Abstract

A service is considered satisfactory when it is able to meet the needs and expectations of its users. If users are dissatisfied with the services provided, the service can be regarded as ineffective and inefficient. Bureaucratic behavior serves as a key indicator of the effectiveness of public service delivery and represents one of the most visible measures of government performance. Citizens can directly assess government performance through the services they receive, either directly or indirectly. High-quality public services require not only adequate systems and procedures but also positive attitudes and behavior from government officials as service providers. Therefore, government officials need ethical principles as a foundation and guideline in carrying out their duties. Government ethics are intended for public officials who are required to uphold values and moral standards in accordance with their responsibilities and functions. This study employed a qualitative descriptive research method. The research utilized both primary and secondary data sources. Data were collected through observation, interviews, documentation, and literature review. The findings indicate that the behavior of public officials in providing population administration services, as assessed through the dimensions of bureaucratic behavior, has been implemented effectively. Government officials have generally demonstrated responsible conduct, discipline, responsiveness, and professionalism in delivering population administration services, thereby contributing to improved service quality and public satisfaction.

Abstract

In Bone Regency, the ability of villages to report data on out-of-school children into the data collection system remains a significant challenge. The collaborative issues that emerged among stakeholders in the implementation of the Gemar Limas (Gerakan Masyarakat Lisu Massikola Paimeng) Program in Bone Regency indicate inefficiencies and ineffectiveness in coordination and communication. This study aims to analyze the collaborative governance involving the Regional Development Planning Agency (Bappeda), the Department of Education, the Department of Women's Empowerment and Child Protection, Community Learning Activity Centers (PKBM), and Women's Empowerment Organizations. The analysis focuses on face-to-face dialogue, commitment to the process, and the outcomes achieved through the implementation of the program in Bone Regency. This study employed a qualitative descriptive research method to provide an objective description and explanation of the actual roles of the Regional Development Planning Agency, the Department of Education, the Department of Women's Empowerment and Child Protection, Community Learning Activity Centers, and Women's Empowerment Organizations in fulfilling children's right to education and addressing the issue of out-of-school children through the Gemar Limas Program. The results of the study indicate that face-to-face dialogue led by the Regional Development Planning Agency plays a crucial role in ensuring that each institution performs its responsibilities in accordance with the Regional Action Plan (RAD) and establishes specific targets during coordination meetings. Commitment to the process demonstrated by each institution is based on the principle of “No One Left Behind,” ensuring that children's participation is continuously supported throughout the program implementation. The outcomes achieved show that more than 39,000 children were involved in the program between 2017 and 2023. The program also received recognition as one of the Top 99 Public Service Innovation (KIPP) nominees for its innovative contribution and has been adopted at both provincial and national levels.

Abstract

This study aims to examine the strategy of the Bulukumba Regency Government in developing the Ammatoa Kajang Indigenous Tourism Village and to identify the supporting and inhibiting factors in the development of the tourism village. This research employed a qualitative research approach. The study was conducted in the Ammatoa Kajang Indigenous Area, Bulukumba Regency. The data used in this study consisted of primary and secondary data. Data were collected through observation, interviews, literature review, and documentation. The data were analyzed using qualitative analysis techniques. The results of the study indicate that the Bulukumba Regency Government plays a significant role in the development of the Ammatoa Kajang Tourism Village. The development efforts include the optimization of tourism information, optimization of tourism attractions, and optimization of tourism management. The optimization of tourism information is carried out through the use of tourism-related information for promotional purposes; however, its utilization has not yet been fully optimized. The optimization of tourism attractions is constrained by the absence of concrete government programs, underutilized tourism opportunities, development strategies that are not fully market-oriented, limited distribution of tourism centers, and accessibility issues that still require improvement. Community participation in Ammatoa Kajang tourism development is reflected in the community’s full involvement in managing the tourism area and producing local handicrafts, particularly traditional black woven sarongs. Nevertheless, these efforts remain limited and require greater government support to enhance community skills and capacities. Furthermore, tourism management has not been implemented optimally due to limited financial resources, as funding is largely derived from the local community, as well as the relatively low levels of knowledge and managerial skills among community members.

Abstract

The increasing population has led to a growing demand for public open spaces. To address this issue, land identification must be conducted effectively to maximize land allocation for public open spaces. Strategies for fulfilling the need for public open spaces should be aligned with regional environmental development, one of which is through the development of green open spaces. To optimize the development of green open spaces, the government collaborates with the private sector in managing and utilizing existing potentials. This study aims to provide an overview of the collaboration between the local government and the private sector in the provision of green open spaces in East Luwu Regency. This research employed a descriptive research design using a survey method. Data were collected through observation, interviews, and literature review. Information was gathered from various sources to ensure data adequacy. The data were then analyzed qualitatively through data organization, categorization, pattern identification, data selection, interpretation, description in the form of words and sentences, and conclusion drawing. The findings indicate that the collaboration between the local government and the private sector has been implemented based on the principles of public-private partnership. However, several aspects still require improvement, particularly the management and inventory of green open spaces in East Luwu Regency, which have not yet been carried out optimally. In addition, private sector participation remains relatively limited. Despite these challenges, the East Luwu Regency Government has made considerable efforts to improve environmental quality through the provision and development of green open spaces in collaboration with the private sector.

Abstract

Quality public service is one of the primary indicators of the successful implementation of good governance principles in public administration. The Department of Population and Civil Registration of Bone Regency, as the institution responsible for population administration services, is required to provide effective and efficient services to the public. However, various issues remain, including delays in document processing, inadequate facilities and infrastructure, and public complaints regarding service procedures that are considered less than optimal. This study aims to analyze the implementation of good governance principles in public service delivery at the Department of Population and Civil Registration of Bone Regency, particularly from the perspectives of effectiveness and efficiency. This study employed a qualitative descriptive research method. Data were collected through observation, interviews, documentation, and literature review. The data were analyzed using an interactive analysis model consisting of data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of good governance principles in population administration services at the Department of Population and Civil Registration of Bone Regency has not yet been fully optimized. In terms of effectiveness, there are still residents who have not completed electronic identity card registration and do not possess birth certificates, while complaints regarding service quality and supporting facilities remain evident. In terms of efficiency, service requirements are still perceived as relatively complicated by some members of the public. Furthermore, service procedures, document processing time, and the availability of facilities and infrastructure require further improvement to enhance the quality of public services. Nevertheless, service fees are provided free of charge, and service officers generally demonstrate adequate competence in serving the community.

Abstract

Waste management is one of the major environmental issues and a key challenge in achieving sustainable development and a healthy environment. Population growth and changes in consumption patterns have led to an increase in both the volume and diversity of waste generated by society. This condition is also evident in Bone Regency, where the amount of waste produced is not proportional to the waste reduction efforts that have been implemented. This study aims to analyze the implementation of waste management in Bone Regency, focusing on the stages of waste sorting, collection, transportation, processing, and final disposal. This study employed a qualitative approach with a descriptive research method. Data were collected through observation, interviews, documentation, and literature review. The research was conducted at the Environmental Agency of Bone Regency, the Passippo Final Disposal Site (TPA), and the districts of Tanete Riattang, West Tanete Riattang, and East Tanete Riattang. The data were analyzed qualitatively through data reduction, data presentation, and conclusion drawing. The findings indicate that waste management in Bone Regency has been implemented through the stages of waste sorting, collection, transportation, processing, and final disposal. Waste collection and transportation are routinely carried out by the Environmental Agency with the involvement of sanitation workers and community members. In the processing stage, the local government has developed waste bank programs as an effort to reduce waste volume and increase the economic value of recyclable materials. However, waste management still faces several challenges, including limited human resources, the increasing volume of waste generated by the community, and the continued reliance on a semi-open dumping system at the final disposal site. Therefore, greater community participation, stronger institutional capacity, and the development of a more sustainable waste management system are needed to improve environmental quality in Bone Regency.
