<![CDATA[The weakness of waqf land certification in Indonesia is often rooted in internal management issues at the upstream level, particularly regarding document integrity at the Office of Religious Affairs (KUA). This policy paper examines the phenomenon of personnel rotation occurring without strict archive handover procedures and the weak documentation management at the district level, which systematically triggers administrative procedural complexities. Such conditions cause historical data, such as the original Waqf Pledge Deeds, to frequently be lost or damaged, thereby hindering the judicial evidentiary process before land authorities. This documentary uncertainty triggers high risks of land disputes, especially when the economic value of urban land increases rapidly, prompting counterclaims from heirs. The policy methodology applied in this paper uses a descriptive qualitative analysis approach with William N. Dunn’s policy evaluation technique to assess the feasibility of alternative solutions. Through environmental scanning of current bureaucratic practices, a synthesis of various relevant regulations was conducted to formulate more adaptive standard operating procedures. The results of the analysis indicate that the standardization of handover procedures for Officials Empowered to Draw Up Waqf Pledge Deeds (PPAIW), accompanied by mandatory audits of vital archives, is a strategic step to ensure administrative continuity. This effort is aimed at creating an unbroken chain of information, ensuring that historical documents maintain their validity despite personnel changes. The primary recommendation emphasizes the importance of strengthening internal regulations under the relevant ministry to guarantee maximum legal protection for community social-religious assets through accountable and transparent administrative structuring.]]>
