Abstract

This study aims to analyse the dynamics of money politics practices and evaluate the effectiveness of prevention efforts during the 2024 Jakarta Regional Head Election (Pilkada) through a comparative study between the Administrative Cities of Central Jakarta and South Jakarta. Employing a qualitative method that integrates the Patronage-Clientelism theory, George C. Edwards III's Policy Implementation model, and a cultural approach, this research reveals that the modus operandi of money politics is highly adaptive to the local socio-cultural ecosystem. In the communal setting of Central Jakarta, the practice operates conventionally through "dawn raids" (serangan fajar), taking refuge behind the culture of ewuh pakewuh (feeling of discomfort to refuse) and strong neighbourhood ties, whereas in the individualistic, middle-class-dominated South Jakarta, the practice transforms into club goods or disguised functional programs such as subsidized markets (pasar murah). Regarding the supervisory aspect, policy implementation by the General Election Supervisory Agency (Bawaslu) has proven ineffective due to resource limitations and technical application constraints, structural gridlocks within the Integrated Law Enforcement Center (Sentra Gakkumdu), the vulnerability of ad-hoc supervisors' integrity, and communication distortions caused by the strong cultural rationalization of the community, which normalizes money politics as a "blessing" (rezeki) or an acceptable tradition. In conclusion, money politics persists because broker networks adeptly exploit supervisory loopholes, thereby reaffirming the failure of the electoral justice system when rigid procedural law enforcement severely collides with permissive cultural realities at the grassroots level.

Abstract

This study aims to analyze the influence of political education and voter education on voters' democratic competence in the 2024 General Election in Magelang Regency. The study is motivated by the high level of electoral participation at 83 percent, which has yet to be accompanied by adequate quality of voter decision-making — as evidenced by the persistence of vote-buying practices and low political literacy. The study employs an explanatory quantitative method, collecting data through questionnaires distributed to 91 respondents across 21 sub-districts using proportionate stratified random sampling. Data analysis was conducted using multiple linear regression. The results show that: (1) political education has a positive and significant effect on voters' democratic competence (B=0.489; t=6.639; sig.=0.000); (2) voter education has a positive and significant effect (B=0.488; t=4.055; sig.=0.000); and (3) both variables simultaneously have a significant effect (F=68.613; Adjusted R²=0.600), indicating that 60 percent of the variation in democratic competence is explained by both variables. A One-Way ANOVA comparative analysis based on territorial characteristics found no significant difference in democratic competence between urban, semi-urban, and rural areas (p>0.05), indicating that democratic Halaman 1 competence is geographically distributed. These findings affirm that political education and voter education are strategic instruments for promoting more substantive democracy.

Abstract

Political participation is an essential element of democracy as it reflects citizens’ involvement in political and governmental processes. As an ethnic minority group in Indonesia, the Chinese Indonesian community has experienced unique historical dynamics in political life. Amid the broader democratic openness following the Reform Era, it is important to examine how this community participates in local political contests. This study aims to analyze the forms of political participation among the Chinese-Indonesian community in Gang Pinggir during the 2024 Semarang Regional Head Election and to identify the factors influencing such participation. This research employed a descriptive qualitative approach. Data were collected through interviews, documentation, and literature review. The informants consisted of members of the Chinese-Indonesian community in Gang Pinggir, the General Election Commission of Semarang City, and the Election Supervisory Agency of Semarang City. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that political participation among the Chinese-Indonesian community in Gang Pinggir is predominantly electoral, mainly through voting in the 2024 regional election. Participation in more active political activities such as campaigns, political organizations, and political mobilization remains relatively low. Based on Milbrath and Goel’s typology of political participation, the community is categorized as spectators. Factors influencing political participation include political awareness, access to political information, social environment, trust in election organizers, and rational considerations in determining political preferences. The study concludes that the political participation of the Chinese-Indonesian community in Gang Pinggir reflects involvement in local democracy, although it remains moderate and primarily oriented toward electoral activities.

Abstract

Political education is one of the strategic functions of political parties mandated by Law Number 2 of 2011, encompassing education for party cadres and members (internal) as well as for the general public (external). In practice, however, its implementation remains varied and has yet to be fully effective. This study aims to analyze the forms of political education programs conducted by Indonesian Democratic Party of Struggle (PDI Perjuangan) and the Prosperous Justice Party (PKS) in Central Java and to evaluate their implementation, by comparing two parties with distinct ideological foundations while simultaneously analyzing both dimensions of political education, namely the internal and external dimensions. This study employs a qualitative comparative-descriptive method, with data collected through in-depth interviews, observation, and documentation, and analyzed using the Miles and Huberman model. The findings indicate that ideological orientation is the determining factor shaping each party's approach to political education. In the internal dimension, PDI Perjuangan implements a three tier cadre system centered on Pancasila, Marhaenism, and the teachings of Bung Karno. PKS conducts weekly cadre development through the Member Development Unit (UPA) using a standardized curriculum that integrates Islamic values and leadership principles. In the external dimension, PDI Perjuangan reaches the public through community-based social activities, while PKS engages society through social services, public seminars, and political outreach. PDI Perjuangan excels in the breadth and inclusivity of its public outreach, while PKS excels in the depth of cadre development. Evaluation reveals that neither party has fully met the three indicators stipulated under Law Number 2 of 2011, namely increasing public awareness of civic rights and obligations, enhancing political participation, and fostering national character and civic independence. Key obstacles include political pragmatism among the public, the prevalence of money politics, and disparities in the distribution of state political funding across regions. This study concludes that party ideology concretely shapes the direction and methods of political education. However, existing regulations have yet to be capable of guaranteeing substantive and equitable political education quality, particularly for the general public as the primary external target.

Abstract

This study aims to analyze the Desak Anies campaign program strategy in the 2024 Presidential Election. The research is motivated by the emergence of innovative political campaign approaches that utilize dialogue-based communication to strengthen interaction between candidates and the public. The scope of this study focuses on the formulation and implementation of the Desak Anies program as part of the campaign strategy of Anies Baswedan and Muhaimin Iskandar in the 2024 Presidential Election. This research employs a descriptive qualitative method, with data collected through interviews, observations, and documentation. The analysis is based on Antar Venus's campaign strategy theory. The findings indicate that the Desak Anies campaign program was designed through the development of substantive political messages, audience targeting focused on young voters, the utilization of digital media, and the implementation of an open-dialogue format that enabled direct interaction between candidates and the public. The program served not only as a medium for delivering political visions and missions but also as a platform for public participation in the campaign process. The study concludes that Desak Anies represents a campaign strategy that integrates direct communication and digital media to enhance public engagement in the 2024 Presidential Election.

Abstract

Voter data updating is a crucial instrument in realizing the principle of universal suffrage in electoral administration. This study aims to analyze the extent to which the implementation of voter data updating in the 2024 DKI Jakarta Regional Election was able to guarantee universal suffrage, identify challenges and alleged procedural violations, and analyze the supervisory strategies developed by the DKI Jakarta Provincial Election Supervisory Board (Bawaslu). This study employs an explanative qualitative method with data collected through in-depth interviews with 10 informants (KPU and Bawaslu of DKI Jakarta Province, Pantarlih officers, and voters of the 2024 DKI Jakarta Regional Election) and documentation techniques. The findings indicate that procedurally, voter data updating has sought to guarantee universal suffrage through a layered mechanism, ranging from door-to-door verification to the safety nets of DPTb and DPK. However, substantively, the application of the de jure principle creates gaps whereby ineligible voters risk remaining on the voter list while eligible citizens may be omitted due to inadequate civil registration document updates. High population mobility is the primary source of voter data volatility, accompanied by alleged procedural violations in the field. Bawaslu responded to personnel limitations by developing direct supervisory monitoring and participatory supervision, though their effectiveness remains constrained by weak cadre commitment and the absence of a post-activity monitoring and evaluation system.

Abstract

Post-reform political dynamics in Indonesia are characterized by a multiparty system, fluid political coalitions, and intense electoral competition, which necessitate that political leaders adopt adaptive and effective governance strategies. In this context, the leadership of President Joko Widodo during the 2014–2024 period is noteworthy for its tendency toward pragmatic political practices in managing power. This study aims to analyze political pragmatism in Joko Widodo’s leadership through the perspective of Machiavellianism. The research employs a qualitative approach using a literature review method, drawing on secondary data from academic literature, policy documents, institutional reports, and relevant media coverage. The analysis is based on key concepts from Machiavelli’s Il Principe, including power pragmatism, political consolidation, legitimacy management, and the relationship between power and state institutions. The findings indicate that Jokowi’s leadership is characterized by pragmatic political strategies, such as the formation of broad political coalitions, the management of opposition, and the use of public policy and legal instruments to maintain governmental effectiveness and political stability. This study shows that Machiavellian thought remains relevant as an analytical framework for understanding contemporary power practices in Indonesian democracy, particularly in examining leadership that emphasizes strategic flexibility and the sustainability of political stability.

Abstract

This study was motivated by the occurrence of procedural disputes in the nomination stage of the 2024 Kendal Regency Head Election, which began with the return of candidate pairs' files by the Kendal Regency KPU and continued with the resolution of disputes through the adjudication mechanism at the Kendal Regency Bawaslu. This study aims to analyze the dynamics of the dispute resolution and examine the extent to which the resolution practice reflects the principles of the Electoral Justice System. This study uses a qualitative approach with a case study method, with data collection techniques through interviews and literature studies. Research informants included election organizers at the regional level, political party representatives, and parties involved in the dispute process. The results of the study show that the handling of disputes by the Kendal Regency Bawaslu tends to emphasize compliance with administrative procedures in accordance with the applicable regulatory framework, but has not fully realized substantive protection of electoral rights within the framework of Electoral Justice. In addition, the disputes that arose were not solely caused by administrative issues, but were also a manifestation of the political dynamics of candidacy, which were then mediated through regulatory instruments and technical mechanisms for organizing elections. The ambiguity of norms in the regulation of candidacy also opens up room for multiple interpretations that are exploited in the context of political contestation, thus implying limited space for candidacy in the 2024 Kendal Regency Election. Therefore, it is necessary to strengthen the orientation of Electoral Justice in a more substantive manner and improve the quality of candidate nomination regulations to make them clearer and more consistent in order to minimize similar disputes in the future.

Abstract

General elections as a means of realizing people's sovereignty have the potential for disputes, particularly electoral process disputes arising from decisions made by the General Elections Commission (KPU), Provincial KPU, and Regency/City KPU. The DKI Jakarta Province in the 2024 General Election is the region with the highest level of election vulnerability, one of which is marked by the emergence of procedural disputes in the stage of nominating independent candidates for the Regional Representative Council (DPD). This study aims to analyze the mechanism for resolving election process disputes involving independent candidates in DKI Jakarta Province in the 2024 DPD Member Elections. This study uses a qualitative methodology with a case study approach. Data was obtained through methods in-depth interviews with the Jakarta Provincial Election Supervisory Body (Bawaslu), the Jakarta Provincial General Election Commission (KPU), independent candidates, and legal representatives, and was supported by documentary studies. The research analysis uses the perspectives of Election Disputes, the Electoral Justice System, and Electoral Dispute Resolution (EDR). The results of the study show that the DKI Jakarta Provincial Bawaslu has resolved procedural disputes in accordance with the provisions of the law through a mediation and adjudication mechanism that is fast, simple, and free of charge. This mechanism is a formal method for resolving election procedural disputes that is carried out in accordance with the law and Bawaslu regulations. Process disputes are generally caused by differences in the interpretation of administrative requirements and voter support verification at the nomination stage. Although it has been carried out in accordance with the principles of electoral justice, its implementation still faces obstacles in the form of time constraints, administrative complexity, and uneven technical understanding among election participants. The conclusions drawn from this study highlight 11 requests for the settlement of election process disputes that were resolved through mediation and 1 request that was resolved through adjudication at the DKI Jakarta Provincial Bawaslu. The existence of a mechanism for settling election process disputes at Bawaslu has helped prevent problems from piling up at the Constitutional Court (MK). The recommendations provided consist of optimizing Silon, more thorough preparation and deeper understanding of candidacy and election process disputes for individual candidates in DKI Jakarta Province, improving the facilities and infrastructure of dispute resolution rooms, and adding competent human resources in the resolution of election process disputes at Bawaslu.
