 9001:2008 quality standard observations and interviews using a questionnaire with 126 questions. Assessment of the level of implementation of the ISO 9001:2008 quality standard is obtained by the method of audit scores and make use of the variable measurement scale Likert scale. The results of the analysis of the level of implementation of the ISO 9001:2008 quality standard is "Very Good" with the percentage of 88.57% (80% -100%) and the constraints in implementing ISO 9001:2008 is the presence of some of the activities in the project that can not be documented and the lack of consistency of the staff implement operating procedures so that the quality management system ISO 9001:2008 implementation has not reached 100%.

Abstract

Abstrak : Mutu adalah suatu citra yang sangat didambakan oleh setiap kontraktor dalam memberikan jasa kepada pemilik proyek, baik dalam hal jasa pelayanan maupun jasa produksi. Pengertian mutu dalam konteks industri jasa konstruksi dapat didefinisikan melalui berbagai pendekatan, tetapi pada prinsipnya adalah conformance to requirement, yaitu hasil yang dikerjakan sesuai dengan apa yang diisyaratkan atau yang distandarkan. PT. Tunas Jaya Sanur sebagai suatu perusahaan yang bergerak pada bidang jasa konstruksi telah mendapatkan sertifikat ISO 9001:2008 dan menerapkannya dalam pelaksanaan proyek-proyek jasa konstruksi, salah satunya pada proyek pembangunan Apartment & Shopping Arcade Sea Sentosa Hotel. Permasalahan yang diangkat adalah bagaimana penerapan standar mutu ISO 9001:2008 dan faktor-faktor apa yang menjadi kendala dalam penerapan standar mutu yang mempengaruhi nilai penerapan ISO 9001:2008 pada proyek pembangunan Apartment & Shopping Arcade Sea Sentosa Hotel. Dalam pelaksanaan proyek konstruksi tersebut, maka dilakukan wawancara dengan personil yang terkait dalam pelaksanaan proyek konstruksi dan observasi pada pelaksanaan konstruksi tersebut. Penilaian penerapan standar mutu ISO 9001:2008 (klausul 4 sampai dengan klausul 8) ini didapat dengan metode skor audit dan skala pengukuran variabel menggunakan Skala Likert. Dari hasil analisis data penerapan standar mutu ISO 9001:2008 pada proyek pembangunan Apartment & Shopping Arcade Sea Sentosa Hotel didapat persentase rata-rata penilaian penerapan klausul 4 sampai dengan klausul 8 sebesar 85,69% termasuk kategori sangat baik (81% ? Skor ? 100%). Faktor-faktor yang menjadi kendala dalam penerapan ISO 9001:2008 adalah faktor tenaga kerja (SDM), metode atau prosedur kerja, dan material atau form atau dokumen.Abstrack : The image quality is a very coveted by any contractor in providing services to the project developer, whether in respect to service production and services. Understanding the quality of construction in the context of the service industry can be defined through various approaches, but can in principle is conformance to requirement, that is the result of work to be done in accordance with what standaritation. PT. Tunas Jaya Sanur as a company that moves in the fields of construction service has certificate 900:2008 and apply it in the implementation of construction projects, services one of them is the construction of apartment & shopping arcade sea sentosa the hotel. The problems raised is how the implementation of standards certificate is given 9001: 2008 and factors what becomes an obstacle in the implementation of standards of quality that affects the value of the application of iso 9001: 2008 on the construction of apartment & shopping arcade sea sentosa the hotel. In a construction project, the implementation of the then done an interview with personnel involved in the implementation of a construction project and observation on the implementation of construction. An assessment of the implementation of standards certificate is given 9001: 2008 ( a clause with a clause 4 to 8 ) is obtainable by method score audient and a scale of measurement variable using a scale likert. From the analysis of data the implementation of standards certificate is given 9001: 2008 on the construction of apartment & ampères. ; shopping arcade sea sentosa hotel acquired a percentage of the average an assessment of the application of a clause with a clause 4 to 8 % as much as 85,69 in the category of very good (81% ? Score ? 100%). Any factor that becomes an obstacle in the implementation of iso 9001: 2008 is a factor of manpower, the method or procedure work, and material or form or document.

Abstract

Abstrak: Pembangunan pusat perbelanjaan Hardy’s di Tabanan tentunya membawa dampak terhadap jalan dan lingkungan di Kabupaten Tabanan khususnya di wilayah perkotaan. Dengan adanya aktifitas di Hardy’s Tabanan, seperti adanya kendaraan keluar masuk, pejalan kaki yang menyeberang, adanya kendaraan berhenti atau parkir tentunya akan mempengaruhi kinerja ruas jalan di depannya yakni ruas jalan Ir. Soekarno. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis bangkitan perjalanan yang ditimbulkan akibat beroperasionalnya Hardy’s Tabanan dan pengaruhnya terhadap kinerja ruas jalan By-pass Ir. Soekarno Tabanan. Untuk menganalisis kinerja ruas jalan digunakan MKJI 1997 yang meliputi : kapasitas, derajat kejenuhan, kecepatan dan tingkat pelayanan. Dari hasil evaluasi didapat  bangkitan perjalanan berkisar antara 0,5 smp/jam sampai 70 smp/jam. Kondisi terendah terjadi pada interval waktu 07.00-08.00 WITA dan tertinggi pada 13.00-14.00 WITA dan 19.00-20.00 WITA. Jam puncak pada pagi hari terjadi pada pukul 09.45-10.45 WITA sebesar 62 smp/jam. Jam puncak siang terjadi pada 13.0-14.00 WITA sebesar 70 smp/jam. Jam puncak sore terjadi pada 16.45-17.45 WITA sebesar 66,25 smp/jam dan jam puncak pada malam hari berada pada interval waktu 19.00-20.00 wita sebesar 70 smp/jam. Dari analisis kinerja ruas akibat bangkitan perjalanan ditemukan adanya penurunan volume lalu lintas yang mencapai 2.20% dari 1848.95 smp/jam (Hardy’s beroperasi) menjadi 1808.2 smp/jam (Hardy’s tidak beroperasi). Untuk kapasitas jalan antara Hardy’s beroperasi atau tidak beroperasi tidak terjadi perubahan kenaikan atau penurunan kapasitas secara signifikan. Bahkan cenderung memiliki nilai sama. Derajat kejenuhan jalan Ir. Soekarno mengalami penurunan derajat kejenuhan jika Hardy’s tidak beroperasi, penurunan mencapai 2.13% dari 0,47 dengan tingkat pelayanan C menjadi 0,46 dengan tingkat pelayanan C. Sedangkan untuk kecepatan kendaraan mengalami peningkatan jika Hardy’s tidak beroperasi. Peningkatan tertinggi mencapai 17.64 % dari 45.3 km/jam menjadi 55 km/jam. Dari hasil analisis diatas dapat dilihat bahwa beroperasinya Hardy’s Tabanan cukup mempengaruhi kinerja ruas jalan Ir. Soekarno.Abstract: Hardy's shopping center development in Tabanan certainly have an impact on the environment in Tabanan regency, especially in urban areas. With the activities in Hardy's Tabanan, such as the presence of vehicles in and out, pedestrian crossing, the vehicle stopped or parked will certainly affect the performance of the street in front of the road Ir. Sukarno. The purpose of this study was to investigate and analyze trip generation caused by beroperasionalnya Hardy's Tabanan and its effect on the performance of By-pass road Ir. Soekarno Tabanan. To analyze the performance of roads used MKJI 1997 which include: capacity, degree of saturation, speed and level of service. From the evaluation results obtained trip generation ranged from 0.5 pcu / hour to 70 pcu / hour. Lowest conditions occur at time intervals 7:00 a.m. to 08:00 a.m. and 1:00 p.m. to 2:00 pm and the highest at 7:00 p.m. to 8:00 p.m. PST. Peak hours of the morning occurred at 9:45 to 10:45 a.m. for 62 pcu / hour. Occurred during the peak hours of 70 pcu/hour at 1:00 a.m.-2:00 a.m. Afternoon peak hour occurred at 04:45 pm to 05:45 pm at 66.25 pcu / hour and in the evening peak hours are 07:00 to 08:00 pm at intervals of 70 pcu / hour. From the analysis of the performance of the segment due to trip generation found a decrease in traffic volume reached 2.20% from 1848.95 pcu / h (Hardy's operation) to 1808.2 pcu / hour (Hardy's not operating). For the capacity of the road between Hardy's operating or not operating, no changes increase or decrease capacity significantly. Even tend to have the same value. The degree of saturation of the Ir. Soekarno decreasing degree of saturation if Hardy's not operating, reaching 2.13% reduction of the level of service C 0.47 to 0.46 with the level of service C. As for the speed of the vehicle if Hardy's increase is not operating. The highest increase reached 17.64% from 45.3 km / h to 55 km / h. From the analysis above it can be seen that the operation of Hardy's Tabanan is affecting the performance of Ir Sukarno roads.

Abstract

Abstrak: Seiring pertambahan jumlah penduduk dan pembangunan di daerah pemukiman kawasan industri dan pariwisata, hal ini menjadi tantangan bagi PDAM PT.Tirtaartha Buanamulia akan tingginya permintaan pelayanan air bersih. Berkaitan dengan proyek pengembangan jaringan distribusi di Kawasan Perumahan KOR Jimbaran, Jln. Lingk. Pertanahan Sari – Taman Jimbaran, Desa Jimbaran, Kecamatan Kuta Selatan yang merupakan salah satu daerah pengembangan perumahan dan pemukiman. Pada proses pengkajian kelayakan investasi direncanakan dari tahun 2013 sampai pada tahun 2032 dengan umur investasi 20 tahun dan besarnya biaya investasi sebesar Rp. 627.159.685,00 yang dituangkan dalam Rencana Anggaran Biaya (RAB). Kriteria analisis kelayakan investasi yang digunakan untuk mengevaluasi aspek financial adalah dengan penilaian investasi : Net Present Value (NPV),  Benefit Cost Ratio (BCR), Payback Periode (PP) dan Internal Rate Of Return (IRR). Sedangkan kriteria analisis kelayakan investasi yang digunakan untuk mengevaluiasi aspek sosial dan ekonomi didasarkan atas Visi dan Misi pelayanan PDAM Kabupaten Badung dan penetapan penggunaan laba serta pemberian jasa produksi. Perhitungan analisis aspek financial yang dilakukan diperoleh hasil NPV > 0 sebesar Rp. 2,269,380,916.14, BCR > 1 sebesar 1.63, IRR > i sebesar (17.64% > 5.25%) dengan PP selama 8 tahun. Perhitungan analisis aspek sosial dan ekonomi diperoleh hasil untuk pembangunan daerah sebesar Rp. 680,814,274.80 dana cadangan umum sebesar Rp. 340,407,137.40 Jadi analisis menunjukkan bahwa proyek pengembangan jaringan distribusi PDAM PT. Tirtaartha Buanamulia Kabupaten Badung di Kawasan Perumahan KOR Jimbaran, Jln. Lingk. Pertanahan Sari – Taman Jimbaran, Desa Jimbaran, Kecamatan Kuta Selatan layak untuk direalisasikan.Abstract: Along the increase of population and development in the industrial and tourism residential areas, it is a challenge for water trading company (PDAM), PT. Tirtaartha Buanamulia of the high demand for water services.  Associated with the development of distribution network projects in the residential KOR Jimbaran, Jln. Lingk. Pertanahan Sari - Taman Jimbaran, Jimbaran village, South Kuta district. On the feasibility assessment of the planned investment in the year 2013 to 2032 with an investment of 20 years old and the cost of investment of Rp 627,159,685 as outlined in the Budget Plan. Investment feasibility analysis criteria used to evaluate the financial aspects are rated investment: Net Present Value (NPV), Benefit Cost Ratio (BCR), Payback Period (PP) and the Internal Rate of Return (IRR). While the investment feasibility analysis criteria used to evaluate the economic and social aspects based on vision and mission service PDAM Badung regency and use of income determination and provision of production service. Calculation analysis of the financial aspects of the obtained results do NPV> 0 is Rp 2,269,380,916.14, BCR> 1 at 1.63, IRR> 1 by (17.64%> 5.25%) with PP for 8 years. Calculation analysis of the social and economic aspects of the obtained results for the regional development of Rp 680,814,274.80 general reserve fund of Rp 340,407,137.40. Thus the analysis indicates that the project is the development of a distribution network PDAM PT. Tirtaartha Buanamulia Badung regency in the residential KOR Jimbaran, Jln. Lingk. Pertanahan Sari - Taman Jimbaran, Jimbaran village, South Kuta district deserves to be realized.
