Abstract

The variation in employment status among educators and educational staff in Indonesia has become an important issue in professional development and the improvement of educational quality. The employment system consisting of Civil Servants (PNS), Government Employees with Work Agreements (PPPK), and honorary teachers creates disparities in rights, welfare, social security, and access to career development. This article aims to analyze the challenges of employment status variations in the professional development of educators and educational staff and their impact on educational quality. This study employed a literature review method with a qualitative descriptive approach through the analysis of books, scientific journals, and previous studies related to educational management and teacher professional development. The findings indicate that differences in employment status create inequalities in welfare, professional training access, career certainty, and work motivation. Civil servant teachers have greater stability and professional development opportunities compared to PPPK and honorary teachers, while honorary teachers face the greatest challenges related to welfare and job protection. In addition, uneven teacher recruitment and distribution policies further strengthen educational quality disparities across regions. Therefore, inclusive, equitable, and sustainable professional development policies are needed regardless of employment status in order to improve the quality of national education optimally.
