Abstract

The rapid advancement of digital technology has significantly transformed educational systems, requiring educational leaders and policymakers to adapt to emerging challenges and opportunities. This study aims to examine the relationship between educational leadership and policy reform in the digital era, focusing on the challenges faced by educational institutions and the opportunities created by technological developments. The study employed a qualitative library research design using a descriptive-analytical approach. Data were collected from scholarly journal articles, books, policy documents, and relevant academic publications related to educational leadership, digital transformation, and educational policy. The collected data were analyzed through thematic content analysis to identify major themes and patterns. The findings reveal that educational leaders play a crucial role in facilitating digital transformation, implementing policy reforms, and promoting institutional innovation. Digital leadership competencies, collaborative practices, and data-driven decision-making emerged as essential factors for effective leadership. The study also identified several challenges, including the digital divide, inadequate infrastructure, limited leadership capacity, and ethical concerns regarding technology use. At the same time, digital transformation provides opportunities to improve educational quality through technological innovation, flexible learning environments, and enhanced organizational effectiveness. The study concludes that effective educational leadership and responsive policy reform are essential for achieving sustainable educational development in the digital era. The findings contribute to the understanding of leadership practices and policy implementation in contemporary educational contexts.
