Abstract

This study aims to evaluate information technology governance and the successful implementation of the Basic Education Data System (Dapodik) in public junior high schools using the HOT-Fit (Human, Organization, Technology – Fit) framework. Dapodik is a strategic information system used by the Ministry of Education, Culture, Research, and Technology of the Republic of Indonesia as a single database for national education management. Despite its widespread implementation, various challenges remain related to data quality, user competency, organizational readiness, and alignment between technology and user needs. The study adopted a qualitative-descriptive approach with data collection techniques through observation, in-depth interviews, and document analysis. The evaluation results show that the Human dimension includes the quality of human resources and the level of digital literacy of operators; the Organization dimension includes policy support, infrastructure, and budget allocation; while the Technology dimension reflects system quality, network reliability, and ease of use. The fit between these three dimensions has proven to be a determining factor in the successful implementation of Dapodik on an ongoing basis. This study is expected to provide practical recommendations for stakeholders in improving the effectiveness of the education information system in public junior high schools.
