Abstract

This study examines the interpretation of Qur’anic family verses in Indonesia’s Marriage Guidance Program through a case study of the Office of Religious Affairs (KUA) Dumai Kota. The research is motivated by the increasing divorce rate in Indonesia, which indicates a gap between the normative teachings of Islam and their implementation in contemporary family life. Employing a qualitative field research approach, this study combines document analysis of the Marriage Guidance Module issued by the Ministry of Religious Affairs, in-depth interviews, participatory observation, and contextual Qur’anic interpretation. The findings reveal that the module incorporates key Qur’anic family values, particularly sakinah, mawaddah, and raḥmah, as foundational principles for building harmonious families. However, the interpretive approach remains largely normative and textual, limiting participants’ ability to apply these values to practical marital challenges. Furthermore, the implementation of the program at KUA Dumai Kota predominantly relies on lecture-based methods with limited contextual adaptation to participants’ social realities. This study argues for a more integrative model that combines contextual Qur’anic interpretation with psychological and family counseling perspectives. Such an approach can enhance the relevance and effectiveness of marriage guidance programs in fostering resilient and harmonious Muslim families. The study contributes to the development of applied Qur’anic interpretation and Islamic family education in contemporary Indonesia.
