Abstract

The People's School Policy—a free, boarding-based education program for low-income families. The success of this policy depends heavily on the effectiveness of information delivery, public acceptance, and community participation. This study aims to analyze the public communication management strategies implemented by the government in its outreach. This research uses a descriptive qualitative approach with a case study method. The results indicate that the government implemented a mixed-method communication strategy, combining direct face-to-face outreach (a community approach) and the use of digital media (social media/websites) for information transparency. The results indicate that the government implemented a single narrative strategy of "Education for All" to maintain information consistency across ministries (Ministry of Social Affairs, Ministry of Primary and Secondary Education, and Ministry of State Secretariat). The implementation strategy was carried out through multi-platform channels that combined social media for the wider public with face-to-face communication and the use of regional languages ​​for communities in remote areas. In addition, issue management through rapid responses through official complaint channels and strategic collaboration with universities were key factors in building public trust. This study concludes that the integration of digital channels and a local humanist approach is effective in expanding the reach of policies, although synchronizing technical data between the central and regional governments remains a managerial challenge that needs to be optimized to achieve the target of 500 schools by 2029.

Abstract

The rapid digital transformation has shifted public communication patterns from one-way to interactive and real-time. However, this transition brings complex challenges that have the potential to distort public institutions' messages. This study aims to analyze contemporary challenges in digital public communication and formulate effective optimization strategies. The research method used is a descriptive qualitative approach with a literature review (secondary data), which examines various scientific journals, digital trend reports, and related policy documents. The results identify five key challenges: the rapid spread of hoaxes, the vulnerability of online reputation management, the gap in digital literacy, the risk of citizen data security, and polarization caused by echo chamber algorithms. As a solution, this study offers an integrative strategy that includes the participatory use of new media, strengthening rapid fact-checking systems, cross-sector collaboration, and increasing public digital literacy. Furthermore, it emphasizes the importance of empathetic communication using inclusive language to rebuild public trust. The study's conclusions indicate that optimizing public communication involves more than just digitalizing tools, but also transforming communication culture to be more transparent, secure, and humane in order to address the dynamics of information disruption.

Abstract

This study aims to analyze communication management in the implementation of public information disclosure as a primary instrument for promoting accountability in regional governance. In the era of digital democracy, transparency is not merely a regulatory obligation stipulated in Law No. 14 of 2008, but rather a strategic communication strategy to build public trust. The research method used was descriptive qualitative with a case study approach. Data were collected through in-depth interviews with Information and Documentation Management Officers (PPID), observations of regional government digital communication channels, and documentation studies of public information access reports. The results indicate that communication management, including planning the Public Information List (DIP) and interactive use of digital platforms, positively contributes to public accountability. However, this study identified structural barriers in the form of sectoral egos between regional government agencies (OPD) and cultural barriers in the form of a closed bureaucratic culture that views information as an instrument of power. The study's conclusions confirm that professionally managed information disclosure can transform accountability from a mere administrative formality to a real public accountability. Successful communication management ultimately strengthens public oversight and ensures the sustainability of regional development through social capital in the form of public trust.
