Abstract

Peneleh Heritage Village in Surabaya is a historical area that reflects the city’s journey from the Majapahit era, through the colonial period, to the national movement, while also having potential as a heritage tourism destination. This study analyzes the role of Peneleh Village in developing the creative economy, the contribution of the Tourism Awareness Group (Pokdarwis) as a driver of community empowerment, and the governance challenges encountered. The method used is qualitative descriptive with a case study approach through interviews, observations, and documentation. The results show that Peneleh Village encourages the growth of creative economic activities, such as MSME bazaars, Riverside Peneleh, batik workshops, wayang performances, and digital promotion. Pokdarwis plays a role in branding and facilitating tourism activities but faces challenges such as fluctuating community participation, the absence of an official decree (SK), and the inactivity of the gift shop due to internal conflicts. Sustainability strategies include regular training, strengthening digital branding, infrastructure revitalization, and pentahelix synergy. In conclusion, the development of Peneleh Heritage Village depends on consistent community participation, creative economic innovation, and sustainable institutional support.
