Abstract

Purpose : This study aims to analyze waste management as a public service based on the management function of Planning, Organizing, Actuating, and Controlling (POAC) in Ngaban Village, Tanggulangin District, Sidoarjo Regency.     Design/methodology/approach : The research was conducted through a qualitative method with a descriptive approach through observation, interviews, and documentation studies using purposive sampling techniques. The data analysis applied the Miles and Huberman model with the stages of reduction, presentation, and drawing conclusions. Findings : The results of the study show that waste management is not fully optimal. This is reflected in the implementation of POAC functions that have not been carried out in a balanced manner, including planning that is not completely based on real conditions, organization that still requires strengthening SOPs, implementation that requires increased socialization to encourage community compliance, and supervision that still needs to be improved in terms of follow-up and transparency. Practical Implication : The findings indicate the need for policy improvements in village waste management through data-based planning to ensure realistic retribution targets, the development and implementation of clear Standard Operating Procedures (SOPs), strengthening institutional coordination, enhancing community participation through continuous socialization, and implementing digital-based monitoring and retribution systems to improve transparency and accountability. Originality/value : This study offers empirical contribution on the application of POAC management functions in village waste mangement and enriches managerial-based public service governance studies.
