Abstract

This study analyzes the role of digitalization in enhancing economic and financial inclusion in South Papua by examining digital infrastructure conditions, the utilization of technology-based financial services, impacts on local businesses, socio-cultural influences, and links to regional socioeconomic indicators. A descriptive qualitative approach was employed, using in-depth interviews with policymakers, financial service providers, community leaders, business actors, and both users and non-users of digital services. Secondary data from the 2025 South Papua Statistics Agency (BPS) supported the analysis. Findings reveal uneven telecommunications infrastructure, with only 6.96% of villages having very strong signals and 13.77% lacking signal access. Adoption of digital financial services, including mobile banking and e-wallets, remains limited in rural areas due to poor connectivity, low device ownership, and inadequate digital literacy. However, businesses adopting digital platforms reported revenue increases of 20–30% through market expansion. Socio-cultural factors influence technology acceptance, with younger generations adapting more readily. The study concludes that improved connectivity positively correlates with financial inclusion and human development, recommending infrastructure expansion, internet subsidies, community-based digital literacy programs, and multi-stakeholder collaboration.

Abstract

Artificial Intelligence (AI) and Financial Digital Twin (FDT) are emerging technologies with significant potential to enhance the effectiveness of credit risk monitoring in modern banking systems. This study aims to analyze research developments related to the application of AI and FDT in credit risk monitoring and to develop a conceptual framework for an AI-based Financial Digital Twin in banking systems. The study employs the Systematic Literature Review (SLR) method based on the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. Research data were obtained from 20 relevant scientific articles addressing AI, machine learning, XAI, digital twins, and banking risk management. The findings indicate that AI has become a key technology in credit risk assessment through the implementation of machine learning, deep learning, and predictive analytics, which improve the accuracy of credit risk prediction. Furthermore, XAI contributes to enhancing the transparency and interpretability of AI models in credit decision-making processes. This study proposes a conceptual framework consisting of a data input layer, AI analytics layer, Financial Digital Twin layer, predictive risk system, early warning system, and decision support system to support more adaptive, transparent, and proactive credit risk monitoring practices.Kata kunci: Artificial Intelligence; Financial Digital Twin; Credit Risk; Banking; Explainable Artificial Intelligence

Abstract

Buti Village, located on Arafura Street, Merauke Regency, South Papua Province, is home to Indigenous Papuans (OAP) from the Marind Tribe whose livelihoods are closely connected to traditional fishing activities. The village is endowed with local fishery resources, particularly gastor fish (Channa striata), which has the potential to be further developed into value-added products to support community-based economic activities. Strengthening the capacity of local communities through skills development and entrepreneurship support is therefore considered an important step in optimizing this local potential. This community service activity was designed to support community empowerment through entrepreneurship training and hands-on assistance in processing gastor fish into marketable products. The activities were carried out through several stages, including mapping local potential, technical training on fish processing, assistance in packaging and branding, and basic marketing guidance. The program resulted in the development of five gastor-based products marketed under the GASTOMER brand, including fish crackers, nuggets, shredded fish (abon), gastor chili sauce, and organic fertilizer derived from fish waste. Beyond product development, the program also contributed to improving practical skills, encouraging community participation in small-scale entrepreneurship, and supporting local economic initiatives based on available resources. Overall, the activity highlights the importance of community-based empowerment programs as a practical approach to strengthening local capacities and supporting sustainable economic development in Buti Village.
