Abstract

The Social Entrepreneurship Assistance Program, implemented through a collaborative partnership between the Ministry of Social Affairs of the Republic of Indonesia and the Technology Business Incubator of Universitas Andalas, was designed to strengthen the economic independence of vulnerable households through entrepreneurship development. The program involved 350 Beneficiary Families (Keluarga Penerima Manfaat, KPM) across Padang City (150 participants), Pariaman City (100 participants), and Tanah Datar Regency (100 participants), West Sumatra, Indonesia. According to Statistics Indonesia (BPS), vulnerable communities experience disproportionately high rates of micro-enterprise failure due to inadequate business planning and limited managerial capacity. This community development initiative adopted a Participatory Action Research (PAR) approach integrated with a structured business incubation model. The intervention consisted of regional coordination, participant screening, a Training of Trainers (TOT) program for 20 local mentors, and three months of intensive field mentoring. Capacity-building activities emphasized business model development using the Business Model Canvas (BMC) and SWOT analysis, financial literacy and bookkeeping, and productive asset enhancement through financial assistance of IDR 600,000 for each beneficiary family. In addition, a Virtual Expo platform was established to improve product promotion and expand market access. The program achieved a 100% completion rate in business model development, while 85% of participants consistently adopted daily cash bookkeeping practices. These findings indicate that strategic collaboration between university-based technology business incubators and government institutions can effectively enhance entrepreneurial capacity, reduce micro-enterprise risks, and promote sustainable socio-economic empowerment by transforming vulnerable households into resilient and independent entrepreneurs.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) in the fashion and tailoring industry often encounter managerial and operational challenges that hinder business sustainability and competitiveness. Rumah Jahit Padang, a home-based tailoring enterprise, faced several critical issues, including production bottlenecks, inconsistent service quality, inadequate financial management, and limited digital marketing practices. This community service program aimed to strengthen business governance through the implementation of an integrated management approach. A three-month intervention was conducted using the Participatory Action Research (PAR) approach, involving the business owner and three production staff. The intervention consisted of four key components: Business Model Canvas (BMC) development, Standard Operating Procedures (SOPs) formulation, financial management improvement, and digital marketing enhancement. Activities included diagnostic assessment, business process mapping, participatory workshops, hands-on mentoring, and post-intervention evaluation. The implementation of the program resulted in substantial improvements in operational and managerial performance. Production errors decreased by 32%, order fulfillment efficiency increased from 65% to 95%, and operational delays were eliminated through standardized workflows. Financial governance improved through the separation of personal and business finances and the adoption of structured bookkeeping practices. Furthermore, digital marketing initiatives expanded customer reach and enhanced the enterprise's online visibility. Overall, the integrated governance intervention successfully strengthened organizational capacity, improved service quality and operational efficiency, reduced business risks, and established a sustainable foundation for long-term MSME growth. The findings demonstrate that a holistic governance model combining strategic planning, operational standardization, financial management, and digital transformation can effectively enhance the competitiveness and resilience of small-scale tailoring enterprises.
