Abstract

Concrete action at the local level represents a form of compliance with international legal norms. Under the 1982 United Nations Convention on the Law of the Sea (UNCLOS), particularly Article 192, every state has a fundamental obligation to protect and preserve the marine environment. This community service article examines the implementation of these obligations through a mangrove restoration program in the Baros Area, Bantul. Mangrove ecosystems play a strategic role as blue carbon absorbers recognized in international law as important instruments for mitigating global climate change. The management of the Baros area also faces legal challenges because it is located on Sultan Ground land, requiring harmonization between the special autonomy laws of the Special Region of Yogyakarta and national environmental regulations. The program was carried out through participatory legal education and collective mangrove planting involving local communities and students. The results indicate that increasing public understanding of the relationship between local environmental actions and Sustainable Development Goal 14 successfully strengthened community motivation for conservation. This article concludes that mangrove restoration in Baros is not merely an ecological initiative, but also a concrete manifestation of Indonesia’s compliance with international maritime environmental obligations and global climate resilience efforts.
