Abstract

Socio-demographic inequality between geographically adjacent urban and rural areas constitutes a strategic issue in regional development within Banten Province. This article aims to analyze the social inequality problems between Serang City and Serang Regency based on statistical data from 2024-2025. The research employs a library research method with a descriptive quantitative approach, drawing from official publications of the Central Bureau of Statistics and regional planning documents. The analysis reveals four main problems: Human Development Index disparity (76.90 vs 73.28), demographic burden and labor market disparities (female unemployment in Serang Regency reached 11.48 percent), inequality in social structure and population protection, and imbalance in public service delivery. Furthermore, social class polarization emerges as the deepest root of inequality, with the concentration of upper and middle classes in the city confronting structural poverty traps in the regency. The study concludes that affirmative policies favoring disadvantaged areas are urgently needed to prevent widening gaps and horizontal social conflicts.
