Abstract

Public transportation is a vital element in supporting inclusive and sustainable urban mobility. The transfer of BisKita TransPakuan’s management to the Bogor City Transportation Agency raises fundamental questions about the extent to which this service effectively meets the needs of its users. This study aims to analyze the effectiveness of BisKita TransPakuan’s public transportation management in Bogor City following the management transition, as well as to identify factors influencing user satisfaction and intention to use the service. This study employs a mixed method approach integrating qualitative and quantitative methods, grounded in Public Service Theory and the Citizen-Centric Governance framework. Data were collected through in-depth interviews, field observations, questionnaires distributed to 100 users, and documentation studies. Quantitative 1 analysis was conducted using Partial Least Squares – Structural Equation Modeling (PLS-SEM). Qualitative findings indicate that the dimensions of efficiency and community participation were considered sufficiently effective, whereas equality and accessibility, responsiveness, and technology utilization remained suboptimal. This is reflected in bus stops that are not yet fully disability-friendly, low user awareness of complaint channels—with 33% unaware of their existence and 38% feeling their complaints were not followed up—as well as limited public familiarity with the BisKita application. The customer satisfaction index was recorded at 4.21. PLS-SEM results reveal that equality and accessibility, along with community participation, significantly influence user satisfaction. Technology utilization was found to affect both efficiency perception and user satisfaction, while responsiveness showed no significant influence. The strongest mediation path was identified through technology utilization, which affects user satisfaction and subsequently impacts Intention to Use. The management of BisKita TransPakuan demonstrates meaningful progress, yet remains not fully effective. This study recommends bus stop renovations to improve accessibility, intensified socialization of the BisKita application, strengthened transparent complaint follow-up mechanisms, fleet expansion, and the accelerated activation of Corridors 3 and 4 to realize an inclusive, responsive, and sustainable public transportation system in Bogor City.

Abstract

The revitalization of Semarang's Old Town as a heritage tourism destination faces a dilemma between preserving Dutch colonial cultural heritage with its authentic Nieuwe Bouwen and Indo-European architecture and economic development amidst massive urbanization and environmental threats such as tidal flooding and land subsidence, as stipulated in Law No. 11/2010 concerning Cultural Heritage and Semarang City Regulation No. 2/2020. This research focuses on Semarang's Old Town compared to Jakarta's Old Town due to its unique context as a strategic port city in Central Java that has experienced more severe physical degradation, poor drainage infrastructure, and the urgency of recent revitalization through the Old Town Site Management Agency (BPSKL). This contrasts with Jakarta's Old Town, which has been established as a UNESCO World Heritage site with a long-standing commercial tourism presence. The research's appeal lies in the analysis of conservation policy implementation using the Edward III model (communication, resources, disposition, bureaucratic structure), a qualitative descriptive methodology with in-depth interviews with the Department of Culture and Tourism, BPSKL, and business actors, participatory observation, and triangulation of secondary data from urban heritage revitalization reports. The results of the study indicate that the implementation of conservation policies has been quite successful with coordinated communication between stakeholders, although hampered by budget constraints, cross-agency bureaucratic coordination, and low awareness of the local community. Revitalization has succeeded in increasing tourist visits by 20-30% per year, encouraging the creative economy through the adaptive reuse of heritage buildings into art cafes, galleries, and cultural workshops, but has also given rise to negative impacts in the form of gentrification that displaces traditional traders, overtourism on weekends, and the risk of erosion of architectural authenticity due to excessive commercial modifications. The conclusion recommends strengthening the role of BPSKL and DISBUDPAR through fiscal incentives for sustainable adaptive reuse, inclusive multi-stakeholder participation, and a monitoring system based on UNESCO's Outstanding Universal Value (OUV) to achieve an optimal balance between historical preservation and long-term economic benefits.

Abstract

Rapid population growth in the Jabodetabek area has led to significant mobility barriers, prompting the government to pursue the integration of public transportation systems as a strategic solution. This study aims to assess the quality of such integration developments and to measure their relationship with the effectiveness of the public transportation system in the Jabodetabek region. The research employs a mixed-methods approach with an explanatory sequential design, involving public service users and representatives from the Directorate General of Multimodal Transport Integration of the Ministry of Transportation as key informants. The quality of integration is comprehensively analyzed based on the five dimensions of Chowdhury and Ceder's theory: network, temporal, physical, information, and fare integration. The results indicate that the overall quality of transport integration in Jabodetabek has reached a high category, which is proven to have a positive relationship with the effectiveness of the public transportation system. Although the achievements across these five dimensions are considered good, this study identifies opportunities for further development to optimize integration aspects and achieve more maximal outcomes in serving regional mobility.

Abstract

The Integrated Service Center for the Protection of Women and Children (P2TP2A) of Cimahi City was established to address issues of violence against women and children, including domestic violence involving family members. This institution aims to raise awareness and enhance public understanding of these issues. This study focuses on examining the effectiveness of P2TP2A Cimahi City in preventing domestic violence. The research was conducted in Cimahi City, West Java, using in-depth interviews and observation as data collection techniques. In its implementation, the researcher found that P2TP2A Cimahi City has undertaken various efforts to prevent domestic violence, which indicate its level of effectiveness in prevention activities. However, in achieving optimal effectiveness, several challenges were identified. These include a shortage of personnel resulting in multiple workloads, inadequate facilities and infrastructure, and challenges originating from community attitudes. Therefore, this study recommends the establishment of clearer regulations regarding the distribution of workloads among staff members in order to improve the overall performance and effectiveness of P2TP2A.

Abstract

This study aims to analyze tourism governance from a green tourism perspective in relation to environmental conservation awareness and community economic participation in the Pantai Tirang tourism area, Semarang City. Current coastal tourism development not only focuses on increasing tourist visits but also emphasizes environmental sustainability and local community involvement in tourism-related economic activities. Pantai Tirang has the potential for environmentally based tourism development through mangrove conservation; however, its management still faces several challenges, including limited facilities, suboptimal environmental management, and insufficient coordination among managing actors. This study employs a descriptive quantitative approach using primary data collected through questionnaires distributed to 100 tourist respondents on a 1–5 Likert scale, and secondary data obtained through documentation and literature studies. Data analysis was conducted by calculating the mean value of each indicator, then classifying it using class interval analysis with a 0.8 interval width to determine assessment categories ranging from very poor to very good. Data were processed using Microsoft Excel and SPSS to ensure the validity and reliability of the research instruments. The results show that the mean score for tourism governance is 3.56, green tourism 3.77, community economic participation 3.81, and environmental conservation awareness 4.24. Based on class interval classification, tourism governance, green tourism, and community economic participation fall into the good category, while environmental conservation awareness falls into the very good category. The study concludes that the implementation of green tourism–based governance in Pantai Tirang has been relatively good but still requires improvements in environmental management, supporting facilities, and coordination among government, tourism managers, and local communities to support sustainable tourism development.
