Abstract

This study discusses the formulation of government policies and their integration in Islamic education in Indonesia. Islamic education plays an important role in shaping the character, morality, and spirituality of students, therefore requiring proper and directed policies. This study aims to identify the concept of government policy formulation in Islamic education, understand policy integration, explain the policy formulation process, and analyze the implementation and integration of government policies in Islamic education. This research uses a library research method with a qualitative descriptive approach through collecting data from books, journals, and relevant scientific sources. The results show that the formulation of Islamic education policies is carried out through several stages, namely problem identification, agenda setting, policy formulation, policy adoption, implementation, and evaluation. Policy integration is implemented through curriculum integration, institutional integration, character and value integration, as well as the digitalization of Islamic education. Proper policy implementation can create a balance between religious and general knowledge, between tradition and modernity, and between Islamic values and technological development. However, policy implementation still faces various obstacles such as limited human resources, unequal distribution of educational facilities, and weak coordination among institutions. Therefore, synergy between the government, educational institutions, and society is needed so that Islamic education policies can be implemented effectively and sustainably. Keywords: Government Policy, Islamic Education, Policy Integration, Policy Implementation, National Education   Abstrak       Penelitian ini membahas tentang perumusan kebijakan pemerintah dan integrasinya dalam pendidikan Islam di Indonesia. Pendidikan Islam memiliki peran penting dalam membentuk karakter, moral, dan spiritual peserta didik sehingga memerlukan kebijakan yang tepat dan terarah. Penelitian ini bertujuan untuk mengetahui pengertian perumusan kebijakan pemerintah dalam pendidikan Islam, memahami integrasi kebijakan, menjelaskan proses perumusan kebijakan, serta menganalisis implementasi dan integrasi kebijakan pemerintah dalam pendidikan Islam. Penelitian ini menggunakan metode studi pustaka dengan pendekatan deskriptif kualitatif melalui pengumpulan data dari buku, jurnal, dan sumber ilmiah yang relevan. Hasil penelitian menunjukkan bahwa perumusan kebijakan pendidikan Islam dilakukan melalui beberapa tahapan, yaitu identifikasi masalah, penyusunan agenda, formulasi kebijakan, penetapan kebijakan, implementasi, dan evaluasi. Integrasi kebijakan dilakukan melalui integrasi kurikulum, kelembagaan, nilai dan karakter, serta digitalisasi pendidikan Islam. Implementasi kebijakan yang baik mampu menciptakan keseimbangan antara ilmu agama dan ilmu umum, antara tradisi dan modernitas, serta antara nilai keislaman dan perkembangan teknologi. Namun, pelaksanaan kebijakan masih menghadapi berbagai kendala seperti keterbatasan sumber daya manusia, kurangnya pemerataan fasilitas pendidikan, dan lemahnya koordinasi antar lembaga. Oleh karena itu, diperlukan sinergi antara pemerintah, lembaga pendidikan, dan masyarakat agar kebijakan pendidikan Islam dapat berjalan secara efektif dan berkelanjutan.   Kata kunci: Kebijakan Pemerintah, Pendidikan Islam, Integrasi Kebijakan, Implementasi Kebijakan, Pendidikan Nasional

Abstract

The comparative approach is one of the important approaches in Islamic studies used to compare various views, schools of thought, ideas, and religious traditions in order to understand their similarities and differences objectively. This study aims to explain the meaning of the comparative approach, its application in the Islamic intellectual tradition, major figures and works related to the comparative approach, its implementation in religious and Islamic studies, as well as its significance and contribution to the development of Islamic studies. This study uses a qualitative research method with a library research approach. The data were collected from books, scientific journals, articles, and various written sources related to the comparative approach in Islamic studies. The results show that the comparative approach has developed since the classical period of Islam through studies of muqaranat al-madzahib, milal, and firaq. This approach was also developed through the contributions of figures such as Al-Syahrastani, Ibnu Hazm, and Al-Biruni. The comparative approach plays an important role in broadening intellectual insight, fostering tolerance, developing critical thinking, and supporting the development of modern Islamic studies. This approach also helps create moderate and open-minded attitudes in dealing with diversity of thought and belief in society. Keywords: Comparative Approach, Islamic Studies, Muqaranat Al-Madzahib, Religious Studies, Islamic Intellectual Tradition.   Abstrak       Pendekatan komparatif merupakan salah satu pendekatan penting dalam studi Islam yang digunakan untuk membandingkan berbagai pandangan, mazhab, pemikiran, maupun tradisi keagamaan guna memahami persamaan dan perbedaannya secara objektif. Penelitian ini bertujuan untuk menjelaskan pengertian pendekatan komparatif, penggunaan pendekatan tersebut dalam tradisi intelektual Islam, tokoh dan karya utama yang berkaitan dengan pendekatan komparatif, penerapannya dalam studi agama dan studi Islam, serta signifikansi dan kontribusinya dalam perkembangan studi Islam. Penelitian ini menggunakan metode penelitian kualitatif dengan jenis penelitian kepustakaan (library research). Data diperoleh dari buku, jurnal ilmiah, artikel, dan berbagai sumber tertulis yang berkaitan dengan pendekatan komparatif dalam studi Islam. Hasil penelitian menunjukkan bahwa pendekatan komparatif telah berkembang sejak masa klasik Islam melalui kajian muqaranat al-madzahib, milal, dan firaq. Pendekatan ini juga berkembang melalui kontribusi tokoh-tokoh seperti Al-Syahrastani, Ibnu Hazm, dan Al-Biruni. Pendekatan komparatif memiliki peran penting dalam memperluas wawasan keilmuan, menumbuhkan sikap toleransi, mengembangkan pemikiran kritis, serta mendukung perkembangan studi Islam modern. Pendekatan ini juga membantu menciptakan sikap moderat dan terbuka dalam menghadapi keberagaman pemikiran dan keyakinan dalam kehidupan masyarakat.   Kata kunci: Pendekatan Komparatif, Studi Islam, Muqaranat Al-Madzahib, Studi Agama, Tradisi Intelektual Islam.
