Abstract

Penelitian ini mengkaji faktor-faktor yang menyebabkan ketidakpatuhan terhadap ketentuan Kesesuaian Kegiatan Pemanfaatan Ruang (KKPR) dalam konteks perencanaan dan pengelolaan ruang di Kota Bontang. Dengan menggunakan pendekatan kualitatif melalui wawancara mendalam, observasi lapangan, dan kajian dokumentasi, data dianalisis secara tematik dengan teknik open, axial, dan selective coding. Hasil penelitian menunjukkan bahwa pelanggaran paling umum terjadi pada aspek teknis bangunan (misalnya, KDB, KLB, tata bangunan, garis sempadan, dan jarak bebas), serta ketidaksesuaian lokasi dan jenis kegiatan. Faktor penyebab utama meliputi keterbatasan pemahaman atas terminologi teknis, kurangnya sosialisasi serta pelatihan, koordinasi antar-instansi yang belum optimal, serta keterbatasan sumber daya dan infrastruktur pendukung. Rekomendasi kebijakan difokuskan pada penyederhanaan prosedur, peningkatan pengawasan dan edukasi, serta sinergi antar stakeholder guna mendukung tata ruang yang berkelanjutan. This study examines the factors contributing to non-compliance with the Conformity of Activities for Spatial Utilization (KKPR) regulations within the context of spatial planning and management in Bontang City. Utilizing a qualitative approach through in-depth interviews, field observations, and document reviews, the data were thematically analyzed using open, axial, and selective coding techniques. The findings indicate that the most common violations occur in the technical aspects of buildings (e.g., building coverage ratio [KDB], floor area ratio [KLB], building design, boundary lines, and setback distances), as well as inconsistencies between the designated location and the type of activity. The primary contributing factors include a limited understanding of technical terminology, insufficient dissemination and training, suboptimal inter-agency coordination, and constraints in resources and supporting infrastructure. The policy recommendations focus on streamlining procedures, enhancing oversight and education, and fostering synergy among stakeholders to support sustainable spatial planning.
