Abstract

This research develops an integrative strategy based on environmental dynamics and technological innovation to enhance productivity and economic resilience of Micro, Small, and Medium Enterprises (UMSMEs) and the agricultural sector in East Java. The province faces structural and external challenges, including climate change, low technology adoption, and fragmented policies affecting both sectors. A systematic literature review methodology is used to analyze 20 journals related to UMSMEs, agriculture, and technology in East Java, covering aspects of innovation, environmental adaptation, and capacity building. Based on these findings, the study proposes the SANTAP+ application, a digital integrative platform that connects UMSMEs and farmers with Islamic financing, halal certification, and technology training based on spatial and environmental data. This platform is designed to address sector fragmentation, improve market access, and strengthen the competitiveness of agricultural and UMSME products. The study also provides policy recommendations for building an integrated digital information system that can connect various economic actors in East Java and foster collaboration between local governments, financial institutions, and educational institutions. The findings are expected to make a significant contribution to the formulation of local economic policies that are technology-based, climate-adaptive, and sustainable
