Abstract

The development of digital media has driven a transformation in political communication toward a more interactive approach closely tied to popular culture. In the 2024 Indonesian General Election, the Prabowo Subianto and Gibran Rakabuming Raka campaign leveraged the "Oke Gas" campaign song as a political communication instrument to reach young voters through social media. This study aims to measure and analyze the influence of the "Oke Gas" song as a pop culture-based political communication strategy on the electability of the Prabowo-Gibran ticket in Tembalang District, Semarang City. The study employed a quantitative explanatory approach using the Proportionate Stratified Random Sampling technique. Data were gathered from 423 respondents and analyzed using the Pearson correlation test, simple linear regression, and hypothesis testing with SPSS. Results indicated a positive and significant effect (R² = 0.547; t = 22.543; sig. 0.000), confirming that utilizing popular culture in digital campaigns can increase candidate recognition, interest, trust, and voting tendency—especially among young voters who are active social media users.

Abstract

This study analyzes the communication strategy of the Constitutional Court of the Republic of Indonesia in responding to public criticism of Decision Number 90/PUU-XXI/2023 regarding the minimum age requirement for presidential and regional head candidates, a decision that triggered widespread national controversy and a dominance of negative sentiment across digital media concerning the Court's independence and institutional integrity. This study employs a qualitative approach with a case study design, with data collected through in-depth interviews and documentation study, analyzed using three complementary theoretical frameworks: Lasswell's Communication Model to examine the structure of institutional communication, Coombs' Situational Crisis Communication Theory (SCCT) to classify crisis response strategies, and Public Trust Theory to assess the impact of communication on public trust. The findings indicate that the Court's communication strategy is dominated by a diminish strategy in the form of justification, emphasizing the constitutional legitimacy of the decision without acknowledging wrongdoing, complemented by rebuild elements through the formation of the Constitutional Court Honorary Council (MKMK) and subsequent corrective rulings. This strategy proved effective in procedurally restoring general public trust, reflected in a trust score increase from 50.4 percent in December 2023 to 71.2 percent in March 2024, yet insufficient in building substantive legitimacy among civil society and critical, educated groups, whose skepticism persisted as fundamental ethical questions remained unanswered. This duality of effectiveness constitutes the study's main finding, with a theoretical contribution suggesting that for judicial institutions, institutional action itself constitutes the most decisive communicative message.

Abstract

Land administration at the village level serves as a vital foundation in ensuring legal certainty of land ownership for the community. However, Kepuh Village faces serious obstacles due to the use of manual Letter C Books that are obsolete, damaged, and difficult to read, which hinders the speed of public services. This study aims to analyze the effectiveness of digitalizing land administration through the implementation of the Protades application in Kepuh Village, Limpung District, Batang Regency. The method used is qualitative descriptive, with data collection techniques including in-depth interviews, observation, and documentation studies involving village officials and the community. The research results indicate that the implementation of Protades has improved internal work efficiency through more secure and systematic digital data restoration. The use of this application significantly accelerates the process of searching for land parcel data compared to conventional methods. Nevertheless, the effectiveness of this digitalization remains partial as it does not yet include the provision of online self-service for residents, meaning that service interactions still fully depend on physical presence at the village office. The primary obstacles identified include the limited digital literacy of the community and the need for continuous technical capacity building for village officials. This study concludes that while Protades is highly effective in securing vital village archives, a comprehensive transformation toward digital public services still requires the development of accessibility for the broader community.

Abstract

e-Makaryo is a website-based employment governance application in Central Java that functions to address unemployment in the region. Based on preliminary observations, there is an extreme imbalance between the high number of job seekers and the limited availability of job vacancies, uneven distribution of employment opportunities, as well as poor user experience (UX) and technical system constraints. This study examines how effective this website application operates and identifies the factors influencing its performance. This research employs a descriptive qualitative method with data collected through in-depth interviews with both administrators and users of the e-Makaryo platform. The data were analyzed using the effectiveness theory proposed by John P. Campbell, which includes the indicators of program success, target accuracy, user satisfaction, input–output optimization, and comprehensive goal attainment. In addition, this study also applies the concept of web service in electronic government systems as a supporting analytical framework. The results show that the implementation of the e-Makaryo website application has not been fully effective in supporting employment services in Central Java Province. Several effectiveness indicators, such as program success and user satisfaction, demonstrate relatively positive outcomes through improved accessibility and efficiency in the job-search process. However, the indicators of target accuracy and input–output optimization remain suboptimal due to the mismatch between job seekers’ competencies and industry demands, as well as the low participation of companies within the system. Supporting analysis using website service quality indicators also reveals that aspects such as ease of use and relative advantage have performed relatively well, whereas compatibility with user needs and result demonstrability still require improvement. The effectiveness of the implementation is also influenced by several inhibiting factors, including limitations in managerial human resources, technical system constraints, and suboptimal coordination and participation from companies in utilizing the platform.

Abstract

The controversy surrounding the revision of the Indonesian National Armed Forces Law (RUU TNI) in 2025 triggered widespread debate in digital public spaces, particularly on the social media platform X. This study aims to analyze the dynamics of digital citizenship actions expressed by citizens in online discussions related to the RUU TNI controversy. The research employs the framework of acts of digital citizenship developed by Isin and Ruppert to understand how citizens perform political participation through digital communication practices. This study adopts a qualitative approach using digital ethnography combined with in-depth interviews. The research data consist of 265 posts collected from X during the period of 11–20 March 2025, as well as interviews with social media users involved in the discussion. The findings reveal five forms of digital citizenship actions: calling, opening, closing, witnessing, and flaming. These actions illustrate how citizens demand political accountability, construct collective interpretations of policy issues, and express moral judgments toward political actors. The study demonstrates that social media functions as an alternative arena of political participation when formal political processes are perceived as lacking transparency and public engagement.

Abstract

This study aims to analyze digital public communication practices between the government and citizens through the Lapor Semar reporting platform in Semarang City. Existing e-government evaluations predominantly emphasize technical and administrative indicators, while the communicative dimension as a relational space between the state and citizens remains underexplored. This research employs a qualitative case study approach. Data were collected through in-depth interviews with government officials and platform users, supported by document analysis, and analyzed using the Miles and Huberman model. The analytical framework is based on Peter Dahlgren’s Civic Culture, encompassing the dimensions of knowledge, values, practices, trust, and spaces. The findings indicate that communication practices within Lapor Semar are primarily shaped by administrative rationality oriented toward technical problem resolution. The knowledge and practices dimensions operate procedurally, while values and trust depend largely on bureaucratic responsiveness. The spaces dimension reflects a semi-structured and pragmatic communication environment. The study concludes that although Lapor Semar functions effectively as a complaint management tool, it has not fully developed into a deliberative and substantive digital public communication space.
