Abstract

Isu gender merupakan bagian dari isu global. Dan sebagai bagian dari komunitas global, Kementerian PekerjaanUmum, sebagai suatu lembaga pemerintah, perlu memasukkan gender ke dalam strategi perencanannya. Isugender secara global terkait dengan permasalahan ekonmi, untuk melihat bagaimana kebijakan berperansertaterhadap pemecahan permasasalahan yang ada. Seluruh kebijakan yang responsif gender dan data yangdiimplementasi dikumpulkan dari lingkup pekerjaan umum. Permasalahan umumnya yang ditemui dalam isugender global, adalah diskriminasi gaji, bidang kerja yang terbatas dan produktivitas kerja yang rendah yangdisebabkan kondisi kerja yang tidak didukung. Hasilnya menunjukkan beberapa kebijakan berjalan denganbaik untuk memecahkan permasalahan, tetapi beberapa hal lain butuh untuk diperbaiki. Informasi ini dapatberguna sebagai masukan untuk pengembangan kebijakan responsif gender lebih jauh.

Abstract

The construction of sprinkler irrigation indryland farming operation could be delayed due to the absence of the formal institution of farmer group, who participate to perform maintenance operation. What is the right institutional forms of irrigation in conformity with the local conditions and local wisdom in dryland farming is a problem addressed by this study. The application on trial of the institutional of participation of the communities in the maintenance operations carried out on two selected provinces that both have a dry climate criteria and big gun sprinkler has not been operated, namely Desa Linelean, Districts Modoinding, North Sulawesi Province, and Desa Manusak and Desa Oesao, Districts East Kupang, East Nusa Tenggara Province. Qualitative approach is used. As a result, the organizational structure is possible to be made simpler, where jurupungut can be optionally adjusted to conditions at the application site. Conclusion, the application of institutional outline can be implemented according to the stages that have been there, however its application is not absolute, but rather, it takes an adjustment to the characteristics and local wisdom.

Abstract

One of the environmental problem is related to the waste, and to the place where the waste is collected. There are standards that govern the procedures for the selection of landfill site. However, with the advent of new restrictions due to developments in environmental policy , it is necessary to conduct a review of the standards on the basis of policy development, at international level, national level and regional level . The method used is to follow the framework undertakes a review of the results of data collection in the form of various policy documents , standards , evaluation of the results of environmental studies and literature . The results: with the development of the environmental policy of the additional word ‘ protection ‘ to the new law has the potential to influence the standards and their application ; absence of authority over the abundance of local government so that the selection of the location of landfills need to understand the local waste management policies; development of understanding landfills than a landfill ( the standard) into a waste processing and direct open - dumping into the sanitary landfill;aesthetic standards of the processing can reduce landfill trash.
