Abstract

Regional service disparities in Boyolali Regency persist due to the uneven distribution of facilities and service functions among sub-districts. This study aims to identify the hierarchy of service centers, analyze regional centrality, and evaluate its conformity with the regional spatial plan (RTRW). The methods employed were scalogram analysis to assess the completeness of service facilities and the Marshall Centrality Index to measure functional service strength among sub-districts. The results show that Boyolali consistently occupies the highest hierarchy and functions as the primary service center of the regency, while Mojosongo, Andong, and Gladagsari emerge as potential secondary centers. Comparison with the Regional Spatial Plan (RTRW) indicates that Boyolali is consistent with the planned spatial structure, whereas Mojosongo, Andong, Gladagsari, Cepogo, and Nogosari have developed beyond their designated functions. In contrast, Ampel and Teras show relatively underperforming service functions. These findings indicate that the regional service structure has not been fully aligned with the formal spatial plan
