Penelitian ini bertujuan untuk menganalisis sistem pembayaran retribusi parkir berbasis QRIS (Quick Response Code Indonesian Standard) yang dirancang dan dikembangkan oleh Dinas Perhubungan Kabupaten Malang sebagai upaya dalam mempermudah pembayaran serta meningkatkan PAD (Pendapatan Asli Daerah) di Kecamatan Kepanjen. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan sistem pembayaran retribusi parkir berbasis QRIS mampu meningkatkan transparansi keuangan, efisiensi pengelolaan retribusi, serta mempercepat pencatatan laporan keuangan. Implikasi temuan ini menunjukkan bahwa QRIS dapat menjadi instrumen kebijakan dalam mendorong reformasi pengelolaan retribusi parkir menuju sistem yang lebih transparan dan akuntabel. Akan tetapi, implementasi sistem ini masih menghadapi kendala, antara lain belum disahkannya peraturan daerah sebagai dasar hukum pelaksanaan, keterbatasan jaringan internet di beberapa titik parkir, serta rendahnya literasi digital di kalangan sebagian juru parkir. Oleh karena itu, diperlukan upaya strategis dari Dinas Perhubungan Kabupaten Malang melalui percepatan legalisasi regulasi, peningkatan sosialisasi, dan pendampingan teknis agar penerapan sistem retribusi parkir berbasis QRIS dapat berjalan secara efektif dan berkelanjutan. This study aimed to analyze the QRIS (Quick Response Code Indonesian Standard)-based parking retribution payment system that was designed and developed by the Malang Regency Transportation Agency as an effort to simplify payments and increase Regional Original Income (PAD) in Kepanjen District. The study used a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The results of this study showed that the QRIS-based parking retribution payment system had a significant impact on improving financial transparency, was more efficient, and simplified as well as accelerated the recording of financial reports. However, the implementation of this system still faced several challenges, such as regional regulations that were still in the finalization stage, which prevented the socialization process to parking attendants and the public from being carried out by the Malang Regency Transportation Agency. In addition, there were other technical obstacles, such as poor internet connectivity at several parking points and low digital literacy among some parking attendants, which also became barriers in the implementation of this payment system. Therefore, strategic efforts were needed by the Malang Regency Transportation Agency to facilitate the smooth execution of this plan.
