Abstract

This study aims to determine the level of women's participation in the process of formulating local regulations on APBD in institutions legislative areas of Barru regency and influential fac-tors inside it. The research method used is qualitative research by parsing the data descriptively. Data collection technique done by observation, interview, literature study, as well as documentation using qualitative descriptive analysis techniques. The results of this study indicate that women's participation in the process of forming Regional Regulation of Regional Budget of Fiscal Year 2017 Regency Barru start from the design stage, discussion and determination yet optimal. This is seen in the process of discussion, the liveliness of members women in following the agenda of the hearing less though the trial running according to the specified groove. In quantity on essentially the needs of women and men are certainly different, for accommodate and understand women's issues as well formulating a policy is certainly more ideally if women are more active in the formulation. Women's participation in leadership government especially in the issue of the formation of local regulations on APBD are certainly influenced by some factors that support or inhibit. Supporting factors include policies related to women's opportunities, party involvement as a means communications, patriarchal culture, and Intra-intitial communication. Factor inhibitors include the quantity of women and capability of women to be involved in the process decision-making.

Abstract

This study aims to determine how the role of local government in this case the Department of Culture and Tourism in the development of tourism destinations, tourism marketing, tourism and human resources development and the factors that influence the development of tourism area of Tanjung Pallette in Bone regency. Type of research is descriptive that aims to outline a systematic, factual and accurate information on the existing data in the field is focused on the role of the Department of Culture and Tourism in the development of tourism areas Tanjung Pallette. From the research results demonstrate that the role of local governmentin the development of tourism areas Tanjung Pallette has aligned with that contained in the Strategic Plan (RENSTRA) Regional Work Unit of Department Education and Culture, but in the execution there are problems one of which is the delay in the disbursement of funds resulting in physical work was not accomplished in accordance with the stipulated time , Destination Development Tanjung Pallette for 2016 focus on improving infrastructure. Development of tourism marketing Tanjung Pallette been conducted by the Department of Culture and Tourism as well as of the tourist administrator attraction, And to tour Cape Pallette Human Resources Development have formed a group gempita that moves euphoria tourism business sector. Supporting factors in tourism development Tanjung Pallette tourism among the Government policy support, community participation, travel around Tanjung Pallette and easy coordination between the parties involved. Abstract

The 2010 Merapi Eruption Victim Policy in Cangkringan Subdistrict is a relocation activity for residents living in Mount Merapi III Disaster Prone Areas which are no longer allowed to func- tion as dwellings because they are not safe from the threat of volcanic disasters. In addition to housing units, residents of Relocation also built public facilities and social facilities to support life in Huntap. Huntap's policy has been seen as successful and used as a model for disaster poli- cy. The success of the Huntap policy is one of the reasons for this study to look at Policy Ac- countability in disaster perceptions. This research is research with a case study approach which aims to describe the technical accountability of Huntap policies for victims of the Merapi erup- tion in 2010. The results revealed that the technical accountability of Huntap policies for victims of Merapi eruption in 2010 was very accountable where all indicators of technical accountability were related to input and policy output from planning, development, monitoring, and reporting can be done accountably. Community participatory approaches make implementing policies more accountable.

Abstract

Subdistrict of Pangkep Regency to see the management process of BUM Desa Mandiri so that it will generate the original income of the village along with factors influencing the management of BUM Desa Mandiri Desa Kassiloe. The research method used is qualitative research method by describing and explaining the result of research in written form. Data collection is done using literature study techniques, observation, interviews, and search data online. This research describes the management process of BUM Desa Mandiri consisting of management organization, capital, business activity, profit sharing and supervision. The factors that affect the management of BUM Desa Mandiri, among others, supporting factors such as policies on village BUM and infrastructure facilities. Abstract

This study aims to determine the role of Village Government in the Village Fund Management in the Bonto Tallasa village, Ulu Ere Sub-district of Bantaeng regency and the factors that influence it to achieve these objectives, used qualitative research methods using descriptive data. Data collection techniques used by means of observation, interviews, and documents and archives by using descriptive qualitative analysis techniques. The results showed: First, the role of Bonto Tallasa Village Government in the management of village funds run well in accordance with the prevailing laws and regulations, the Village Fund Management includes Planning, Implementation, and Accountability. The Planning Process undertaken by the Bonto Tallassa Village Government in accordance with the rules starting from the village meeting, the division of invitations, the village discussion and the determination of the RKP in the village. Then in terms of Implementation of village Fund management refers to the results of village planning until the establishment of RKP village and RPJM village, and the last is the Accountability Village Fund Management in Bonto Tallasa village has suitable with the existing legislation, but the process has not been able to run optimally, this is indicated by the level of accountability in the collection of accountability report, so that in the next stage of disbursement process too late. The two factors affecting the Village Fund Management include supporting and inhibiting factors. Supporting factors include community participation, facilities and infrastructure, while the inhibiting factor is community resources

Abstract

This study aims to determine the relationship between government, private, and community partnership in the implementation of Corporate Social Responsibility (CSR) programs of PT. Vale Indonesia Education and Health field in East Luwu Regency as well as influential factors in it. The research method used is qualitative research by parsing data descriptively. Data collection technique is done by observation, interview, literature study, and documentation by using qualitative descriptive analysis technique. The results of this study indicate that partnerships built in the implementation of Corporate Social Responsibility (CSR) between the Government, Private and society especially in the field of education and health is not maximized. This can be seen from the communication between the two actors in the cooperation run harmoniously and lasted in two direction. However, such cooperation is not written into the Memorandum of Understanding (MoU), so partnership is false. The pattern of partnership that is built is certainly influenced by several factors that support or inhibit. Supporting factors include policies related to Corporate Social Responsibility (CSR), Government involvement, private, and community as actors in the management of CSR programs. Inhibiting factors include Communication and Related Coordination of CSR Program in the Education and Health Sector.
