Abstract

The low level of cooperation among elementary school students in PPKn learning remains a problem that requires serious attention through innovative contextual learning media. This condition is influenced by the limited availability of attractive digital media and the suboptimal integration of local culture into the learning process. This study aims to analyse, evaluate, and validate the effectiveness of developing a digital picture storybook that presents the local Balinese ngelawar culture in improving third-grade students' cooperative attitudes in PPKn learning. This study is a development research with a Research and Development design using the ADDIE model. The research subjects included material experts, learning design experts, media experts, a third-grade teacher, and 32 third-grade students as trial subjects. Data were collected through observation, interviews, questionnaires, and cooperation attitude tests with instruments in the form of expert validation sheets, response questionnaires, and attitude tests. Data were analysed using qualitative and quantitative descriptive analysis techniques. The results of the study indicate that the developed media have a very high level of validity, are practical to use in learning, and are effective in improving students' cooperation attitude in accordance with the research objectives. The study's conclusions indicate that a digital picture storybook containing Balinese local culture, ngelawar, is suitable and effective as a learning medium for Civics (PPKn). The implications of this research include strengthening character education grounded in local culture and developing contextual digital learning media in elementary schools.
