Abstract

 The policy of granting Land Cultivation Rights (Hak Guna Usaha/HGU) for up to 190 years in the Nusantara Capital City (IKN) has generated public debate due to its connection with investment interests, land control, and the potential for agrarian conflicts. Mass media play an important role in framing this issue, which can influence public perceptions of government policies. This study aims to analyze how the online media outlet Detik.com frames the 190-year HGU policy in IKN and how such framing relates to the construction of the government’s image. This research employs the framing analysis model developed by Zhongdang Pan and Gerald M. Kosicki, which examines four structures: syntactic, script, thematic, and rhetorical. A descriptive qualitative approach was used with eight news articles from Detik.com published between July and August 2024 as the research object. Data were collected through documentation, literature review, and triangulation through interviews with journalists. The findings indicate that Detik.com tends to frame the HGU policy in a legitimative manner by emphasizing the legal basis of the policy, economic rationality, and the urgency of investment for the development of IKN. Through this framing pattern, Detik.com constructs the image of the government as a rational, pro-investment, and competent actor in managing national development.
