Abstract

Recurrent flooding in Tanjung Pura District, Langkat Regency, has had a significant impact on the community and infrastructure. This study aims to analyze the physical condition of the Wampu River, the factors causing the flooding, its impact on the community and infrastructure, and sustainable river management strategies. This study used a descriptive qualitative approach with data collection techniques through in-depth interviews, participatory observation, and documentation. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldana (2014). The Results indicate that river channel siltation, land use changes, high rainfall, and infrastructure damage are the main causes of flooding. These recurring floods impact homes, agricultural land, public facilities, and public health and well-being. Effective river management strategies include watershed rehabilitation, flood control infrastructure improvements, sedimentation control, increased community participation, and inter-agency coordination. This study provides recommendations for policymakers and the community to implement sustainable river management in flood risk mitigation efforts.

Abstract

This study aims to analyze the existing conditions of slums in Tapak Kada Village, Langkat Regency, evaluate the factors that cause the existence of slums even though there has been a government improvement program, and formulate a sustainable restructuring strategy. The research uses a descriptive qualitative approach with a case study method. Data were collected through in-depth interviews, participatory observations, and documentation studies, and analyzed using reduction, presentation, and conclusion drawn. The results of the study show that the condition of the slums in Tapak Kuda Village still faces significant problems in terms of settlements, sanitation, and infrastructure, including uninhabitable houses, poor sanitation, limited drainage, and inadequate environmental roads. Factors that cause the existence of slums include the economic limitations of the community, settlement density, low citizen participation, environmental challenges due to land conversion, and limited coordination and government resources. The proposed restructuring strategies include the physical improvement of settlements, participatory approaches, socio-economic empowerment, integration of environmental aspects, and multi-stakeholder collaboration. The role of the government and the active participation of the community have proven to be the key to the success of sustainable slum planning. This research is expected to provide input for the government and related stakeholders in designing a slum management program that is more effective, sustainable, and improves the quality of life of the people of Tapak Kuda Village.

Abstract

The Medan–Deli Serdang border area plays a strategic role as a mobility corridor and a regional movement node that supports social and economic activities. The high intensity of movement and the complexity of activities in this area require adequate infrastructure and accessible public services to meet users’ needs. This study aims to examine the interrelationship between infrastructure capacity, service accessibility, and user satisfaction in the Medan–Deli Serdang border area. A descriptive research approach was employed by collecting primary data through questionnaires, field observations, and documentation, complemented by secondary data from official statistical publications and government reports. Quantitative and qualitative analyses were integrated to provide a comprehensive overview of existing conditions. The results indicate that both infrastructure capacity and service accessibility are generally perceived at a moderate level, while user satisfaction also tends to fall within the same category. A stronger interrelationship is observed between service accessibility and user satisfaction compared to the physical capacity of infrastructure. These findings suggest that ease of access, travel efficiency, and the quality of supporting services play a crucial role in shaping user experiences in border areas. The study is expected to contribute to more responsive planning and management of infrastructure and public services based on users’ perspectives
