Abstract

This research aims to find out how the position of village chief to increase welfare community in the village of Toabo, with looked the role of village chief as the authority implement task from the local government district/city and as the authority implement based on origin and local scale village in increase the welfare community. The type of this research used is deskriptif analysis that give a systematic social overview, factual and accurate about obtained in the field. Data collection used the techniques of observation, interview, and the study of literature. The result of the research indicate that the position of village chief to increase welfare community in Toabo village as the authority implement task from the local government of district/city less than optimal because the health fasilities and infrastructure and environment have not done well white, the role of village chief as the authority implement based on rights origin and local scale village on health and nutrition, employment, houses and environment, still limitation the provision of fasilities, infrastructure and job.

Abstract

This study aims to describe the efforts of the tourism development conducted by the Tourism Office of Mamuju Regency in increasing Income of the original area (PAD) in the Mamuju Regency, as well as to explain the factors that affect the development of tourism in boosting PAD in Mamuju Regency.The research method used is qualitative method with descriptive type. Data collection using literature study techniques, and interviews. Furthermore, the data are analyzed qualitatively.The results of this research show that the efforts made, the first Department of culture and tourism has not been fullest Mamuju Regency in increasing Income of the original area (PAD) through the development of tourism, ranging from promoting tourist attraction, implement the Event and Festival, carry out movements of groups conscious tourism, Tourist Villages, running the program do the increased socialization of human resources both Government related surroundings as well as the community and maintains a presence form cooperation with the Community Manager tourist attraction. Second, the factors that affect Indigenous Areas increased revenue through the development of tourism in Mamuju Regency is a supporting factor, namely the location of the strategic areas and the existence of supporting facilities for tourism, i.e. restricting factors of policy issues, the lack of a budget while the finance, the promotion of the tourist attraction has not been fullest, management of tourist attraction has not been serious, human resources are still limited in scope local governments or community around tourist attraction and there is no local government cooperation with private parties.

Abstract

This study aims to analyze the role of the Village Consultative Body (BPD) in the administration of governance in Pao Village, Buttonopao District, Gowa Regency and the factors that influence it, to achieve these objectives, qualitative research methods are used using descriptive data. Data collection techniques are used by means of observation, interviews, and documents and archives using qualitative descriptive analysis techniques. The results showed: First, Analysis of the Role of the Village Consultative Body (BPD) in Government Administration in Pao Village, Buttonopao Subdistrict, Gowa Regency, included Discussing and agreeing on village draft regulations with the village head where coordination is always carried out by the village government in this case the village head and parties BPD in the process of discussion and drafting village regulations so that it runs well in the process, Then from Accommodating and channeling the aspirations of the community, the role of BPD in this case as a reservoir of community aspirations has been carried out properly as expected.

Abstract

Law Number 1 of 2004 concerning State Treasury regulates the President as the President of Government and regulates the Government's Internal Control System in Indonesia. In 2008, the Government of Indonesia issued Government Regulation Number 60 of 2008 concerning the Government's Internal Control System. The Government Internal Control System (SPIP) implemented in Indonesia was adopted from the internal Control model made by COSO in 1992. SPIP consists of five elements, namely: (1) Control Environment, (2) Strengthening Assessment, (3) Climate Control, (4) Information and communication and (5) Monitoring. Government Regulation Number 60 of 2008 has been approved for 10 years, the regulation applies. However, the policy contained in Government Regulation Number 60 of 2008 has not been implemented in governance in Indonesia. This can be seen from the evaluation of the government's internal control system carried out by the Financial and Development Supervisory Agency until March 2018 which shows the maturity level of the Government Internal Control System which is still far from the target with the development of Institutions still below level 3 or far from level 5 (optimum level) and weaknesses of the Government's Internal Control System found by the Supreme Audit Agency in the 2015-2017 audit..

Abstract

The aim of this research is to know and analyze the implementation of special effort program Rice, Corn, Soybean (UPSUS PAJALE) in realizing self-sufficiency of food in Sidenreng Rappang Regency (case study: Pitu Riawa and Pitu Riase sub-district) and to know and analyze what factors which influences the implementation of special effort program of Rice, Corn, Soybean (UPSUS PAJALE) in realizing food self-sufficiency in Sidenreng Rappang Regency (Case study: Pitu Riawa Sub-district and Pitu Riase Sub-district). The type of research is qualitative. Technique of collecting data by observation, interview and documentation study. Data analysis technique using qualitative descriptive approach. The result of the research shows that the implementation of special effort program of Rice,Corn,Soybean (UPSUS PAJALE), in realizing food self-sufficiency in Sidenreng Rappang Regency there are seven activities carried out namely: Irrigation network development activities have been implemented according to technical guidance of implementation based on UPSUS guidance so that categorized the implementation of the program runs well. Land optimization activities are additional planting in accordance with the needs of farmers and able to increase productivity and production for rice commodities, so can be categorized the implementation of the program runs well. Optimization activities of planting area extension of soybean through increased cultivation index (PAT-PIP Soybean) have been carried out in accordance with the technical guidelines of implementation based on UPSUS guidelines. However, PAT-PIP Soybean has not been maximally implemented in Sidenreng Rappang Regency. The Corn Plantation Extension (PAT-Corn) activity has been carried out in accordance with the technical guidelines for implementation based on UPSUS PAJALE guidance. Integrated Crop Management Application (GPPTT) of rice, corn and soybean activities have been implemented in accordance with the technical guidelines of implementation based on UPSUS guidance, GPPTT activities can be categorized as good program implementation. Activities Provision of agricultural facilities and infrastructure (seeds, fertilizers, pesticides, agricultural tools and machinery) has been carried out in accordance with the technical guidance of the implementation so that it can be categorized as good. Escort and mentoring activities have been carried out in accordance with the technical guidelines of implementation based on UPSUS guidelines for increasing rice, corn and soybean production. Can be categorized as good but needs to be optimized and What factors affect the implementation of special effort program of Rice, Corn, Soy (UPSUS PAJALE) include: Farmer Knowledge Factor and Coaching and Supervision Factor.

Abstract

This study aims to determine the efforts of local governments in the development of agricultural economics in Bone regency in improving the productivity and quality of food crops in Bone Regency and how factors can influence this development. The research method used is a qualitative research method with descriptive type. Data collection uses library study techniques, observation, interviews, and online data search. Furthermore, the data were analyzed qualitatively. The results showed the stability of economic development in the agricultural sector in Bone Regency can be said that every year agricultural production experienced an increase and also a decline, and instability occurred in every District in Bone Regency. Based on the case, the Bone District government made an effort to increase agricultural production and productivity with various Government programs run by the related Service. The results of this study also show that there are several potential sectors that can be developed in Bone Regency namely Rice, Corn, Soybeans as the three leading sectors that have been developed in the last five years.
