The Islamic Spiritual Organization (Rohis) program at SD Negeri 34 Pangkalpinang has been implemented as an effort to foster students' religious character; however, it has never been comprehensively evaluated to determine its impact and effectiveness. This evaluation aimed to assess the implementation of the Rohis program at SD Negeri 34 Pangkalpinang using the Goal Free Evaluation (GFE) approach. This study employed a qualitative descriptive evaluation method involving the principal, Rohis supervisor, and students as evaluation subjects. Data were collected through observation, interviews, and documentation. The results showed that the Rohis program had been implemented well and systematically through various activities, including Qur’an recitation, congregational prayers, short religious lectures (kultum), memorization of prayers and short surahs, as well as social activities such as Friday charity and community service. The program positively contributed to the development of students’ religiosity and character, as reflected in improved discipline, responsibility, politeness, social awareness, and worship habits. In addition, unexpected outcomes were identified, including stronger solidarity among students and more harmonious relationships between teachers and students. However, several challenges were found, such as limited time allocation, insufficient parental support, and an underdeveloped evaluation system. Therefore, the Rohis program plays an important role in fostering students’ religious character and should be continuously improved through better program management and a more structured evaluation system.
