The policy of adjusting the work system of State Civil Apparatus in Government Agencies in 2020 to work from home is a strategic step to prevent the spread of COVID-19 has encouraged the Secretariat General of the DPD RI to implement the Work from Home (WFH) work system arrangement so that employees can carry out their duties and functions from home. WFH is one of the attributions of flexibility in managing Work from Anywhere (WFA) work, namely by movingattendance fromthe office to home. The purpose of this study is to analyze the implementation of the flexible working hour policy to improve employee performance at the Secretariat General of the DPD RI. This study uses a descriptive qualitative research method to examine the conditions of natural objects where the researcher is the key instrument, data collection techniques are carried out by triangulation, data analysis is inductive and the results of the study emphasize more on searching for meaning in depth.The results of the study indicate that formalization of rules is the main factor that supports and influences the effectiveness of the organization in implementing flexible working hours. The flexible working hour model in government agencies can be chosen as a breakthrough to create work effectiveness and efficiency, both for the organization and employees. Identification of the type of organization, the system/work method of the organizational unit, and positions that allow can be done with the flexible working hour method. While the analysis of the inhibiting factors is the use of technology, cultural changes, most employees do not fully understand the established performance agreement so that they still carry out tasks based on habits and employees. Various efforts to overcome obstacles to the implementation of flexible working hour policies in improving employee performance at the Secretariat General of the DPD RI by establishing guidelines for the implementation of flexible working hour implementation, implementing socialization and internalization of policy regulations on employee performance management to instill a performance culture.
