Abstract

We analyze the role of government and stakeholders in addressing stunting in Loktuan Urban Village, North Bontang, through the lens of collaborative governance. We find that the continued prevalence of stunting is not caused merely by a lack of resources and the absence of programs, but by weak coordination capacity and insufficient integrated collaboration among stakeholders. We employed a qualitative, interpretive approach, gathering data through in-depth interviews, observations, and documentation with local government representatives, community health workers, and social actors. Despite the presence of multi-sectoral programs, we find that their execution remains sectoral and disconnected, owing to a lack of shared responsibility and interdependence among stakeholders. Government steering functions as regulatory administration rather than as orchestration capable of aligning actors toward a shared outcome, while stakeholder engagement stays transactional and activity-based rather than co-produced. We contribute to governance scholarship by shifting the analytical focus from program availability to the government’s capacity to orchestrate multi-actor collaboration at the local level, offering insight into how village governance can move from fragmented coordination toward an integrated, accountable collaborative system for stunting reduction.

Abstract

This study investigates the dynamics of public participation in the 2024 Regional Head and Deputy Regional Head Elections (Pilkada) of Kutai Kartanegara Regency, addressing the core problem of fluctuating voter engagement and the factors that shape citizens' willingness to participate in both the main election and the mandated revote (PSU). The objective of this research is to analyze the level of public participation and identify the supporting and inhibiting factors influencing voter behavior, particularly in relation to the implementation of KPU Regulation No. 9 of 2022 and the use of local wisdom-based outreach strategies. Employing a qualitative descriptive method, data were collected through interviews, observations, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldana. The results show that the principles outlined in PKPU No. 9 of 2022, especially those pertaining to public engagement, have been effectively implemented through collaborative, adaptive, and culturally grounded socialization efforts that improve political understanding. Supporting factors of participation include political awareness, civic responsibility, emotional proximity to candidates, and pragmatic motivations such as money politics. Meanwhile, inhibiting factors include political apathy, distrust in the political system, limited knowledge of candidates, limited time for socialization, geographical barriers, natural disasters, and limited understanding of the PSU mechanism. Overall, public participation in both the Pilkada and the PSU in Kutai Kartanegara reflects a dynamic interaction between enthusiasm and structural and cultural constraints, forming a complex landscape of idealistic and pragmatic voter motivations.

Abstract

This study aims to analyze the quality of Business Identification Number (NIB) issuance services and to evaluate the role of public education in enhancing the digital literacy of business actors. The research employs a qualitative descriptive approach with data collected through in-depth interviews, direct observation, and document studies. Informants were purposively selected, including leaders, functional officers, service staff, and business actors as users. Data analysis was conducted using an interactive model consisting of data reduction, data presentation, and conclusion drawing. The results indicate that the overall quality of services is good, with simple procedures, clear requirements, and responsive staff, especially for applicants with limited digital literacy. However, limitations in procedure socialization, reliance on the centralized OSS system, and technical disruptions remain challenges. Variations in applicants’ digital literacy levels affect service effectiveness. The study highlights the importance of public education as a strategy to improve digital literacy through procedural socialization, user assistance, and digital-based training. These improvements are expected to strengthen service reliability, make the licensing process more inclusive, effective, and sustainable, and support ease of doing business.
